| dc.description.abstract | การศึกษาเรื่อง การประเมินผลการจัดบริการสังคมแก่ผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดนราธิวาสเป็นการศึกษาวิจัยเชิงปริมาณ (Quantitative research) และเชิงคุณภาพ (Qualitative research) โดยมีวัตถุประสงค์เพื่อ 1) ศึกษาความสัมพันธ์ระหว่างบริบท ปัจจัยนำเข้ากระบวนการผลผลิต และการจัดบริการสังคมแก่ผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดนราธิวาส 2) ศึกษาองค์ประกอบเชิงยืนยันของบริบท ปัจจัยนำเข้า กระบวนการ ผลผลิตและการจัดบริการสังคมแก่ผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดนราธิวาส และ 3) ศึกษาความสัมพันธ์เชิงสาเหตุของบริบท ปัจจัยนำเข้า กระบวนการ ผลผลิต และการจัดบริการ สังคมแก่ผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดนราธิวาส 4) ศึกษาปัญหา อุปสรรคในการจัดบริการสังคมและแนวทางในการแก้ปัญหาการจัดบริการสังคมแก่ผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดนราธิวาส กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ นายกองค์การบริหารส่วนจังหวัดนราธิวาส ปลัดเทศบาล/ เจ้าหน้าที่ที่รับผิดชอบในการจัดบริการสังคมแก่ผู้สูงอายุ ประธานชุมชน/ ตัวแทน ผู้นำชุมชน และผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดนราธิวาส โดยการสัมภาษณ์ จำนวน 78 คน และตอบแบบสอบถาม จำนวน 416 คน จาก 11 เทศบาลในองค์กรปกครอง ส่วนท้องถิ่นจังหวัดนราธิวาส การวิจัยใช้วิธีสุ่มตัวอย่างแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัยครั้งนี้มี 2 ชุด คือ แบบสัมภาษณ์แบบมีโครงสร้าง และแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ประกอบด้วย ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์สหสัมพันธ์ การวิเคราะห์องค์ประกอบเชิงยืนยัน การวิเคราะห์สมการเชิงโครงสร้างและการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1. ผลการตรวจสอบความสัมพันธ์ระหว่างด้านบริบท ปัจจัยนำเข้า กระบวนการ ผลผลิตและการจัดบริการสังคมแก่ผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดนราธิวาส พบว่า ทุกด้านมีความสัมพันธ์กันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 2. ผลการตรวจสอบความสอดคล้องของโครงสร้างองค์ประกอบเชิงยืนยันของ 1) บริบท 2) ปัจจัยนำเข้า 3) กระบวนการ 4) ผลผลิต และ 5) การจัดบริการสังคมแก่ผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดนราธิวาส พบว่า ระดับความกลมกลืนของโครงสร้างองค์ประกอบ มีความสอดคล้องกับข้อมูลเชิงประจักษ์ 3. ผลการตรวจสอบความสอดคล้องของสมการโครงสร้างของปัจจัยที่มีอิทธิพลต่อการจัดบริการสังคมแก่ผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดนราธิวาสกับข้อมูลเชิงประจักษ์ พบว่า ค่าวัดระดับความกลมกลืน คือ ค่าไคสแควร์ มีค่าเท่ากับ 615.907 ค่า χ 2 / df เท่ากับ 3.225 ค่าองศาอิสระเท่ากับ 191 และเมื่อพิจารณาดัชนีความสอดคล้องของโมเดลกับข้อมูลเชิงประจักษ์ พบว่า ค่า GFI เท่ากับ .931 ค่า AGFI เท่ากับ .900 ค่า CFI เท่ากับ .951 และค่า RMSEA เท่ากับ .058 แสดงว่ารูปแบบของสมการ โครงสร้างของปัจจัยที่มีอิทธิพลต่อการจัดบริการสังคม แก่ผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดนราธิวาสกับข้อมูลเชิงประจักษ์ มีความสอดคล้องกัน จึงสามารถนำโมเดลนี้ไปใช้ได้ และสอดคล้องกับแนวคิดทฤษฏีของการวิจัย 4. ปัญหาและอุปสรรคในการจัดบริการสังคม ได้แก่ ขาดงบประมาณในการจัดทำโครงการ ผู้สูงอายุบางคนยังไม่สามารถเข้าถึงบริการได้เนื่องจากสภาพร่างกาย การเดินทางลำบาก ไม่มีผู้ดูแล ผู้สูงอายุอยู่ตามลำพัง แนวทางในการแก้ไขการสนับสนุนให้องค์กรปกครองส่วนท้องถิ่น ควรมีบทบาทในการดำเนินโครงการมากขึ้น และควรจัดสรรงบประมาณให้เพียงพอ | |

| dc.description.abstractalternative | This evaluation of social services for the elderly of in local administrative organizations in Narathiwat Province is quantitative and qualitative. The purposes of this research were: 1) to study the relationship between context, input, output and social services for the elderly in local administrative organizations in Narathiwat Province; 2) to study the confirmatory factors of context, input output and social services for the elderly in local administrative organizations in Narathiwat Province; 3) to study the causal relationships of context, inputs, process, output and social services for the elderly in local administrative organizations in Narathiwat Province, and ,4) to study problems and obstacles in providing social services for the elderly, and find solutions to the problems of social services for the elderly in local administrative organizations in Narathiwat Province. The sample group selected for this study comprised of the chief executive of the Narathiwat Provincial Administrative Organization, municipal clerk, staff who were responsible for providing social services to the elderly, community leaders, representatives of community leaders and the elderly of Narathiwat Provincial Administrative Organization. The data were collected using a questionnaire for 72 samples and an interview form for 416 samples from 11 municipalities of Narathiwat Provincial Administrative Organization. The research uses multi-stage sampling method. The instruments used in this research were a structured interview and a questionnaire. The statistics used for the analysis were frequency, percentage, mean, standard deviation, correlation analysis, confirmatory factor analysis, structural equations analysis and content analysis. The findings indicated that; 1. The results of examining the relationship between context, inputs, output and social services for the elderly of local government organizations in Narathiwat province revealed that all aspects were statistically significant at the 0.01 level. 2. The results of the structural validity test of the confirmatory factors of 1) the context 2) inputs; 3) processes; 4) productivity, and; 5) the provision of social services to the elderly of Narathiwat Provincial Administrative Organization indicated that it was consistent with empirical data. 3. The results of the consistency test for the structural equation of the factors influencing the provision of social services to the elderly of Narathiwat Provincial Administrative Organization with the empirical data showed that the chi-square value was 615.907. The value of χ 2 / df was 3.225. The degree of freedom was 191. This indicated that the structural equation and the structure of factors influencing social services for the elderly of Narathiwat Provincial Administrative Organization with the empirical data were consistent. Therefore, this model can be used, and it was consistent with the theory of the research. 4. The problems and obstacles in social services included lack of budget for the project, and some elderly people still cannot access services because of their physical condition. Some of them have difficulty traveling because they live alone and do not have a caretaker. Local governments should play a greater role in project implementation, and provide enough budget. | |
