dc.description.abstract	การวิจัยนี้มีวัตถุประสงค์ข้อที่ 1. เพื่อศึกษาปัจจัยที่มีผลต่อการเข้าสู่อํานาจทางการเมืองของนายกเมืองพัทยา และข้อที่ 2. เพื่อศึกษาระดับของปัจจัยที่มีผลต่อการเข้าสู่อํานาจทางการเมืองของนายกเมืองพัทยา วิธีการศึกษาจะใช้วิธีการสุ่มตัวอย่างจากผู้มีสิทธิเลือกตั้งในเขตพื้นที่เมืองพัทยา จํานวน 399 คน นํามาวิเคราะห์ข้อมูลด้วยเทคนิคการวิเคราะห์สมการถดถอยพหุคูณแบบเป็นขั้นตอน (Stepwise Multiple Regression Analysis) กําหนดนัยสําคัญทางสถิติไว้ที่ .05 เพื่อตอบวัตถุประสงค์และสมมติฐานของการวิจัย ซึ่งเป็นข้อมูลการวิจัยเชิงปริมาณ โดยใช้การเก็บข้อมูลจาก แบบสอบถามส่วนวัตถุประสงค์ข้อที่ 3. เพื่อศึกษาวิธีการเข้าสู่อํานาจทางการเมืองของนายกเมือง พัทยานั้น จะใช้วิธีการสัมภาษณ์ประชากรในพื้นที่กลุ่มตัวอย่างแล้วนําข้อมูลมาวิเคราะห์เกี่ยวกับ วิธีการเข้าสู่อํานาจทางการเมืองของนายกเมืองพัทยาเพื่อสนับสนุนข้อมูลการวิจัยเชิงปริมาณ ผลการวิจัยพบว่า ปัจจัยที่มีผลต่อการเข่าสู่อํานาจทางการเมืองของนายกเมืองพัทยามีอยู่ 6 ปัจจัย โดยปัจจัยที่มีอิทธิพลมากที่สุดคือ ปัจจัยด้านระบบอุปถัมภ์ รองลงมาคือ ปัจจัยด้านการสื่อสารทางการเมือง (การจัดเวทีปราศรัย, ปัจจัยด้านการแจกเงินหรือสิ่งของ, ปัจจัยด้านตัวบุคคล (คุณสมบัติส่วนตัวทางด้านการมีมนุษย์สัมพันธ์), ปัจจัยด้านนโยบาย, และปัจจัยด้านการบริจาคเงิน แก่สาธารณะเพื่อช่วยเหลือสังคม ตามลําดับ อย่างมีนัยสําคัญทางสถิติที่ .05 เป็นไปตามสมมติฐานที่ตั้งไว้สามารถเขียนเป็นสมการได้ดังนี้ เขตพื้นที่เมืองพัทยา The Entering to the political power= -2.540 + .933 Patronage + .032 Campaign - .014 Money + .038 Relation - .016 Policy + .008 Donation ส่วนการวิจัยเชิงคุณภาพนั้น จากการสัมภาษณ์พบว่า วิธีการเข้าสู่อํานาจทางการเมืองของ นายกเมืองพัทยา มีการใช้วิธีการอุปถัมภ์เป็นหลัก ซึ่งในพื้นที่ของเมืองพัทยานั้นเป็นพื้นที่ของการ ผูกขาดอํานาจทางการเมืองท้องถิ่น มีการสร้างเครือข่ายพรรคพวกไว้อย่างหนาแน่น มีการจัดตั้งกลุ่ม การเมือง โดยใช้ชื่อว่า “ทีมเรารักษ์พัทยา” เพื่อสร้างความเป็นเอกภาพให้กับกลุ่มการเมือง บริบท แวดล้อมโดยรอบของสังคมเป็นไปในลักษณะการอุปถัมภ์ซึ่งกันและกัน ส่วนข้อเสนอแนะควรนํา ผลวิจัยในครั้งนี้ไปขยายขอบเขตการวิจัย จนนําไปสู่การพัฒนาทั้งทางทฤษฎีและทางปฏิบัติ รวมถึง ภาครัฐจะต้องสร้างการมีส่วนร่วมของประชาชนให้เกิดขึ้น

dc.description.abstractalternative	This research aims to 1. study the factors affecting the entering to the political power of the Pattaya Governor 2. classify of factors affecting the entering to the political power of the Pattaya Governor and 3. study the way that the Pattaya Governor steps up to the political power. The sample size are 399 residents, randomly selected from Pattaya City area for the study. The data was collected by the questionnaire method and analysed with the Stepwise Multiple Regression Analysis technique are the statistical significance is .05. Together with the quantitative research, the interview was conducted to collect the data from the sample group, key informal to analyse the way that thePattaya Governor enters into the political power. The result shows that there are 6 factors relating to the entry into the political power of the Pattaya Governor. The most influencing factor was patronage system, followed by campaigning (platform speech), sponsorship and money giveaway, person (character of interpersonal relation), policy, and donation for social works respectively, with the statistical significance at .05. The equation is written as “The Entering to the political power in Pattya City = -2.540 + .933 Patronage + .032 Campaign - .014 Money + .038 Relation - .016 Policy + .008 Donation”. In terms of qualitative research, the results gathered by interviewing also revealed that the way that the Pattaya Governor performed in order to step up to the political power was mainly patronage. In Pattaya City, the local political power was monopolized. Networking was firmly founded. The political group called ‘Rao Rak Pattaya’ was established to create the image of the political group’sunity. The surrounded context of society wasdesigned to patronize each other. For recommendation, according to the research’s outcomes, the scope of study should be further expanded, which then leads to the development of both theory and practice, as well as, the support from government on public participation
