| dc.description.abstract | การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาปัญหาและแนวทางการพัฒนาการประกันคุณภาพการศึกษาโรงเรียนเทศบาล 1 บ้านหนองชากแง้ว สู่การรองรับการประกันคุณภาพภายนอก รอบสี่ ในด้านการกำหนดมาตรฐานการศึกษาของสถานศึกษา การกำหนดแผนการพัฒนาการจัดการศึกษา การจัดระบบบริหารและสารสนเทศ การดำเนินงานตามแผนพัฒนาการจัดการศึกษา การติดตามตรวจสอบการจัดการศึกษา การประเมินคุณภาพภายใน การจัดทำรายงานประจำปีและการพัฒนาคุณภาพการจัดการศึกษาด้วยวิธีการวิจัยเชิงคุณภาพโดยการวิเคราะห์เอกสารและการสัมภาษณ์แบบมีโครงสร้าง ผู้ให้ข้อมูลหลักในการสัมภาษณ์ ได้แก่ ผู้บริหาร 1 คน นักวิชาการศึกษา 1 คน คณะกรรมการสถานศึกษา ขั้นพื้นฐาน 2 คน ครูผู้สอน 6 คน ผู้ปกครองเครือข่าย 6 คน รวมทั้งสิ้น 16 คน ผลการวิจัยพบว่า 1. สภาพปัญหาการประกันคุณภาพการศึกษาโรงเรียนเทศบาล 1 บ้านหนองชากแง้ว สู่การรองรับการประกันคุณภาพภายนอก รอบสี่ สถานศึกษาใช้มาตรฐานและตัวบ่งชี้ และรูปแบบการจัดทำรายงานประจำปี ของกรมส่งเสริมการปกครองท้องถิ่น ที่ยังไม่มีความชัดเจนและมีความซับซ้อนมากจนเกินไป ส่วนใหญ่ผู้มีส่วนเกี่ยวข้องไม่มีส่วนร่วมในดำเนินงานระบบการประกันคุณภาพภายในสถานศึกษา การจัดทำโครงการ/ กิจกรรมบางอย่างไม่มีความสอดคล้องกับบริบทของสถานศึกษาและชุมชน และหน่วยงานนอกเข้ามาจัดโครงการ/กิจกรรม โดยไม่ได้กำหนดไว้ในแผนปฏิบัติงานประจำปี ทำให้สถานศึกษาเกิดปัญหาในการดำเนินงาน ครูและบุคลากรขาดความรู้ ความสามารถและขาดความรับผิดชอบงานที่ได้รับมอบหมาย ภาระงานของครูมากและการมอบหมายงานที่ไม่มีความเหมาะสม ส่งผลให้งานไม่ประสบผลสำเร็จหรือมีประสิทธิภาพ รวมทั้งขาดวางแผนการทำงานที่เป็นระบบ การไม่นำจุดอ่อน จุดเด่นของสถานศึกษาวิเคราะห์หาสาเหตุและหาแนวทางแก้ไขในการพัฒนาการจัดการศึกษาครั้งต่อไป รวมทั้งขาดการประชาสัมพันธ์ให้ผู้ที่เกี่ยวข้องทราบ 2. แนวทางการพัฒนาการประกันคุณภาพการศึกษาโรงเรียนเทศบาล 1 บ้านหนองชากแง้ว สู่การรองรับ การประกันคุณภาพภายนอก รอบสี่ สถานศึกษาจะต้องนำระบบวงจรคุณภาพ PDCA มาใช้ในการดำเนินงานประกันคุณภาพการศึกษา ภายในสถานศึกษา ซึ่งจะทำให้มีการวางแผนที่เป็นระบบ และจัดสรรบุคลากรเข้าทำงานได้อย่างมีประสิทธิภาพ ตรงตามความสามารถและความถนัด มีการติดตาม ตรวจสอบอย่างต่อเนื่อง รวมทั้งหาแนวทางแก้ไขพัฒนาอยู่ตลอดเวลา โดยให้ ผู้มีส่วนเกี่ยวข้องเข้ามาบทบาทร่วมกันในการจัดการศึกษา ผู้บริหารจะต้องมีการบริหารจัดการที่ดี การทำงานของบุคลากรจะต้องมีคุณภาพ โปร่งใส และสามารถตรวจสอบได้ หน่วยงานต้นสังกัดจะต้องให้การสนับสนุนด้านงบประมาณสิ่งอำนวยความสะดวก และจัดอบรมพัฒนาให้บุคลากรมีความรู้ความสามารถในการปฏิบัติงาน รวมทั้งมีการประชาสัมพันธ์ให้ผู้ที่เกี่ยวข้องทราบ | |

| dc.description.abstractalternative | The purposes of this research was to study problems and present guidelines for the development of education quality assurance of Bannongchakngeaw Municipality School 1 to prepare for the fourth external quality assurance. In the areas of establishing educational management development plan, Management and Information Management, Implementation of the educational development plan, Monitoring of education management, Internal quality assessment, Annual Report Preparation and the development of educational quality management. Data collection technique in this qualitative study included reviewing documents and structured interview. The main paticipants were 1 administrator, 1 academic teacher, 2 committee from the basic education office, 6 elementary school teachers. The research found that 1. The problems of educational quality assurance in Bannongchakngeaw Municipality School 1 during the fourth external quality assurance were as follows: The school followed standards and indicator of Department of Local Administration that still not clear and has too complicate. Most of the involved people were not assigned to work as sespond for school quality assurance. Some projects or activities did not fit with the contexts of the school and community. School Anual work plan are different from the criteria of quality asssurance, causing problems for the institution. Teachers and staff are people who are lack of knowledge, unskilled and irresponsible. The teacher’s workload and unsuitable assignments result in unsuccessful and inefficient work. In addition there was no systematic planning, no strategy and step to analyze the causes of problems and way to find solutions to educational development as well as there was no one who can find out nessary information. 2. Guidelines for the development of education of educational quality assurance in Bannongchakngeaw Municipality school 1 for the fourth external quality assurance included: The school must implement the PDCA quality system to establish educational quality assurance standard within the institution. This can lead to a good systematic planning. School should also allocate people to work in this job. They should be the one who can work effectively and have right ability and good aptitude about educational assurnace. There was tracing and continuous monitoring. Also find solution to develop all the time. By involving people in the educational role. Management must have good role model. The work of the personnel must be work effectively and transparently. The agency must provide enough budget support, facilities and training to develop personnel knowledge and abilities to operate this work. | |
