dc.description.abstract	การศึกษาเรื่อง การวิเคราะห์ความสอดคล้องของแผนพัฒนาจังหวัดชลบุรีกับแผนกลุ่มจังหวัดภาคตะวันออกและแผนระดับชาติโดยมีวัตถุประสงค์เพื่อศึกษาความสอดคล้องของแผนพัฒนาจังหวัดชลบุรี (พ.ศ. 2561-2564) กับร่างกรอบยุทธศาสตร์ชาติ 20 ปี (พ.ศ.2560-2579) แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 12 (พ.ศ.2560-2564) แผนพัฒนากลุ่มจังหวัดภาคตะวันออก (พ.ศ. 2561-2564) และนำข้อมูลที่ได้มาวิเคราะห์เนื้อหา (Content analysis) ผลการศึกษา พบว่า วิสัยทัศน์ เป้าประสงค์ประเด็นยุทธศาสตร์ และโครงการของแผนพัฒนาจังหวัดชลบุรีกับร่างกรอบยุทธศาสตร์ชาติ 20 ปี แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 12 แผนพัฒนากลุ่มจังหวัดภาคตะวันออก มีความสอดคล้องกันโดยแผนพัฒนาจังหวัดชลบุรีได้สะท้อนถึงการยึดนโยบายรัฐบาลแผนการบริหารราชการแผ่นดิน ยุทธศาสตร์ชาติ 20 ปี ทิศทางแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 12 ซึ่งแผนพัฒนาจังหวัดชลบุรี มุ่งเน้นการพัฒนาคุณภาพชีวิต สร้างโอกาสและอาชีพ ซึ่งตอบสนองต่อความต้องการของประชาชนในจังหวัดและแก้ปัญหาที่สำคัญของจังหวัด โดยเลือกดำเนินการจากศักยภาพของจังหวัด ซึ่งเป็นผล จากการวิเคราะห์ข้อมูลแบบองค์รวมที่ครอบคลุมทุกมิติในด้านเศรษฐกิจ สังคม ทรัพยากรธรรมชาติ และสิ่งแวดล้อม และความมั่นคง ทั้งนี้มุ่งให้เห็นผลการพัฒนาภายในรอบระยะเวลาของแผนพัฒนา จังหวัด ทั้งนี้ผู้วิจัยมีข้อเสนอแนะให้จัดตั้งคณะทำงานตามประเด็นยุทธศาสตร์ เพื่อกำหนดเป้าประสงค์ เชิงยุทธศาสตร์ตัวชี้วัด และค่าเป้าหมายรายปีใน 4 ปีและค่าเป้าหมายรวม 4 ปีโดยแสดงฐานข้อมูลที่ใช้ในการกำหนดค่าเป้าหมาย และกำหนดกลยุทธ์ตามเป้าประสงค์ตัวชี้วัด และแนวคิดโครงการริเริ่ม (Project idea) ที่จะทำให้บรรลุประเด็นยุทธศาสตร์เป้าประสงค์เชิงยุทธศาสตร์ตัวชี้วัด และค่าเป้าหมายให้เป็นไปตามกลยุทธ์ที่กำหนดโดยเสนอมาพร้อมกับโครงการ

dc.description.abstractalternative	The purpose of this study was to analyze the alignment of Chon Buri Provincial development plan (B.E. 2561-2564) and Thailand’s 20-year National Strategic Plan (B.E. 2560-2579), the 12th National Economic and Social Development Plan (B.E. 2560-2564), and a development plan for a group of provinces located in the eastern part of Thailand. A content analysis technique was used to analyze the collected data. The results of the study revealed that the vision, goals, strategic points, and projects indicated in Chon Buri Provincial development plan were in line with Thailand’s 20-year National Strategic Plan, the 12th National Economic and Social Development Plan, and a development plan for a group of provinces located in the eastern part of Thailand. Specifically, the Chon Buri Provincial development plan complied with government policies, administrative plans, Thailand’s 20-year National Strategic Plan, and the direction of the 12th National Economic and Social Development Plan. The focus of the Chon Buri Provincial development plan was on developing quality of life, creating opportunities and careers that respond to the needs of the public in Chon Buri Province. Also, the Chon Buri Provincial development plan helped to solve main problems by focusing on activities that reflected the potential of the Province. This was resulted from the holistic analysis that took into consideration all aspects of economy, society, environment and natural resources, and security. Also, this plan would be implemented and would yield results in the assigned time frame. This researcher suggested that working committee should be appointed in order to fulfill each strategic plan by setting its objectives, indicators, annual and whole target values for four years with data set for determining them. Finally, action plans, together with their goals, indicators, and project idea should be made in order to achieve each strategic point, indicators, and set target values.
