| dc.description.abstract | การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษากระบวนการสั่งซื้อสินค้าจากประเทศสิงคโปร์ของบริษัท ไทยออยล์ จํากัด (มหาชน) ในปัจจุบัน เพื่อหาสาเหตุของปัญหาในกระบวนการสั่งซื้อสินค้าจากประเทศสิงคโปร์ของบริษัท ไทยออยล์ จํากัด (มหาชน) และเพื่อนําเสนอแนวทางในการแก้ไขปัญหาในการสั่งซื้อสินค้าจากประเทศสิงคโปร์ของบริษัท ไทยออยล์ จํากัด (มหาชน) เป็นการวิจัยเชิงคุณภาพโดยใช้วิธีสัมภาษณ์เชิงลึก เป็นเครื่องมือในการเก็บรวบรวมข้อมูล จากผู้บริหารฝ่ายจัดซื้อจัดจ้างทุกระดับ พนักงานฝ่ายจัดซื้อจัดจ้างทั้งเพศหญิงและชายของบริษัท ไทยออยล์ จํากัด (มหาชน) จํานวน 15คน และซัพพลายเออร์จากประเทศสิงคโปร์ จํานวน 2 คน โดยการจัดกลุ่มข้อมูลและพิจารณาประเด็นที่สําคัญตีความหมายพร้อมทั้งดึงข้อความหรือ ประโยชน์ที่สําคัญจากการวิจัยพบว่า กระบวนการสั่งซื้อสินค้าจากประเทศสิงคโปร์ ของบริษัท ไทยออยล์ จํากีด (มหาชน) ยังพบปัญหา ดังนี้ 1) ปัญหาในเรื่องของเนื้อหาของข้อกำหนดในเนื้อหาสัญญา (Condition of contract) 2) ปัญหาในเรื่องการจัดส่งสินค้าที่ไม่ตรงตามความต้องการ 3) ปัญหาในการตรวจความถูกต้องก่อนส่ง 4) ปัญหา เรื่อง Payment term 5) ปัญหาราคาสินค้าราคาสูง และบริษัทผู้ผลิตส่วนมากขายผ่าน Trader ที่ประเทศสิงคโปร์ ทําให้อํานาจการต่อรองตํ่า 6) ปัญหาทางด้านการประเมินภาษีไม่ครบถ้วน ซึ่งปัญหาที่จะก่อให้เกิดผลกระทบกับบริษัทมากที่สุด คือ ปัญหาด้าน Delivery performance ของ Supplier ซึ่งจะแก้ไขได้ต้องวิเคราะห์ว่าผู้ผลิตหลักอยู่ที่ไหน มีการขนส่งจัดส่งสินค้าเป็นอย่างไร แล้วมาวิเคราะห์ความเสี่ยง คํานึงถึงข้อจํากัดเรื่องการขนส่ง กำลังการผลิตของผู้ผลิตว่ามีเพียงพอหรือไม่ หรือต้องทําสัญญาระหว่างกันเพื่อลดความเสี่ยงส่วนปัญหาที่ไม่ค่อยส่งผลกระทบกับบริษัทมากนักแต่เจอบ่อย ๆ คือ ปัญหาเรื่องการเดินพิธีการทางศุลกากรเพื่อนําเข้า/ ส่งออกสินค้า หรือเครื่องจักรตามเงื่อนไขสัญญาการจัดจ้างบางสัญญาที่ต้องดําเนินการผ่านบุคคลที่ 3 ในประเทศไทย เนื่องจากมีกฎระเบียบและข้อบังคับค่อนข้างเยอะและแยกย่อยในสินค้าแต่ละประเภท มีวิธีการแก้ไขคือ จัดทํา Check list และแผนงาน รวมถึงเอกสารรับรองความถูกต้องในขั้นตอนที่สําคัญในการสั่งซื้อรวมถึงตรวจสอบให้ครอบคลุมกับรายละเอียดของสินค้านั้น และมีการทวนสอบทุกขั้นตอนก่อนส่งสินค้าขึ้นเรือ เพื่อไม่ให้เกิดข้อผิดพลาด | |

| dc.description.abstractalternative | The study had objectives to study Thai Oil Public Company Limited’s current ordering process of products from Singapore in order to propose approach to solve its ordering process problems. The study was a qualitative research using in-depth interview as the instrument for collecting data from 15 procurement chiefs of all levels, female and male procurement staff of Thai Oil Public Company Limited and 2 suppliers from Singapore. The data were grouped and the important issues were considered and interpreted. The important messages or benefits were retrieved. From the study, the problems of ordering process were as follows: 1. Problems in condition of contract, 2) Problems in delivery that did not meet the requirements, 3) Problems in verification before delivery, 4) Problems in payment terms, 5) Problems in high prices and lower negotiating power because most manufacturers sold through traders in Singapore, and 6) Problems in the incomplete tax assessment and Delivery Performance of Supplier caused problems the most. The solution was to analyze where the main producer was and how the products were delivered. After that there would be the risk analysis by taking the constraints of transport and the producer’s capacity of the production into account. The contract should be signed between each other to reduce the risk. The frequently found problem that affected the company a little was a problem in customs clearance for import / export of goods or equipment which was based on the condition of some employment contracts processed through a third party in the country, because there were quite a lot of rules and regulations and some detailed rules on each category of products. The solution was to prepare Check List and plans including document authentication of important steps in purchase order and to check carefully about the details of the product. In addition, there should be the verification of every step before shipment abroad to avoid errors. | |
