| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาการศึกษาขั้นพื้นฐานของครูและบุคลากรทางการศึกษาตามทิศทางนโยบายการศึกษาและสร้างแผนพัฒนาครูและบุคลากรทางการศึกษาที่สนองตอบต่อปัญหาการศึกษาขั้นพื้นฐานของครูและบุคลากรทางการศึกษาของสาธารณรัฐประชาธิปไตยประชาชนลาว กลุ่มตัวอย่างที่ใช้ศึกษา ได้แก่ ครูผู้สอน 224 คน บุคลากรทางการศึกษา 96 คน จำนวน 320 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ คะแนนเฉลี่ย ความเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูลเชิงคุณภาพด้วยการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1. ปัญหาการศึกษาขั้นพื้นฐานของครูเมืองทุระคม แขวงเวียงจันทน์ โดยรวมและรายด้านอยู่ในระดับปานกลางทุกด้าน ส่วนบุคลากรทางการศึกษามีปัญหาการศึกษาขั้นพื้นฐานโดยรวมและรายด้านอยู่ในระดับน้อยทุกด้าน 2. แผนการพัฒนาครูและบุคลากรทางการศึกษาที่สนองตอบต่อปัญหาการศึกษาของครูในเมืองทุระคมแขวง เวียงจันทน์ ดังนี้ 2.1 การกำหนดนโยบายปฏิรูประบบการศึกษาเพื่อพัฒนาทรัพยากรมนุษย์ ให้มีคุณภาพอย่างทั่วถึง ให้เด็กในชนบทได้มีโอกาสเรียน และคัดเลือกนักเรียนที่เรียนเก่งมาเรียนครู เพื่อประกันคุณภาพการศึกษาของครูให้ได้มาตรฐาน 2.2 พัฒนาความรู้ด้านคุณธรรมและจริยธรรมให้แก่ครูมัธยมศึกษา ประถมศึกษา อนุบาล และบุคลากรทางการศึกษาให้มีความรู้เพิ่มขึ้น เพื่อพัฒนาสู่ครูมืออาชีพ 2.3 ควรจัดการประชุมสัมมนาวิชาการเพื่อพัฒนาครูโดยเปิดโอกาสให้ครูได้แลกเปลี่ยนความรู้เกี่ยวกับเทคนิควิธีสอนแบบใหม่ เช่น การจัดกิจกรรมการเรียนการสอนแบบสร้างสรรค์องค์ความรู้ การจัดกิจกรรมการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญ การจัดกิจกรรมการเรียนการสอนเน้นกระบวนการคิด ส่งเสริมการทำการวิจัยให้แก่ครูผู้สอนและพัฒนาคุณภาพของการศึกษาเพื่อพัฒนาผู้เรียน 2.4 ส่งเสริมการพัฒนาหลักสูตรให้มีความทันสมัยและสอดคล้องกับนโยบายการศึกษาในอนาคต โดยมีการพัฒนาเทคโนโลยีทางการศึกษาที่ทันสมัยให้แก่ครู เช่น ความรู้พื้นฐานด้านคอมพิวเตอร์ เช่น การใช้ และการเขียนโปรแกรม Microsoft office Word, Excels, Power Point, และบทเรียน CAI เป็นต้น เพื่อส่งเสริมให้ครูและบุคลากรทางการศึกษามีความรู้ความเข้าใจและสามารถนำไปประยุกต์ใช้ในการบริหารและการจัดการเรียนการสอนได้อย่างแท้จริง 2.5 รัฐบาลควรส่งเสริมการลงทุนให้ครูศึกษาต่อในระดับที่สูงขึ้นอย่างต่อเนื่อง เพื่อสร้างแรงจูงใจ เช่น การพัฒนาครูเพื่อเลื่อนวิทยฐานะและควรส่งเสริมการลงทุนสร้างสิ่งอำนวยความสะดวกและสวัสดิการให้แก่ครูและบุคลากรทางการศึกษาเพื่อให้มีกำลังใจในการปฏิบัติงาน พร้อมปรับปรุงระบบเงินเดือนให้ครูและบุคลากรทางการศึกษาตามระดับชั้นและขั้นเงินของครูให้สอดคล้องกับสภาพค่าครองชีพในปัจจุบัน | th_TH |

| dc.description.abstractalternative | The purposes of this research were to investigate basic educational problems of teachers and educational personnel according to the direction of educational policy, and to create guideline for teacher and educational personnel development in response to existing basic educational problems of teachers and educational personnel of Thourakhom District. The sample consisted of 320 teachers and educational personnel. A five-level rating scale questionnaire was an instrument used for collecting the data. Mean and standard deviation were statistical devices employed for the data analysis though SPSS for Windows. The findings revealed as follows: 1. The existing situations of basic educational problems of teachers in Thourakom District, Vientiane Province, in general, were rated at a medium level. As for educational personnel, their basic educational problems, both in general and in each particular aspect, were all rated at a low level. 2. The plan for teacher and educational personnel development which responses to educational problems of teachers in Thourakhom District should includ : 2.1 Defining the educational system reformation policy for human resource development to have the whole complete quality, to provide educational opportunities for children in rural areas, and to recruit competent students to study in field of teaching profession in order to assure the standard educational quality of the teachers. 2.2 Developing knowledge in the aspects of ethics and morality for secondary, primary and kindergarten teachers, including educational personnel to gain more knowledge and develop to become professional teachers. 2.3 Organizing academic seminars for teacher development by providing opportunities for teachers to exchange knowledge on new teaching techniques, e.g. instructional activities to create the body of knowledge, instruction based on learner-centered approach, instruction based on thinking process, and encouraging teachers to conduct research for educational quality development in order to develop learners. 2.4 Encouraging curriculum development to keep updated and be congruent with the educational policy in the future by developing modern educational technology for teachers, e.g. using and preparing Microsoft Office Word, Excels, Power Point computer programs or CAI, etc. in order to help teachers and educational personnel to have knowledge and understanding and ability to apply them 2.5 The government should promote the investment for teachers to continually further their studies at a higher level in order to create motivations, e.g. teacher development academic status advancement, investment for provision of facilities and welfare for teachers and educational personnel for performance morale, improving the salary system for teachers and educational personnel on the basis of rank and salary levels to be in accordance with the current cost of living. | en |
