dc.description.abstract	การศึกษาเรื่อง “การมีส่วนร่วมของประชาชนต่อการดำเนินงานเมืองน่าอยู่อย่างยืนของเทศบาลเมืองพนัสนิคม จังหวัดชลบุรี” มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วมและเพื่อศึกษาเปรียบเทียบระดับการมีส่วนร่วมของประชาชนภายในเขตเทศบาลเมืองพนัสนิคมต่อการดำเนินงานพัฒนาเมืองน่าอยู่อย่างยั่งยืน จำแนกตามปัจจัยส่วนบุคคล ประกอบด้วย ระดับการศึกษาอาชีพ รายได้ของครอบครัวต่อเดือน สถานภาพทางสังคมและเป้าหมายของความต้องการพัฒนาความเป็นเมืองน่าอยู่โดยศึกษาจากตัวอย่างครัวเรือน จำนวน 370 ครัวเรือน สถิติที่ใช้ในการวิเคราะห์มีสถิติพรรณนา (Descriptive statistics) ประกอบด้วยค่าร้อยละ (Percentage) ค่าเฉลี่ยและค่าส่วนเบี่ยงเบนมาตรฐาน (SD) สถิติอนุมาน (Inferential statistics) ประกอบด้วย การทดสอบความแปรปรวนทางเดียว (One-way ANOVA) เมื่อพบความแตกต่างรายคู่ใช้วิธีการทดสอบความแตกต่างรายคู่ (Post hoc) โดยวิธี Scheffé ผลการศึกษาพบว่า การมีส่วนร่วมของประชาชนต่อการดำเนินงานเมืองน่าอยู่ อย่างยั่งยืนของเทศบาลเมืองพนัสนิคม จังหวัดชลบุรีโดยรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่า ด้านเมืองคนมีสุข ด้านเมืองสิ่งแวดล้อมยั่งยืน ประชาชนมีส่วนร่วมอยู่ในระดับมากและด้านเมืองอยู่ดี ด้านเทศบาลแห่งการเรียนรู้และการบริหารจัดการที่ดีประชาชนมีส่วนร่วม อยู่ในระดับปานกลางและผลการเปรียบเทียบระดับการมีส่วนร่วมของประชาชนต่อการดำเนินงานเมืองน่าอยู่อย่างยั่งยืน เทศบาลเมืองพนัสนิคม จังหวัดชลบุรี จำแนกตามปัจจัยส่วนบุคคล พบว่า ประชาชนที่มีระดับการศึกษาอาชีพ รายได้ของครอบครัวต่อเดือน สถานภาพทางสังคมและเป้าหมายของความต้องการพัฒนาความเป็นเมืองน่าอยู่ที่แตกต่างกัน มีส่วนร่วมในการดำเนินงานพัฒนาเมืองน่าอยู่อย่างยั่งยืนที่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ 0.05 ข้อเสนอแนะจากการศึกษาพบว่า ภาพรวมของค่าเฉลี่ยการมีส่วนร่วมด้านเทศบาล แห่งการเรียนรู้และการบริหารจัดการที่ดีอยู่ในปานกลาง ซึ่งเป็นผลมาจากการบริหารงานภายในของเทศบาล ซึ่งไม่ได้เปิดให้ประชาชนเข้ามามีส่วนร่วมในการบริหารงานของเทศบาลมากนัก ดังนั้น ผู้วิจัยขอเสนอแนะให้มีการปรับปรุง แก้ไข กฎระเบียบให้ประชาชนสามารถเข้ามามีส่วนร่วมกับการบริหารงานของเทศบาลมากขึ้น นอกเหนือจากการทำประชาคม รวมทั้งการพัฒนาการให้บริการให้ต่าง ๆ ให้มีความทันสมัยต่อไปในอนาคต

dc.description.abstractalternative	The purposes of this study were to examine and compare a level of public participation in making a sustainable and livable city of Phanat Nikhom Municipality as classified by personal factors, including educational level, occupation, amount of monthly family income, social status, and targets of needs for developing a livable city. The data were collected from 370 households. The descriptive statistical tests used to analyze the data included percentage, mean, and standard deviation. For the inferential statistical test, the test of One-way ANOVA was administered, and the test of Scheffe was employed to test the differences between pairs. The results of this study revealed that the subjects participated at a moderate level in making a sustainable and livable city of Phanat Nikhom Municipality. When considering each aspect of participation, the subjects took part in making happy citizens and sustainable environment at a high level. Also, they participated at a moderate level in making a livable city and a learning municipality with effective management. Moreover, based on the results from the comparisons of the level of public participation in making a sustainable and livable city of Phanat Nikhom Municipality, it was found that there were statistically significant differences in the level of participation among the subjects with different educational level, occupation, amount of monthly family income, social status, and targets of needs for developing a livable city at a significant level of .05. Based on the results of this study, it was suggested that the overall mean of public participation in the aspect of making a learning municipality with effective management was at a moderate level. This was resulted from the internal administration of the municipality that has limited the opportunity for public participation. Therefore, it is advisable that rules and regulations should be amended and improved so that they would be aligned more with the municipal administration. Finally, public forums should be organized, and services should be improved and updated in the future.
