| dc.description.abstract | การวิจัยและพัฒนาครั้งนี้มีวัตถุประสงค์เพื่อดำเนินการเกี่ยวกับผู้ตัดสินแบดมินตัน 3 ประการคือกำหนดองค์ประกอบ ตัวชี้วัดและเกณฑ์สมรรถนะสร้างและพัฒนารูปแบบการประเมินสมรรถนะประเมินความเป็นไปได้ในการนำรูปแบบการประเมินสมรรถนะ เมื่อนำไปใช้ในสถานการณ์จริงขั้นตอนและวิธีการดำเนินการวิจัยประกอบด้วย 1) สังเคราะห์ เอกสารร่วมกับการสัมภาษณ์แบบกึ่งโครงสร้างผู้เชี่ยวชาญ 9 คน 2) ประเมินคุณภาพของรูปแบบ การประเมินผลและคู่มือโดยผู้เชี่ยวชาญ 18 คน ด้วยเทคนิคเดลฟายประยุกต์ 3) ประเมินความเป็นไปได้ในการนำรูปแบบการประเมินฯ ไปใช้ในสถานการณ์จริงโดยการสัมภาษณ์ผู้มีส่วนได้ ส่วนเสีย สถิติที่ใช้ได้แก่ ค่ามัธยฐาน ค่าพิสัยระหว่างควอไทล์ค่าดัชนีความสอดคล้องสถิติที่ใช้ ผลการวิจัยพบว่า สมรรถนะผู้ตัดสินกีฬาแบดมินตัน ประกอบด้วย 5 องค์ประกอบ 18 ตัวชี้วัด 21 แต่ละองค์ประกอบมีรายละเอียดดังนี้ 1) ด้านความรู้ มี 5 ตัวชี้วัด 2) ด้านทักษะ 5 ตัวชี้วัด 3) ด้านคุณลักษณะ 2 ตัวชี้วัด 4) ด้านพฤติกรรม 3 ตัวชี้วัด และ 5) ด้านแรงจูงใจ 3 ตัวชี้วัด โดยในแต่ละตัวชี้วัดและรายการประเมินกำหนดเกณฑ์สมรรถนะในการผ่านอยู่ที่ระดับ 4 คะแนน จากคะแนนเต็ม 5.00 คะแนน รูปแบบการประเมินการกำหนดกรอบตามหน้าที่การจัดการคือ การวางแผน การจัดองค์กร การนำไปใช้ และการควบคุม โดยมีคณะกรรมการฝ่ายเทคนิคภายใต้ความรับผดิชอบของสมาคมกีฬาแบดมินตันแห่งประเทศไทยในพระบรมราชูปถัมภ์เป็นผู้ดูแลและมีหน่วยงานย่อยภายใน จำนวน 5 หน่วยงาน ผลรูปแบบที่วิจัยสร้างขึ้นเป็นที่ยอมรับด้านความถูกต้อง ด้านความเหมาะสม ด้านความเป็นประโยชน์ และความเป็นไปได้ และเมื่อนำรูปแบบฯ ที่สร้างขึ้นไปใช้ในสถานการณ์จริง พบว่า มีค่าสูงกว่าเกณฑ์มาตรฐานที่กำหนดในทุกประเด็นสามารถนำไปใช้ได้จริง | |

| dc.description.abstractalternative | The purposes of this research and development to conduct three issues of badminton umpire were to create factors, indicators, and criteria, to build and develop the competency evaluation model, and to evaluate feasibility of the competency model of badminton umpire implemented in real situations. Methodologies applied in the study were 1) synthesizing the documents together with semi-structured interviews of nine experts, 2) evaluating the quality of the competency evaluation model and the handbook by 18 experts, using Modified Delphi Technique, and 3) evaluating the feasibility of the competency model of badminton umpire implemented in real situations by interviewing the stakeholders. The data analysis was median, inter-quartier range and Index of Item-Objective Congruence. The findings revealed that the competencies of badminton umpire were consisted of 5 factors, 18 indicators 21 checklists: 1) Knowledge (5 indicators), 2) Skills (5 indicators), 3) Characteristics (2 indicators), 4) Behavior (3 indicators), and 5) Motivation (3 indicators). The qualified score for each indicator and evaluation item was 4.00 out of 5.00. The evaluation model should be managed with POIC: Planning, Organizing, Implementing and Controlling. It should be responsibility of technical committee of Badminton Association of Thailand under his majesty’s patronage and 5 internal departments. The model of the study was acceptable in the aspects of accuracy, appropriateness, utility and feasibility of the created model. The score of the model implemented in real situations was higher than the standard in each factor. | |
