dc.description.abstractการวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการดำเนินงานการประกันคุณภาพภายในและพัฒนาร่วมกับการหาประสิทธิผลของโปรแกรมประเมินอภิมานสำหรับรายงานการประเมินคุณภาพภายในของสำนักงานคณะกรรมการการอาชีวศึกษาโดยใช้การวิจัยแบบมีส่วนร่วม เครื่องมือที่ใช้ในการวิจัย ได้แก่ 1) แบบบันทึกการสนทนากลุ่ม 2) แบบสอบถามสภาพการดำเนินการประกันคุณภาพภายในฯ 3) แบบสอบถาม ความเหมาะสมของระบบการประเมินอภิมานการประเมินคุณภาพภายในฯ 4) แบบสอบถามระบบการพัฒนาโปรแกรม ฯ และ 5) แบบสอบถามความพึงพอใจต่อการพัฒนาโปรแกรม ฯ วิเคราะห์ข้อมูลโดยการวิเคราะห์ องค์ประกอบเชิงยืนยัน (CFA) และใช้สถิติคือ 1) ค่าเฉลี่ย ( X ) 2) ค่าเบี่ยงเบนมาตรฐาน (SD) 3) มัธยฐาน (Mdn) และ 4) พิสัยระหว่างควอไทล์ (IQR) ได้ผลการวิจัย ดังนี้ 1. ความสำคัญในการดำเนินการการประกันคุณภาพภายในเรียงลำดับจากสูงสุดไปน้อยที่สุด ได้แก่ 1) ด้านการดำเนินการประกันคุณภาพภายใน 2) ด้านการเตรียมการประกันคุณภาพภายใน 3) ด้านการนำผลการประเมินคุณภาพภายในไปใช้ประโยชน์และ 4) ด้านการรายงานการประกันคุณภาพภายใน 2. การพัฒนาโปรแกรมประเมินอภิมานสำหรับรายงานการประเมินคุณภาพภายในของสำนักงาน คณะกรรมการการอาชีวศึกษาโดยใช้การวิจัยแบบมีส่วนร่วม แบ่งออกเป็น 6 ขั้นตอน ดังนี้ 1) สำนักงานคณะกรรมการการอาชีวศึกษา 2) ระบบการประเมินคุณภาพภายใน 3) การจัดทำรายงานการประเมินตนเอง SAR (Self Assessment Report) และ 4) โปรแกรมประเมินอภิมานการประเมินคุณภาพภายใน 5) สำนักมาตรฐาน การอาชีวศึกษาและวิชาชีพ และ 6) สรุปผลการประเมิน มีความความเหมาะสม ทั้ง 4 ด้าน ดังนี้ 1) ด้านการออกแบบของโปรแกรม 2) ด้านการสนับสนุนและการให้บริการการใช้งาน 3) ด้านประสิทธิภาพของโปรแกรม และ 4) ด้านประโยชน์ที่ได้รับจากการใช้โปรแกรม อีกทั้งเป็นประโยชน์มีความถูกต้อง มีความเป็นไปได้ และมีความเหมาะสม อยู่ในระดับมากที่สุด 3. โปรแกรมประเมินอภิมานสำหรับรายงานการประเมินคุณภาพภายในของสำนักงานคณะกรรมการ การอาชีวศึกษามีประสิทธิผลโดยภาพรวม อยู่ในระดับมากและความพึงพอใจโดยภาพรวม อยู่ในระดับมาก ข้อเสนอแนะผู้เบริหารและหน่วยงานที่รับผิดชอบการประเมินคุณภาพภายใน ควรสร้างความรู้ ความเข้าใจต่อการประเมินคุณภาพภายในแก่บุคลากร มีการนิเทศติดตามที่ต่อเนื่องและจัดการศึกษาให้เหมาะสมกับบริบททางสังคมของแต่ละชุมชน อีกทั้งมีการสร้างเครือข่ายทางการศึกษาภาคประชารัฐให้สอดคล้องกับความต้องการทั้งภาครัฐและภาคเอกชน

dc.description.abstractalternativeThe objectivesof the research were to; study the operation of the internal quality assurance at the office of Vocational Education Commission develop a program for, and evaluation the developed program as participatery action research. The instrumentations were:1) The group conversation data recorded 2) The questionnaire on the operation of internal quality assurance 3) The questionnaire on appropriateness of the internal quality assurance 4) The questionnaire on the development program 5) The questionnaire on satisfaction towards the developed program. The data were analyzed by ConfirmatoryFactor Analysis (CFA) and Statistics were1) Mean( X ) 2)Standard Deviation (SD)3) Median(Mdn) and 4) Interquartile Range (IQR). The analysis results were; 1. The priority of the operation of the internal quality assurance were: the preparing of internal quality assurance, the useof the results of the assessmentof the internal quality assurance, and the report of the internal quality assurance. 2. The elements of the developed program for internalquality assurance of theofficeofvocational education commission were1) Bureau of Vocational Education Commission 2) The system for internal quality assurance of Vocational Education Commission of Bureau 3) The report onSAR) [Self Assessment report] 4) The meta-assessment system for internal quality assurance programme computing 5) The Bureauof Vocational Education Standards and Qualifications 6) The conclusion of the assessment. The result of the program evaluation indicated that all 4 aspects, namely the design of programming, the support and service of using, the effectiveness of the programming, and the usefullnessofprogram include the aadvantage the correctness,possibility, and appropriateness were rated at highest level. 3. The effectireness of the meta-assessment system for internal quality assurance of Vocational Education Commission of Bureau by participation research. Theoverallof the effect is in a high level of and overall of satisfaction is high level also. The suggestion is that the executive officer and the organisation which is responsible for internal quality assurance, should make theofficers underatand internal quality assurance and continue to provid supports. There should be a regularly follow up, providing education that is appropriate to social and community context and creating educational network among the public and private sectors.
