dc.description.abstract	การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการนานโยบาย “เมืองสมุนไพร” ไปปฏิบัติในพื้นที่จังหวัดสมุทรปราการและปัจจัยสนับสนุนและปัจจัยอุปสรรคในการนำนโยบาย “เมืองสมุนไพร” ไปปฏิบัติในพื้นที่จังหวัดสมุทรปราการและแนวทางพัฒนาการนำนโยบาย“เมืองสมุนไพร”ไปปฏิบัติในพื้นที่จังหวัดสมุทรปราการ โดยใช้วิธีการศึกษาแบบเชิงคุณภาพ (Qualitative research) ในการศึกษาด้วยเครื่องมือแนวคำถามแบบมีโครงสร้างที่ใช้ในการสัมภาษณ์แบบเจาะลึก (In-depth interview) เพื่อเก็บรวบรวมข้อมูลจากผู้ให้ข้อมูลสำคัญ (Key Informants) ใน 3 กลุ่มจำนวน 24 คน ประกอบด้วยกลุ่มหน่วยงานที่ดูแลรับผิดชอบการขับเคลื่อนนโยบายเมืองสมุนไพรกลุ่มผู้ปลูกสมุนไพรผู้แปรรูปสมุนไพรและกลุ่มผู้มีส่วนได้ส่วนเสียกับนโยบายเมืองสมุนไพรวิธีการวิเคราะห์ข้อมูลโดยใช้วิธีการจำแนกประเภทข้อมูลและการเชื่อมโยงเชิงเหตุและผล ผลการศึกษาการนำนโยบาย “เมืองสมุนไพร” ไปปฏิบัติในพื้นที่จังหวัดสมุทรปราการด้านสมรรถนะองค์การโครงสร้างองค์การพบว่ายังขาดเหมาะสม เนื่องจากไม่มีคณะกรรมการเมืองสมุนไพร บุคลากรไม่การยอมรับในนโยบาย บุคลากรไม่เพียงพอ ทรัพยากรวัสดุอุปกรณ์เครื่องมือเครื่องใช้เทคโนโลยียังไม่เหมาะสมกับภารกิจ สถานที่ไม่สะดวกในการดำเนินงาน งบประมาณไม่เพียงพอและระบบการจัดสรรงบประมาณขั้นตอนยุ่งยาก ด้านประสิทธิภาพในการวางแผนและควบคุม พบว่าเป้าหมายและวัตถุประสงค์นโยบายไม่ชัดเจน ทำให้ดำเนินการได้ยาก ผู้นำที่สนับสนุนการปฏิบัติงานและใช้วิธีการจูงใจเชิงบวกที่ช่วยเพิ่มประสิทธิภาพในการปฏิบัติงานด้วยพูดให้กำลังใจใช้หลักจิตวิทยากระตุ้นให้บุคลากรแพทย์แผนไทยสร้างทีมงานที่มีประสิทธิภาพ และใช้มาตรฐานเป็นเกณฑ์ในการพัฒนาจนเกิดเป็นรางวัลจากงานคุณภาพ ด้านการเมืองและการบริหารสิ่งแวดล้อมภายนอก พบว่านโยบายจะได้รับการสนับสนุนจากการเมืองต้องมีจุดเด่นและการเมืองท้องถิ่นไม่ให้การสนับสนุนนโยบาย นโยบายได้รับการสนับสนุนจากกลุ่มทุนและประชาชนที่มีส่วนแบ่งผลประโยชน์ ปัจจัยสนับสนุนในการนำนโยบาย “เมืองสมุนไพร” ไปปฏิบัติในพื้นที่จังหวัดสมุทรปราการ ประกอบไปด้วยปัจจัยประสิทธิภาพการวางแผนสูงและควบคุมกำกับติดตามได้ดี ลักษณะนโยบายมีความสอดคล้องกับความต้องของพื้นที่ ภาวะผู้นำที่ดีและสร้างความร่วมมือและประสานงานได้ดี ปัจจัยอุปสรรคการนำนโยบายเมืองสมุนไพรไปปฏิบัติ ประกอบไปด้วยปัจจัยงบประมาณที่นำมาใช้ไม่เพียงพอความร่วมมือและการติดต่อประสานงานหน่วยงานทำได้ยาก บุคลากรยอมรับในนโยบายน้อยการมอบหมายภารกิจของหน่วยงานและวัตถุประสงค์ของนโยบายไม่ชัดเจน แนวทางพัฒนาการนำนโยบายเมืองสมุนไพรไปปฏิบัติในพื้นที่จังหวัดสมุทรปราการ พบว่าควรมีโครงสร้างองค์การที่ชัดเจนมีการจัดตั้งคณะกรรมการเมืองสมุนไพรระดับจังหวัด มีการบูรณาการงานร่วมกันในทุกภาคส่วน เพิ่มบุคลากรให้เพียงพอและเหมาะสมในการปฏิบัติงาน สถานที่ควรเพิ่มพื้นที่ในการจัดจำหน่ายสินค้าที่เป็นอัตตลักษณ์ของจังหวัด งบประมาณต้องมีการจัดทำแผนงบประมาณให้ชัดเจนเพียงพอต่อภารกิจและควรมีการวางแผนร่วมกันทั้งระดับกรม จังหวัด และชุมชน ผู้บริหารใช้ภาวะผู้นำสร้างความร่วมมือในการจัดตั้งคณะกรรมการเมืองสมุนไพรในจังหวัด มาตรการของรัฐในการแก้ไขปัญหาสมุนไพรไทยต้องยั่งยืนและให้ท้องถิ่นเข้ามามีส่วนร่วม	th_TH

dc.description.abstractalternative	The study results of the purpose of 1) to study the implementation of herbal city policy in Samutprakan province 2) to find out the supporting and trouble factors of the implementation of herbal city policy in Samutprakan province and 3) to find out the process that can develop the implementation of herbal city policy in Samutprakan. The study was the qualitative research with in-depth interview questionnaires. The data was collected in 3 target groups: the institutions associated with herbal city policy, groups of people who grew or processed the herbal in Samutprakan province and the stakeholders of herbal city policy. Data was analyzed by typological analysis, comparative analysis and content analysis. The study finding: 1) the implementation of herbal city policy in Samutprakan province was the implementation of herbal city policy in the organization competency, the implementation of herbal city policy in effectiveness of planning and control, the implementation of herbal city policy in leadership and cooperation and the implementation of herbal city policy in politics and external environment management 2) the supporting factors of the implementation of herbal city policy in Samutprakan province were: effective plan and close control and monitoring, the policy that complied with stakeholder’s need and good leadership to create good collaborations whereas the trouble factors of the implementation of herbal city policy in Samutprakan province were inadequate budgets, low cooperation of institutions, low admission in the policy, uncleared assignment and uncleared purposes of the study 3) the process that can develop the implementation of herbal city policy in Samutprakan consisted of the organization competency, effectiveness of planning and control, leadership and cooperation and politics and external environment management 4) policy suggestions of the implementation of herbal city policy in other area consisted of herbal city policy and implementation set by the government in all level continuously and seriously, all institutions associated with herbal city policy should work and drive the strategic plan in every steps, all institutions associated with herbal city policy should emphasis in herbal city policy and strategy in Samutprakan Province in all level continuously and should develop proactive digital media and set herbal database in Samutprakan province.	en
