dc.description.abstract	งานวิจัยชิ้นนี้เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อ วิเคราะห์เงื่อนไขเชิงโครงสร้างที่มีผลต่อการก่อเกิดและขับเคลื่อนการพัฒนาเขตพัฒนาพิเศษภาคตะวันออก วิเคราะห์ผู้กระทำการที่มีส่วนได้ส่วนเสีย และนำเสนอทางเลือกการพัฒนาเขตพัฒนาพิเศษภาคตะวันออก โดยใช้มโนทัศน์เกี่ยวกับลัทธิเสรีนิยมใหม่และเขตเศรษฐกิจพิเศษเป็นเครื่องมือทำความเข้าใจ ผลการศึกษา พบว่า เงื่อนไขเชิงโครงสร้างที่มีผลต่อการก่อเกิดและขับเคลื่อนการพัฒนาเขตพัฒนาพิเศษภาคตะวันออก ประกอบด้วย 3 เงื่อนไข คือ หนึ่ง การมีอำนาจพิเศษของรัฐรวมศูนย์ สอง การผลิตซ้ำเพื่อสืบทอดอุดมการณ์ทุนนิยม และสาม ความพร้อมและความได้เปรียบเชิงพื้นที่ ส่วนผู้กระทำการที่มีส่วนได้ส่วนเสีย ในกระบวนการพัฒนาเขตพัฒนาพิเศษภาคตะวันออก ประกอบด้วย 4 กลุ่มใหญ่ ๆ คือ 1. รัฐและกลไกรัฐ 2. กลุ่มทุน ทั้งกลุ่มทุนข้ามชาติ กลุ่มทุนชาติ 3. กลุ่มนักการเมืองระดับชาติและนักการเมืองท้องถิ่น และ4. กลุ่มเครือข่ายภาคประชาชน โดยผู้กระทำการเหล่านี้มีปฏิสัมพันธ์ ทั้งในรูปของความขัดแย้ง ความร่วมมือเพื่อปฏิบัติการทางสังคมตามอุดมการณ์และจุดยืนที่มีต่อการพัฒนา สำหรับทางเลือกการพัฒนาอยู่ภายใต้หลักการที่ว่า จะต้องทำให้ผู้มีส่วนได้ส่วนเสียกลุ่มต่าง ๆ สามารถอยู่ร่วมกันได้ ดังนั้นทางเลือกจึงประกอบด้วย 1. ให้ความสำคัญกับหลักธรรมาภิบาลในการพัฒนา 2. ทำให้ผู้มีส่วนได้ส่วนทุกฝ่ายได้รับผลประโยชน์ร่วมกัน 3. แก้ไขพระราชบัญญัติเขตพัฒนาพิเศษภาคตะวันออก พ.ศ. 2561 4.ปรับปรุงหลักเกณฑ์และวิธีการบริหารจัดการกองทุนพัฒนาเขตพัฒนาพิเศษภาคตะวันออก 5. เพิ่มสัดส่วนภาคประชาชนเป็นผู้ทรงคุณวุฒิในคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก 6. ให้ความสำคัญกับการป้องกันปัญหาสิ่งแวดล้อมและมลพิษ 7. ปรับกระบวนทัศน์การดำเนินงานด้านความรับผิดชอบทางสังคม แปด ทบทวนและปรับปรุงแผนผังการใช้ประโยชน์ในที่ดินเขตพัฒนาพิเศษภาคตะวันออก เก้า สร้างความมั่นคงในการดำเนินชีวิตแก่ประชาชน	th_TH

dc.description.abstractalternative	This research was the qualitative research which the objective was to analyze the structural conditions towards the creation and the propulsion in developing of the Eastern Special Development Zone. Analyzing a agency, and proposed the alternative development of the Eastern Special Development Zone by using the concept about new liberalism and Special Economic Zone: SEZ for understanding. The result found that the structural condition towards the creation and the propulsion in developing of the Eastern economic corridor were comprised of three conditions which were as follows; 1. The special authority of the centralized state 2. Remanufacturing for inheriting the capitalism ideology, and 3. The readiness and the advantage of the area. A agency in the process of Eastern Special Development Zone were comprised of 4 groups which were as follows; 1. The state and the state mechanics 2. The capital group which were consisted of the international capital group and the national capital group 3. The national politician group and the local politician, and 4. The people network group. Those agency needed to have the interaction both the confliction and the elaboration for the society operation as the ideology and the standing point towards the development for the development options under the principle of being able to work together among the stakeholders. Therefore, the options were comprise of 1. Giving the importance with good governance for the development. 2. All stakeholders shall need to have the mutual benefit. 3. Editing the act of the Eastern Special Development Zone B.E.2018 4. Improving the criterions and the methods of the Eastern Special Development Zone funding management. 5. Increasing the people proportion for being as the panel of judges in the committees of the Eastern Special Development Zone policy 6. Giving the importance to prevent the problem of the environment and the pollution 7. Adapting the operational paradigm in the aspect of the social responsibility 8. Reviewing and improving the diagram for using the benefit in the area of the Eastern Special Development Zone B.E.2561. 9. Creating the security in the way of people life.	en
