| dc.description.abstract | การศึกษาเรื่องนี้ มีวัตถุประสงค์เพื่อศึกษาแนวคิดในการนำนโยบายการจัดระบบแรงงานต่างด้าวสัญชาติพม่า กัมพูชา และลาว ไปปฏิบัติ ศึกษาบทบาทและหน้าที่ขององค์การและผู้เกี่ยวข้อง ตลอดจนข้อพิจารณาบางประการ ผลการศึกษาพบว่า แนวคิดในการนำนโยบายการจัดระบบแรงงานต่างด้าวฯ ไปปฏิบัติ ต้องบูรณาการทุกภาคส่วน ทั้งรัฐ เอกชน และหน่วยงานด้านความมั่นคง ในภาพรวมพบว่าฝ่ายการเมือง ระบบราชการ ข้าราชการ ผู้ปฏิบัติงาน ผู้ได้รับผลกระทบจากนโยบายและบทบาทขององค์การล้วนแต่มีส่วนเกี่ยวข้องกับการนำนโยบายการจัดระบบแรงงานต่างด้าวไปปฏิบิติทั้งสิ้น สำหรับข้อพิจารณาและข้อเสนอแนะบางประการของการนำนโยบายการจัดระบบแรงงานต่างด้าวไปปฏิบัติพิจารณาได้ว่า การบริหารจัดการในการแก้ไขปัญหาการทำงานร่วมกันของทุกภาคส่วนในระดับผู้ปฏิบัติงาน กฎหมายและการบังคับใช้กฎหมาย ความสอดคล้องในการกำหนดนโยบาย แนวทางในการดำเนินงานแต่ละด้าน การจัดทำแผนสำหรับตัวชี้วัดประเมินผล ตลอดจนการประสานความร่วมมือกับประเทศเพื่อนบ้านจำเป็นอย่างยิ่งที่จะต้องมีการประสานงานการปฏิบัติร่วมกัน | th_TH |

| dc.description.abstractalternative | The purpose of this study was to study connectional for taking the policy implementation, studying organization and concerning respective persons and including some suggestion. As a result of the research, it is apparently clear that the essence of the successful administration on the aforementioned policy is fundamentally based on the basis of the integrated efforts which inherently derive from all sectors having been established within the national system including governmental organizations, public sectors and defense agencies. In addition, the studies also show that all participants ranging from political sectors, bureaucracy, authorities who directly operate in this field of work as well as people who are affected from the consequences arisen by the policy and concerned organizations are the players who definitely pertain in the implementation process. Furthermore, in terms of the associated points of consideration concerning the process of directing the policy to the stage of the implementation, it is worth nothing that, in order to achieve the ultimate goals of the policy, it must have the proceeding of close coordination and relentlessly cooperative efforts throughout the whole processes namely the administrative process in solving the problems, a cooperative effort among all concerned organization and authorities, the implications of law enforcement and the process of making an evaluation criterion for evaluation of organizational effectiveness. | en |
