dc.description.abstract	งานวิจัยนี้มีวัตถุประสงค์ในการศึกษานโยบายและกฎหมายที่เกี่ยวข้องกับการศึกษาของเด็กต่างด้าว สภาพการณ์และปัญหาด้านศึกษาของเด็กต่างด้าวในสถานศึกษาจังหวัดชลบุรี และแนวปฏิบัติที่ดีในการจัดการศึกษาเด็กต่างด้าวในสถานศึกษา ด้วยการวิจัยเชิงคุณภาพและการสัมภาษณ์ผู้อำนวยการโรงเรียน 7แห่ง นักเรียนต่างด้าว ผู้ปกครอง และนายจ้าง ในเขตพื้นที่การศึกษาประถมศึกษาชลบุรีที่ 1 ผลการศึกษาพบว่า มีกฎหมายทั้งในประเทศ ระหว่างประเทศ และนโยบายรัฐบาลที่เกี่ยวข้อง และทุกโรงเรียนได้ปฏิบัติตามกฎหมายและนโยบาย หากพิจารณาด้วยหลักการ 4-A คือ การศึกษาต้องพร้อมที่จะให้ใช้ได้ ต้องเข้าถึงได้ ต้องยอมรับได้ และต้องสามารถปรับได้ พบว่า ครูยังไม่ได้รับการอบรมการสอนที่สอดคล้องกับความหลากหลาย อย่างไรก็ตาม ครูในทุกโรงเรียนมีทัศนคติที่ดีและเปิดโอกาสให้เด็กต่างด้าวได้แสดงความสามารถตามความถนัด และมีแนวโน้มที่เด็กต่างด้าวในโรงเรียนจะเพิ่มขึ้น เนื่องจากจำนวนแรงงานต่างด้าวที่เพิ่มขึ้น และบางโรงเรียนในพื้นที่ไม่รับเด็กต่างด้าวเข้าเรียน สำหรับแนวปฏิบัติที่ดี คือ ครูมีทัศนคติที่ดีต่อเด็กต่างด้าวทำให้เกิดความเสมอภาคเท่าเทียมกัน การมีห้องเรียนอาเซียนเพื่อเตรียมความพร้อมด้านภาษา และการสร้างการมีส่วนร่วมและความสัมพันธ์อันดีกับองค์กรปกครองส่วนท้องถิ่น องค์กรเอกชน และชุมชน ในการสนับสนุนการศึกษาหรือการจัดกิจกรรม	th_TH

dc.description.abstractalternative	This research aims to study the policies and laws which related to the education of migrant children, the conditions and problems of migrant children in schools in Chonburi province, and the best practices in how to manage the migrant children in schools. By using qualitative research and interviewed seven school’s directors, migrant children, parents and employers in Chonburi primary educational service area 1. The study result shows that there are laws, both domestic and international, and the related government policies which all schools have abided by the laws and the policies. If consider by using 4-A scheme, education must be available, accessible, acceptable and adaptable, it found that teachers have not yet been trained to teach accordance the diversity of the students. However, teacher in every school has a positive attitude and open opportunities for children to show their abilities according to their talent and the number of migrant children in these schools is in a uptrend because the increasing of the number of foreign workers although some schools do not accept migrant children. Regarding to best practice, teachers have a positive attitude towards migrant children result to equality; there is ASEAN room for language preparedness to migrant children; and creating engagement and relationships with local governments, private organizations and communities to support education or activities.	th_TH
