dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ความท้าทายทางการบริหารของการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.) ในสภาวะการเปลี่ยนแปลงของสภาพแวดล้อมทางการบริหารในปัจจุบัน ศึกษาและ วิเคราะห์กลยุทธ์การจัดการเพื่อความมั่นคงขององค์กร และเพื่อนำเสนอกลยุทธ์ในการปรับตัวเพื่อความมั่นคงขององค์กรการศึกษาในครั้งนี้ใช้ข้อมูลจากเอกสารและการสัมภาษณ์เชิงลึกจากกลุ่มผู้ให้ข้อมูลหลักในการวิจัยครั้งนี้ ได้แก่ ผู้บริหารระดับสูงและผู้เชียวชาญด้านแผนและนโยบายการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย 7 ท่าน นักวิชการผู้เชี่ยวชาญด้านเศรษฐกิจ 2 ท่าน นักวิชาการผู้เชี่ยวชาญด้านการเมือง 1 ท่าน นักเคลื่อนไหวทางด้านการเมืองและสิ่งแวดล้อม 1 ท่านและผู้ทรงคุณวุฒิและผู้เชี่ยวชาญด้านพลังงาน 3 ท่าน รวมจำนวนทั้งสิ้น 14 ท่าน การวิเคราะห์ข้อมูล สัมภาษณ์เจาะลึกโดยใช้แบบสัมภาษณ์เพื่อการวิจัยแบบกึ่งโครงสร้าง ผลการศึกษา พบว่าความท้าทายทางการบริหารของการไฟฟ้าฝ่ายผลิตแห่งประเทศไทยในปัจจุบัน วิเคราะห์ด้วยรูปแบบ PESTLE Analysis 6 ประเด็น คือ 1. ด้านการเมือง พบว่า ความไม่มีเสถียรภาพทางการเมืองและความไม่ต่อเนื่องของนโยบายมีความท้าทายเกี่ยวกับประเด็นด้านพลังงาน 2. ด้านเศรษฐกิจ พบว่า สภาพเศรษฐกิจการแข่งขันใน ธุรกิจผลิตไฟฟ้า ปัญหาความไม่สมดุลระหว่างการผลิต และความต้องการใช้ไฟฟ้ารวมถึงต้นทุนการผลิตไฟฟ้า 3. ด้านสังคม พบว่า การตื่นตัวของสังคมที่มีต่อนโยบายสาธารณะการตื่นตัวของการรวมกลุ่มประชาชนและการ เกิดภาคประชาสังคม 4. ด้านเทคโนโลยี พบว่า เทคโนโลยีมีการเปลี่ยนแปลงอย่างรวดเร็วการรวมกลุ่มสื่อสังคม ออนไลน์ 5. ด้านกฎหมาย พบว่า พระราชบัญญัติการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย พ.ศ. 2511 และแผนพัฒนา กำลังผลิตไฟฟ้าของประเทศไทย พ.ศ. 2561-2580 (PDP2018) ไม่สอดรับกับสถานการณ์การแข่งขันในปัจจุบัน 6. ด้านสิ่งแวดล้อม พบว่า การขาดแคลนพลังงานที่เป็นเชื้อเพลิงในการผลิต การตระหนักถึงปัญหาสภาวะโลก ร้อนของสังคม เรื่องกลยุทธ์การจัดการเพื่อความมั่นคงขององค์กรวิเคราะห์ด้วยแนวคิด 7 s McKinsey ดังนี้ 1. ด้านกลยุทธ์พบว่า ใช้หลักการ SPEED 2. ด้านโครงสร้างองค์กร พบว่า ลดโครงสร้างองค์กร 3. ด้านสไตล์ พบว่า ปรับเพิ่มความสัมพันธ์ในการทำงานระหว่างผู้บริหารกับพนักงานโดยการยึดหลักธรรมาภิบาล 4. ด้านระบบ พบว่า ใช้เทคโนโลยีสารสนเทศมาเป็นเครื่องมือในการจัดการ 5. ด้านบุคลากร พบว่า วางตำแหน่งคนและ จัดสรรโอกาสในการเติบโตอย่างเป็นระบบ 6. ด้านทักษะ พบว่า สร้างงานวิจัยและนวัตกรรมภายในองค์กรและ การใช้เทคโนโลยีสารสนเทศ 7. ด้านค่านิยม พบว่า ปรับปรุงให้ทันสมัยและเน้นการสื่อสารเป็นสำคัญ และได้ สังเคราะห์ปัญหาและอุปสรรคของการบริหารจัดการนำเสนอกลยุทธ์ในการปรับตัวเพื่อความมั่นคงขององค์กร การไฟฟ้าฝ่ายผลิตแห่งประเทศไทย

dc.description.abstractalternative	This research aims to study and analyze the challenges in the administration of the Electricity Generating Authority of Thailand in a changing environments current administration. Study and analyze the environment to adapt to the stability of the Electricity Generating Authority of Thailand in a changing environments current administration and to propose strategies to adapt to the stability of the Electricity Generating Authority of Thailand. The study was divided into Document Research and In Depth interviews. The sample used in this research. The author has interviewed include Senior executives and Professionals, Programs and policies of the Electricity Generating Authority of Thailand 7 persons. Academic economic experts 2 persons. Academic experts political 1 persons. Activists, political and environmental one person. Energy professionals 3 persons. including a total of 14 persons. The In-depth Interview using a semi-structured interview for focus. The results of the study found that the administrative challenges of the current Electricity Generation Authority of Thailand, analyzed with the PESTLE Analysis 6 issues: 1. Political: That political instability and policy inconsistencies are challenging on energy issues. 2. Economic: The economic conditions Competition in electricity generation business The issue of imbalances between production and electricity demand, as well as the cost of electricity generation 3. Society: The awakening of people's integration and civil society 4. Technology: That technology is changing rapidly. Social Media Integration 5. Legal law: That the Electricity Generating Act of Thailand 1968 and Thailand Power Development Plan 2018-2037 do not comply with the current competitive situation. 6. Environmental: That energy shortages are fueled in manufacturing. Recognizing the global warming of society. About corporate security management strategies, analysis. The 7 s McKinsey concept follows 1. Strategies found using SPEED principles 2. Structure found restructure Organization 3. Style found to enhance working relations between executives and employees by adhering to the principles of good governance 4. Systems found that using information technology 5. Staff found that the position and systematically allocated the opportunity to grow. 6. Skill found to create research and innovation within the organization and use of information technology.7. Shared Values found to be modernized and emphasized communication is important. And has synthesized management problems and threat, presenting adaptation strategies for the stability of the Electricity Generating Authority of Thailand.
