dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อสร้างและพัฒนารูปแบบการบริหารงานโรงเรียนมัธยมศึกษาสู่มาตรฐานสากล สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 การวิจัยแบ่ง เป็น 3 ระยะ ได้แก่ ระยะที่ 1 การศึกษาและสำรวจข้อมูลเบื้องต้นเกี่ยวกับแนวคิด และหลักการบริหารโรงเรียนมาตรฐานสากล จากโรงเรียนมัธยมศึกษา 10 โรงเรียน ด้วยการวิเคราะห์เอกสาร (Content analysis) และการสัมภาษณ์เชิงลึก จากนั้นนำมาจัดทำรูปแบบจำลองอิสระเพื่อใช้ใน ขั้นตอนต่อไป ระยะที่ 2 การพัฒนารูปแบบการบริหารงานโรงเรียนมัธยมศึกษาสู่มาตรฐานสากล โดยใช้เทคนิคเดลฟาย (Delphi) จากผู้ทรงคุณวุฒิ 20 ท่าน และใช้แบบสอบถามมาตราส่วน ประมาณค่า 5 ระดับ ระยะที่ 3 ประเมินผลและสรุปรูปแบบการบริหารงานโรงเรียนมัธยมศึกษา สู่มาตรฐานสากล สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 โดยใช้เทคนิคการสนทนากลุ่ม (Focus group) ผลการวิจัยพบว่า 1. รูปแบบการบริหารงานโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษา มัธยมศึกษา เขต 7 ได้แก่ ด้านภาวะผู้นำ (Leadership) ด้านการวางแผนเชิงกลยุทธ์ (Strategic planning) ด้านการมุ่งเน้นผู้รับบริการ (Focus on client) ด้านการวัด การวิเคราะห์ และการจัดการ ความรู้ (Measurement analysis and knowledge management) ด้านการมุ่งเน้นบุคลากร (Focus on personnel) ด้านการจัดกระบวนการ (Process management) และด้านผลลัพธ์ (Performance results) 2. ผลการประเมินในมิติขององค์ประกอบด้านคุณภาพผู้เรียน องค์ประกอบด้าน การจัดการเรียนการสอนเทียบเคียงมาตรฐานสากล และองค์ประกอบด้านบริหารจัดการด้วย ระบบคุณภาพ (Quality system management) ย่อมส่งผลให้ได้ผลลัพธ์ที่มีประสิทธิภาพและ ประสิทธิผล โดยเฉพาะด้านผู้เรียน ซึ่งเป็นเป้าหมายหลักในการจัดการศึกษา

dc.description.abstractalternative	The objective of this research paper was to design and develop a management model for the World-Class Standard Schools of secondary schools under the Office of Secondary Education Service Area, Region 7. The research procedure consisted of 3 steps as follows: Step1: Investigating the basic current concept for administration toward the World-Class Standard Schools. The participants in this step were 10 school administrators of World-Class Standard Schools. The questionnaire and interview were used for gathering the data and content analysis was used for data analysis. Step2: Developing the management model from 20 experts’ opinions through Delphi Technique. The research tool was a questionnaire with five-level scale. Step3: Assessing the developed management model for the World-Class Standard Schools. The results of the research were as follow; 1. The components of the management model were; 1) leadership, 2) strategic planning, 3) focusing on client, 4) measurement, analysis and knowledge management, 5) focusing on personnel, 6) process management, and 7) performance results. 2. The elements of the instructional management, the international standardization and the quality management system all affected the effectiveness and the efficiency of the management model, specifically the learners whom are the main of the educational management.
