dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการปฏิบัติในการสร้างรูปแบบ และเพื่อนำเสนอผลการศึกษารูปแบบแล้วจัดทำคู่มือการดำเนินงานสภานักเรียนสำหรับโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในกรุงเทพมหานคร กลุ่มตัวอย่างที่ให้ข้อมูล ได้แก่ รองผู้อำนวยการฝ่ายกิจการนักเรียนและครูผู้รับผิดชอบงานสภานักเรียน จำนวน 100 คน โดยการสุ่มตัวอย่างแบบชั้นภูมิ (Stratified random sampling) และเลือกผู้ให้สัมภาษณ์เชิงลึกโดยคัดเลือกผู้ให้ข้อมูลแบบเฉพาะเจาะจง (Criterion based selection) จำนวน 12 คน และนำข้อมูลดังกล่าวมาวิเคราะห์เนื้อหา (Content analysis) ร่างเป็นรูปแบบและนำเสนอผลการศึกษารูปแบบกับผู้เชี่ยวชาญด้านกิจกรรมนักเรียน จำนวน 12 คน ด้วยการสนทนากลุ่ม (Focus group discussion) และนำมาจัดทำเป็นคู่มือการดำเนินงาน ผลการวิจัยพบว่า 1) ระดับการปฏิบัติของการดำเนินงานสภานักเรียนโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในกรุงเทพมหานคร โดยรวมและรายองค์ประกอบ มีคะแนนเฉลี่ยอยู่ในระดับมาก 2) รูปแบบการดำเนินงานสภานักเรียนสำหรับโรงเรียนมัธยมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในกรุงเทพมหานคร มี 4 องค์ประกอบ ดังนี้ 2.1) การดำเนินงานส่งเสริมสภานักเรียนและประชาธิปไตยในโรงเรียน มี 4 ข้อ 23 ขั้นตอน 2.2) การมีส่วนร่วมของสภานักเรียนในการส่งเสริมสนับสนุนกิจกรรมของโรงเรียน มี 4 ข้อ 20 ขั้นตอน 2.3) การสร้างเครือข่ายความร่วมมือของสภานักเรียนกับชุมชน องค์กร ภาครัฐและเอกชน มี 4 ข้อ 19 ขั้นตอน และ 2.4) ผลการปฏิบัติงานของสภานักเรียนที่เป็นเลิศ มี 1 ข้อ 4 ขั้นตอน 3) รูปแบบ มีความสอดคล้องกับแนวทางและหลักการในภาพรวม และได้จัดทำคู่มือการดำเนินงานสภานักเรียนสำหรับโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ประกอบด้วย ชื่อคู่มือคำชี้แจง ความเป็นมาและความสำคัญ วัตถุประสงค์ ขอบเขต คำจำกัดความ การดำเนินงานสภานักเรียนสำหรับโรงเรียนมัธยมศึกษา เอกสารอ้างอิง และภาคผนวก

dc.description.abstractalternative	The objectives of this research were; to study the operational practice level of the student council, to synthesis the operational model, and to develop a student council operation manual for secondary schools under the Office of the Basic Education Commission in Bangkok. The key informants were 12 deputy directors of Student Affairs and teachers, who were drawn from 100 deputy directors and teachers at the office. They were in-depth interviewed. The data from the interview were analyzed with content analysis, then develop into a model. The model was presented to 12 experts in student activity and student council consultant with focus group discussion. The results from the focus group discussion were analyzed and develop into student council operation manual. The research findings were as follows: 1) the operational level of the student council for the secondary schools under the Office of the Basic Education Commission in Bangkok is at High Level in overall and all components. 2) The operational model of the student council for the secondary schools under the Office of the Basic Education Commission in Bangkok consisted of 4 components; Component 1, the operation to promote the student council and democracy in the school, consisted of 4 subcomponents, and 23 steps. Component 2, the participation of the student council in promoting school activities, consisted of 4 subcomponents, 20 steps. Component 3, cooperative networking of student councils with communities, public and private organizations, consisted of 4 subcomponents, 19 steps. Component 4, the student council best practice, consisted of 1 subcomponents, 4 steps. 3) The student council operation manual for the secondary schools under the Office of the Basic Education Commission in Bangkok consisted of name of the manual, explanations, background and signification, objectives, scope, definition, and steps for student council operation, reference documents, and appendix.
