dc.description.abstract	โครงการอาสาสมัครกับการเรียนรู้รัฐธรรมนูญและการเลือกตั้ง ดำเนินการโดยทบวงมหาวิทยาลัย และสำนักงานคณะกรรมการการเลือกตั้ง เพื่อส่งเสริมการเรียนรู้เกี่ยวกับรัฐธรรมนูญและการเลือกตั้งร่วมกันระหว่างผู้ปฏิบัติงานอาสาสมัครรัฐธรรมนูญกับประชาชนในชุมชน การดำเนินงานแบ่งเป็น 2 ระยะ ตั้งแต่เดือนมิถุนายน 2542 ถึงเดือนมีนาคม 2543 การวิจัยเรื่องการประเมินโครงการอาสาสมัครกับการเรียนรู้รัฐธรรมนูญและการเลือกตั้ง ระยะที่ 1 และ 2 นี้ มีวัตถุประสงค์เพื่อประเมินประสิทธิผลและผลกระทบของโครงการอาสาสมัยครกับการเรียนรู้รัฐธรรมนูญการเลือกตั้ง ศึกษาปัญหาและอุปสรรคที่ไม่เอื้อให้เกิดผลดีต่อประชาธิปไตยและการดำเนินงานตามโครงการฯ ตลอดจนแสวงหาแนวทางที่จะช่วยให้โครงการในลักษณะเช่นนี้เกิดผลดีต่อการพัฒนาประชาธิปไตยในอนาคต วิธีการประเมินใช้สองรูปแบบร่วมกัน คือ รูปแบบ"จากบนสู่ล่าง" และรูปแบบ "จากล่างสู่บน" กลุ่มตัวอย่างประกอบด้วย ผู้แทนทบวงมหาวิทยาลัย ผู้แทนสำนักงานคณะกรรมการการเลือกตั้ง ผู้แทนคณะกรรมการการเลือกตั้งประจำจังหวัด ผู้ประสานงานอาสาสมัครรัฐธรรมนูญ (ปอร.) อาสาสมัครรัฐธรรมนูญ (อสร.) และประชาชนทั่วไป ผลการวิจัยพบว่า โครงการอาสาสมัครกับการเรียนรู้รัฐธรรมนูญและการเลือกตั้ง ได้ผลบรรลุตามวัตถุประสงค์ของโครงการฯ ทั้งในด้านการส่งเสริมประชาชนในเขตเลือกตั้งมีความรู้ความเข้าใจ และเห็นความสำคัญของรัฐธรรมนูญและการเลือกตั้ง มีเจตคติที่ดีต่อระบอบประชาธิปไตย มีความสามารถตัดสินใจทางการเมืองด้วยตนเอง และมีทักษะการลงคะแนนเลือกตั้งระบบใหม่ นอกจากนี้โครงการฯ ยังทำให้บัณฑิตและผู้มีคุณวุฒิ ปวส.ที่ว่างงาน รวมทั้งผู้ถูกเลิกจ้างได้มีงานทำ และมีความรู้ความเข้าใจเกี่ยวกับรัฐธรรมนูญและการเลือกตั้ง สามารถร่วมกับประชาชนในชุมชน ได้แลกเปลี่ยนประสบการณ์และการเรียนรู้เกี่ยวกับรัฐธรรมนูญและการเลือกตั้งร่วมกับชุมชน ส่งผลให้ผู้ปฏิบัติงาน(ปอร. และ อสร.) ได้เรียนรู้สภาพชุมชน มีทักษะการทำงานเป็นหมู่คณะ และมีเจตคติที่ดีต่อประชาชน ส่วนปัญหาและอุปสรรคของการดำเนินงานมีเพียงเล็กน้อย ได้แก่เรื่องการแระสานงานล่าช้าและงบประมาณไม่เพียงพอ เป็นต้น อย่างไรก้ตาม ทั้งผู้ปฏิบัติงานในโครงการฯ และประชาชนทั่วไป มีความเห็นสอดคล้องกันว่า ควรมีการดำเนิน โครงการในลักษณะเช่นนี้ต่อไปอีกอย่างต่อเนื่อง ทั้งนี้เพื่อส่งเสริมให้ประชาชนมีความรู้ความเข้าใจประชาธิปโตย และมีการปฏิบัติอย่างต่อเนื่องสม่ำเสมอ จนกระทั่งประชาธิปไตยกลายเป็นวิถีชีวิตของประชาชน	th_TH

dc.description.abstractalternative	The Project of Volunteers for Learning of the Constitution and General Election had been processed bu the Ministry of University Affairs and the Office of the Election Commission of Thailand (ECT) to promote the knowledge about the constitution and general election to the volunteers who worked in conjunction with the public within the society. The Project had 2 phases which started since June 1999 to March 200. The Evaluation of Volunteers for Learning of the constitution and General selection and to study the problem and the obstacles of the process according to the project as well as search for the direction of developing in the Project of Volunteers for learning of the Constitution ans General Election in order to meet the desired effectiveness. The method of evaluation utilized both structures which were "topdown" and "bottom up". The sample groups contained of the representative from the Ministry of the University Affiars, the Office of the Election Commission of Thailand, The Provincial Election Committee, the coordinator of the Volunteers for the Constitution, the Volumteers for the Constitution and the general public. The result of the research indicated that the Project of Volunteers for Learning of the Constitution and General Election had accomplished the goals of the project in terms ofpromoting the public within the election region to understand and realize the significance of the constitution and the general election, to con cieve the good opnion toward the Democracy, to possess political decision making by oneself and to gain the knowledge and the understand in the new general election system. Furthermore, giving them the helped finding jobs for the jobless graduates and the laid off personel, giving them the knowledge and the understanding about the constitution and the general election so that they can work together with the people in the society, exchanging experiences, and the comprehension about the constitution and the general election. Consequently, the Coordinator of the Volunteers for the Constitution and the Volunteers for the Constitution cognixed the society conditons, obtained the workgroup skill, and gained the good opinion toward the people. As for the problems and the obstacles of the procedures, for the example the delay of the corporation and the inadequancy of the budgets. However, both operators of the project and the general public had the concurent opinion that thereshould be the continuance of the project of Volunteers for learinig og the Constitution and General Election in order to promote the public understanding and the continuation of the operation until the Democracy becomes the way of living for the people.	en
