dc.description.abstract	การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพ การเปลี่ยนแปลง ผลกระทบ และการพัฒนา กลุ่มชาติพันธุ์อูรักลาโว้ย ฝั่งอันดามัน และศึกษาข้อเสนอเพื่อการจัดทำยุทธศาสตร์การพัฒนากลุ่มชาติพันธุ์อูรักลาโว้ย ฝั่งอันดามัน ผู้ให้ข้อมูล ประกอบด้วย กลุ่มชาติพันธุ์อูรักลาโว้ย กลุ่มหน่วยงานภาครัฐ กลุ่มเอกชน และกลุ่มองค์กรอิสระ เป็นการวิจัยลักษณะพหุกรณีศึกษาหลายพื้นที่ ใช้วิธีการวิจัย เชิงคุณภาพ เครื่องมือที่ใช้ในการวิจัย โดยศึกษาเอกสาร การสัมภาษณ์แบบมีโครงสร้าง ใช้เทคนิคการสนทนากลุ่ม และการสังเกตแบบไม่มีส่วนร่วม วิเคราะห์ข้อมูลเชิงเนื้อหา ผลการศึกษา พบว่า สภาพ การเปลี่ยนแปลง ผลกระทบ ได้แก่ ด้านสังคม ประกอบด้วย ความสัมพันธ์ของครอบครัวและชุมชน การมีส่วนร่วมและความสามัคคี ผู้นำชุมชน ด้านเศรษฐกิจ ประกอบด้วย การประกอบอาชีพเพื่อยังชีพสู่การค้าขาย การประกอบอาชีพดั้งเดิมสู่การประกอบอาชีพใหม่ ด้านวัฒนธรรม ประกอบด้วย ประเพณี การแสดง ภาษา การแต่งกาย อาหาร ศาสนา เครื่องมือในการประกอบอาชีพ ภูมิปัญญา ด้านการเมือง ประกอบด้วย นโยบาย กฎหมาย และด้านสุขอนามัยระดับบุคคลและชุมชน ข้อเสนอเพื่อการจัดทำยุทธศาสตร์การพัฒนากลุ่มชาติพันธุ์อูรักลาโว้ย ฝั่งอันดามัน ประกอบด้วย 5 ด้าน คือ 1) ด้านสังคม ได้แก่ 1.1) การสร้างความตระหนักทางการศึกษา 1.2) การจัดการศึกษาที่เหมาะสมกับกลุ่มชาติพันธุ์ 1.3) การจัดการศึกษาหลักสูตรระยะสั้นด้านอาชีพ 1.4) การทำงาน แบบบูรณาการ 1.5) การสร้างทัศนคติและความเชื่อที่เหมาะสม 2) ด้านเศรษฐกิจ ได้แก่ 2.1) การประกอบอาชีพที่เหมาะสมกับกลุ่มชาติพันธุ์ 2.2) การเสริมความรู้ด้านอาชีพที่เหมาะสม 2.3) ด้านวัฒนธรรม ได้แก่ 2.3.1) การจัดทำพื้นที่วัฒนธรรมพิเศษ 2.3.2) การจัดการท่องเที่ยววัฒนธรรมชุมชน 2.3.3) จัดทำฐานข้อมูลวัฒนธรรมชุมชน 2.4) ด้านการเมือง ได้แก่ การจัดทำนโยบาย กฎหมาย ข้อกำหนด ที่เอื้อต่อวิถีชีวิต ของกลุ่มชาติพันธุ์ การทำงานของหน่วยงานภาครัฐที่เป็นระบบและต่อเนื่อง การทำงานอย่างมีส่วนร่วมของทุกภาคส่วน (ร่วมคิด ร่วมทำ ร่วมวางแผน ร่วมกันปรับปรุงแก้ไข) และ 2.5) ด้านสุขอนามัย ได้แก่ การพัฒนาบุคคลและชุมชน ข้อเสนอแนะเชิงนโยบาย 2.5.1) ควรจัดพื้นที่วัฒนธรรมพิเศษ 2.5.2) ควรจัดสรรงบประมาณเพื่อการพัฒนากลุ่มชาติพันธุ์ 2.5.3) ควรจัดทำแผนยุทธศาสตร์การพัฒนาคุณภาพชีวิต 2.5.4) ควรจัดการศึกษาเฉพาะสำหรับกลุ่มชาติพันธุ์ และ 5) ควรมีนโยบาย กฎหมาย ข้อกำหนดที่เอื้อต่อกลุ่มชาติพันธุ์ ข้อเสนอแนะเชิงปฏิบัติ 5.1) การจัดโครงการสอดคล้องกับบริบทชุมชน 5.2) ดำเนินงานอย่างเป็นระบบ

dc.description.abstractalternative	The proposals of this study were to 1. Study the changes, impacts and developments of Urak-lawoi ethnic group, 2. study the proposals for strategies to develop Urak-lawoi Ethnic Andaman coast. The research was a multisite studies and implemented a qualitative method for data collection by means of documentation analysis and structured interviews with 4 key informant groups consisted of Urak-lawoi ethnic group, public and private sectors, and non-government organization (NGO). In-depth interviews and non-participation observations were also used to supplement the contents analysis. The research findings included the changes and impacts were 1) social: the relationships of families and communities, the participation and encouragement of community, and the changes of community leaders, 2) economy: occupation for survival to trading, 3) cultural: tradition, performance, language, dress, food, religion, occupational tools, and wisdom, 4) political: policies and laws, and 5) personal and community hygiene. The proposal of development strategies for the Urak-lawoi ethnic group on the Andaman coast which highlighted on 5 aspects consisted 1) social: encouraging to awareness of the importance of education, managing education to the way of life, such as short-term career courses, integrated working in all stakeholders, the creation of attitude and belief, 2) economy: encouraging new occupations and enhancing knowledge comply with their way of life, 3) cultural: preparation of special culture areas, the management of community cultural tourism, and the preparation of community cultural database, 4) political: development of policies, laws, and regulations that facilitate the livelihoods of ethnic groups, the operation of government sector: working systematically and continuously, collaborating of public sectors and ethnic groups (thinking, doing, planning, and improving), 5) the development of personal and community hygiene. Research recommendations included 1) policy recommendations: arranging special areas, budgeting for developing the ethnic groups, developing a strategic plan for improving the quality of life, specializing education for the ethnic groups, and providing policies, laws, regulations facilitating to ethnic groups, 2) practical recommendations: organizing projects in accordance with the community context, operating systematically, and preparing the community for new society.
