dc.description.abstract	การวิจัยครั้งนี้มีจุดมุ่งหมาย 3 ประการ คือ 1) เพื่อศึกษาสภาพการวิจัยของบุคลากรครูโรงเรียนในสังกัดเมืองพัทยา 2) เพื่อพัฒนารูปแบบการส่งเสริมศักยภาพบุคลากรครูโรงเรียน ในสังกัดเมืองพัทยาด้านการวิจัยด้วยกระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม และ 3) เพื่อประเมินรูปแบบการส่งเสริมศักยภาพบุคลากรครูโรงเรียนในสังกัดเมืองพัทยาด้านการวิจัยด้วยกระบวนการวิจัยเชิงปฏิบัติการ แบบมีส่วนร่วม การดำเนินการแบ่งเป็น 3 ขั้นตอน ขั้นตอนที่ 1 ศึกษาสภาพการวิจัยของบุคลากรครูโรงเรียนในสังกัดเมืองพัทยา กลุ่มตัวอย่างเป็นบุคลากรครูโรงเรียนในสังกัดเมืองพัทยา จำนวน 231 คน ได้มาโดยวิธีการสุ่มแบบแบ่งชั้น (Stratified random sampling) ขั้นตอนที่ 2 การสร้างและพัฒนารูปแบบ โดยผู้ทรงคุณวุฒิที่เต็มใจให้ข้อมูล จำนวน 14 ท่าน ขั้นตอนที่ 3 การประเมินรูปแบบ โดยผู้ทรงคุณวุฒิ จำนวน 17 ท่าน เครื่องมือที่ใช้ ในการวิจัย ได้แก่ แบบสอบถาม แบบสนทนากลุ่ม แบบประเมินรูปแบบ วิเคราะห์ข้อมูลโดยวิเคราะห์ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ดัชนีความต้องการ (PNI) การทดสอบค่าที (t-test) การวิเคราะห์ความแปรปรวน (One-way ANOVA) การวิเคราะห์เนื้อหา (Content analysis) และการวิเคราะห์ค่ามัธยฐาน (Median) ค่าพิสัยระหว่างควอร์ไทล์ (Interquartile range) ผลการวิจัยปรากฏ ดังนี้ 1. สภาพความรู้ของบุคลากรครูโรงเรียนในสังกัดเมืองพัทยาส่วนมากมีระดับคะแนนต่ำกว่าร้อยละ 50 มีทัศนคติต่อการวิจัยอยู่ในระดับมาก มีระดับปฏิบัติการวิจัยอยู่ในระดับปานกลาง มีระดับที่คาดหวังด้านการวิจัยอยู่ในระดับมากที่สุด มีความต้องการด้านการพัฒนาศักยภาพการวิจัยมากที่สุด และมีความรู้ ทัศนคติ และสภาพปฏิบัติการวิจัยแตกต่างกันตามสภาพส่วนบุคลอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 2. รูปแบบการส่งเสริมศักยภาพบุคลากรครูโรงเรียนในสังกัดเมืองพัทยาด้านการวิจัย ด้วยกระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม มีองค์ประกอบ 4 ขั้นตอน คือ 1) ขั้นร่วมวางแผนเตรียมการ (Plan) 2) ขั้นร่วมสร้างกิจกรรมพัฒนา (Action and observe) 3) ขั้นร่วมติดตามและประเมินผลอย่างต่อเนื่องเพื่อปรับปรุง (Reflect) 4) การสนับสนุนปัจจัยที่บุคลากรครูต้องการด้านการวิจัยจาก ต้นสังกัดทุกขั้นตอน (Input) 3. รูปแบบการส่งเสริมศักยภาพบุคลากรครูโรงเรียนในสังกัดเมืองพัทยาด้านการวิจัย ด้วยกระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม มีความสอดคล้องในด้านความเป็นประโยชน์ ความเหมาะสม ความเป็นไปได้ และความถูกต้อง อยู่ในระดับมากที่สุด

dc.description.abstractalternative	The objectives of this research were 1) to study the condition of doing research of Pattaya City Teachers, 2) to develop the model of enhancing teachers’ competency by participatory action research in Pattaya City Schools, and 3) to evaluate the developed model of enhancing teachers’ competency by participatory action research in Pattaya City Schools. The research method was divided into 3 phases. First phase was to study the condition of doing research of the samples in Pattaya City school. The sample in this research were 231 teachers from 11 Schools in Pattaya City who were stratified randomly selected. The second phase was to create the model by 14 experts. The third phase was to evaluate the model by 17 experts. The research instruments were questionnaire, focus group discussion form and evaluation form. The data analysis were frequency, percentage, the average, standard deviation, the Priority Need Index (PNI), t-test, One-way ANOVA, content analysis, median and interquartile range. The results of the study were as follows: 1. The general knowledge of most teachers in Pattaya City Schools was low and their scores were less than 50 percent. They have good attitude of doing the research whereas the real practice of doing research was at average level. The expectation of doing research was at very high level and they wanted to develop their competency of doing research at very high level. The condition of doing research was statistically significant difference at .05 2. The model of enhancing teachers’ competency by participatory action research in Pattaya City Schools with Participatory Action Research (PAR) consisted of four steps: Plan, Action and Observe, Reflect and Input. 3. The model of enhancing teachers’ competency by participatory action research in Pattaya City Schools with the process of Participatory Action Research (PAR) was, appropriate, possible and accuracy with very high level.
