dc.description.abstract	การศึกษาครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาและเปรียบเทียบปัญหาการมีส่วนร่วมในการบริหารงานวิชาการ โรงเรียนประถมศึกษา อำเภอเขาสมิง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตราด จำแนกตามเพศ ประสบการณ์ในการสอน และขนาดโรงเรียน และศึกษาแนวทางพัฒนาการมีส่วนร่วมในการบริหารงานวิชาการ โรงเรียนประถมศึกษา อำเภอเขาสมิง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตราด กำหนดขนาด กลุ่มตัวอย่างจากตารางของเครจซี่ และมอร์แกน (Krejcie & Morgan, 1970, pp. 608-610) ได้กลุ่มตัวอย่าง จำนวน 159 คน ใช้วิธีการสุ่มแบบแบ่งชั้น (Stratified random sampling) ตามขนาดของโรงเรียน และสุ่มอย่างง่าย (Simple random sampling) ตามสัดส่วน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ ตามวิธีของลิเคิร์ท (Likert) มีค่าอำนาจจำแนกรายข้ออยู่ระหว่าง .42-.76 และค่าความเชื่อมั่นทั้งฉบับเท่ากับ .95 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าคะแนนเฉลี่ย ( ) และค่าความเบี่ยงเบนมาตรฐาน (SD) การทดสอบค่าที (t-test) และการวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) เมื่อพบความแตกต่าง จึงทำการทดสอบความแตกต่างรายคู่ โดยใช้วิธีการของเชฟเฟ่ (Scheffe´s method) ผลการวิจัยพบว่า 1. ปัญหาและแนวทางพัฒนาการมีส่วนร่วมในการบริหารงานวิชาการโรงเรียนประถมศึกษา ในอำเภอเขาสมิง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตราด โดยรวมและรายด้านอยู่ในระดับปานกลาง 2. การเปรียบเทียบปัญหาการมีส่วนร่วมในการบริหารงานวิชาการโรงเรียนประถมศึกษา อำเภอเขาสมิง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตราด จำแนกตามเพศ และประสบการณ์ ในการสอน โดยรวมและรายด้านแตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ 3. การเปรียบเทียบปัญหาการมีส่วนร่วมในการบริหารงานวิชาการโรงเรียนประถมศึกษา อำเภอเขาสมิง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตราด จำแนกตามขนาดโรงเรียน โดยรวม และรายด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 4. แนวทางพัฒนาการมีส่วนร่วมในการบริหารงานวิชาการโรงเรียนประถมศึกษา อำเภอเขาสมิง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตราด พบว่า ด้านพัฒนาหลักสูตรสถานศึกษา ผู้บริหารควรสร้าง พัฒนาและปรับปรุงหลักสูตรให้เหมาะสมกับความต้องการของท้องถิ่น ด้านการพัฒนากระบวนการเรียนรู้ ผู้บริหารควรส่งเสริมให้ครูใช้วิธีการวิจัยเป็นส่วนหนึ่งของการพัฒนากระบวนการเรียนรู้ ด้านการวัดผล ประเมินผล และเทียบโอนผลการเรียน ผู้บริหารควรจัดให้มีการวัดผล ประเมินผลอย่างเป็นระบบ และด้านการพัฒนาระบบประกันคุณภาพภายในสถานศึกษา ผู้บริหารควรส่งเสริมให้ครูมีส่วนร่วมในการจัดระบบองค์กรให้รองรับการประเมิน

dc.description.abstractalternative	The purposes of this study were to investigate and to compare problems regarding teachers’ participation in academic affairs administration of primary schools in Khaosaming District under the Trat Primary Educational Service Area Office, as classified by gender, teaching experience, and school size. Also guidances for developing participation in academic affairs were also examined. Based on Krejcie and Morgan's Sample Size Table, the sample of the study, derived by means of stratified random sampling using school size as a criterion, and then by means of simple random sampling according to the proportion, consisted of 159 school teachers. A 5-level Likert scale questionnaire with the discriminating power between .42-.76 and with the reliability at .95 was used as an instrument for data collection. Mean, Standard Deviation, t-test, and One-way ANOVA were statistical devices employed for the data analysis. In case of statistically significant differences were found among the variables, Scheffe’s paring comparison method was applied. The findings revealed as follows: 1. Problems and guidances for developing participation in academic affairs administration of primary schools in Khaosaming District under the Trat Primary Educational Service Area Office, both as a whole and in each particular aspect, were found at a medium level. 2. On the comparison of problems occurring in participation in academic affairs administration of primary schools in Khaosaming District under the Trat Primary Educational Service Area Office, as classified by gender and teaching experience, as a whole and in each particular aspect, no statistically significant differences were found. 3. On the comparison of problems occurring in participation in academic affairs administration of primary schools in Khaosaming District under the Trat Primary Educational Service Area Office, as classified by school size, as a whole and in each particular aspect, statistically significant differences were found at the level of .05. 4. Guidances for developing participation in academic affairs administration of primary schools in Khaosaming District under the Trat Primary Educational Service Area Office were as the following: in the aspect of school curriculum development, administrators should develop and revise the curriculum to be appropriate with and to serve the local needs; in the aspect of instructional process development, schoolteachers should be encouraged to apply research methods as part of instructional process development; in the aspect of assessment and evaluation as well as credit transfer, systematic process should be set up; finally, in the aspect of internal quality assurance, schoolteachers should be encouraged to participate in arrangement of the organizational system to serve the purpose of quality assurance.
