Abstract:
การวิจัยนี้ มีจุดมุ่งหมายเพื่อศึกษาความคิดเห็นของผู้ที่ปฏิบัติงานเกี่ยวข้องกับมาตรการติดตามเร่งรัดการใช้จ่ายเงินงบประมาณรายจ่าย ประจำปีงบประมาณ พ.ศ.2549 และศึกษาผลการการปฏิบัติงาน ตามมาตรการติดตามเร่งรัดการใช้จ่ายงบประมาณดังกล่าวในไตรมาส 1 - ไตรมาส 3 รวมทั้งศึกษาปัญหาและสาเหตุของการปฏิบัติงานตามมาตรการข้างต้น ประชากรคือ ผู้ที่เกี่ยวข้องกับการใช้จ่ายเงินงบประมาณรายจ่าย ได้แก่ ผู้บริหารคณะ หัวหน้าภาควิชา และผู้ปฏิบัติงาน การเงิน/พัสดุ จำนวนรวมทั้งสิ้น 15 คน
เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามความคิดเห็น แบบมาตราส่วนประมาณค่า 5 ระดับ ซึ่งผู้วิจัยได้พัฒนาขึ้น และเก็บข้อมูลจากประชากรทุกคน สถิติที่ใช้ในการวิเคราะห์ข้อมูลใช้สถิติพื้นฐาน คือ ค่าร้อยละ ค่าเฉลี่ย และเปรียบเทียบค่าเฉลี่ยกับเกณฑ์มาตรฐาน
ผลการวิจัยพบว่า ผู้ปฏิบัติงานเกี่ยวข้องกับมาตรการติดตามเร่งรัดการใช้จ่ายเงิน งบประมาณรายจ่ายประจำปีงบประมาณ พ.ศ.2549 ในภาพรวมเห็นด้วยมากกับมาตรการดังกล่าว ประเด็นที่เห็นด้วยมากที่สุด ได้แก่ การให้ความสำคัญต่อการใช้งบประมาณแผ่นดิน และระบบการนำเสนอรายงานการเงินตามลำดับ ประเด็นที่เห็นด้วยน้อยที่สุด ได้แก่ การให้ความสำคัญต่อการใช้งบประมาณเงินรายได้ และการปฏิบัติได้ตามเป้าหมาย เมื่อได้รับงบประมาณวงเงินสูงๆ
ผลการปฏิบัติงานตามมาตรการติดตามเร่งรัด การใช้จ่ายเงินงบประมาณรายจ่ายประจำปีงบประมาณ พ.ศ.2549 ไตรมาส 1 - ไตรมาส 3 ผู้เกี่ยวข้องกับการใช้งบประมาณ มีความเห็นเกี่ยวกับมาตรการดังกล่าวในภาพรวม ไตรมาส 1 อยู่นระดับปานกลาง ไตรมาส 2 และไตรมาส 3 อยู่ในระดับมาก ประเด็นที่เห็นด้วยมากที่สุด คือการได้รับทราบรายงานร้อยละการใช้จ่ายเงิน และการติดตามและเร่งรัดการใช้จ่ายเงินตามลำดับ ประเด็นที่เห็นด้วยในระดับปานกลาง ได้แก่ ความล่าช้าของการใช้จ่ายเงินที่เกิดขึ้น และความยุ่งยากในการจัดทำเอกสารจัดซื้อ/จัดจ้าง ผู้ที่เกี่ยวข้องกับการใช้เงินงบประมาณรายจ่ายให้ข้อเสนอแนะ 2 ประการที่สำคัญ ได้แก่
ข้อเสนอแนะเชิงปฏิบัติการ ควรมอบเป็นแนวปฏิบัติให้ทุกหน่วยงานจัดทำรายละเอียดครุภัณฑ์ทันทีที่ได้รับจัดสรรและเร่งดำเนินการตั้งแต่ไตรมาส 1 เจ้าหน้าที่พัสดุควรรวบรวมรายละเอียดวิธีการจัดซื้อลงใน Internet ของคณะฯ หรืออาจจัดทำเป็นคู่มือแจก หรืออาจกำหนดรางวัลเป็นแรงจูงใจให้เกิดความร่วมมือในการปฏิบัติงานในเรื่องนี้
ข้อเสนอแนะเชิงนโยบาย มหาวิทยาลัยบูรพาควรกำหนดมาตรการและแนวทางการติดตามเร่งรัดการใช้จ่ายเงินงบประมาณรายจ่ายประจำปีไว้ ตั้งแต่ต้นปีงบประมาณ โดยไม่ต้องรอนโยบาย และแนวปฏิบัติจากรัฐบาล และควรกำหนดมาตรการนี้กับงบประมาณเงินรายได้ของมหาวิทยาลัยด้วย อีกทั้งควรได้ดำเนินการรายงานการใช้จ่ายเงิน ปัญหาและอุปสรรค ต่อผู้อำนวยการกองคลังและทรัพย์สิน เพื่อให้ผู้บริหารระดับมหาวิทยาลัยได้รับทราบ และเห็นภาพรวมได้ชัดเจน หากมีปัญหาก็สามารถแก้ไขได้ทันท่วงที
The objectives of this work are to study opinion of the operators to budget stimulation policy for the budget fiscal year 2549 and to investigate the operating result of the policy from the first to the third quarters. The study was also extended to look into problems cased from implementing the policy.
The study carefully selected the groups of population who directly involve with using the budget. The studied groups of total 15 populations are school administrators, chair persons of departments, and others involving. The questionnaire comprises of the five standard-level. The basic statistical methods such as percentages, and average were used to analyze the data. Each average value of obtained results was compared with the standard value.
Overall, the operators who directly involve in using the budget and implementing the policy agreed with the policy. They significantly played attention to use the government budget and the system of budget report, respectively. On the other hand, they give less important to use the income budget and the way to reach the target of using the large amount of the budget.
The result from implementing the policy between the first and the third quarters of the budget fiscal year 2459 showed that the operators have their opinions to the policy in the overall of the first quarter as medium level and the second and third quarters as high level. The result also showed that the operators well ageed to be informed the percentage of the expense, tracking and pressing the expense of the budget, respectively. Furthermore, the operators quite agreed with the dalay of the use of the budget and the complexity of document preparation.
There are two suggestions from the operators as follows:
The first suggestion in a team of operating is that every unit of operations should have procedures and details of equipments. This procedure should immediately track and press the expense in the duration of the beginning of the first quarter of fiscal year. All details of expense should be posted to the intranet of the school or be prepared as a handout to anyone involving with this budget or be persuaded to everyone in order to cooperate with the policy by giving rewards.
The second suggestion in a team of policy is that Burapha University shouldhave a policy and method to emphasize the way to spend the budget at the beginning of the first quarter without waiting for the policy and guideline from the government. Moreover, the stimulate policy should be applied to the income budget of the university. The university should have the budget report including related problems to the University administrators (Financial/ accounting Department). To approach problems in this way might help to solve all problems right on time.
