dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์ 4 ประการคือ 1) เพื่อศึกษาพฤติกรรมผู้นำที่เป็นจริงและที่ควรจะเป็นของนายกเทศมนตรีตำบลในเขตพื้นที่จังหวัดชลบุรี ตามทัศนะของนายกเทศมนตรีเทศบาลตำบล ผู้ใกล้ชิดนายกเทศมนตรีเทศบาลตำบล และประชาชนที่อาศัยอยู่ในเขตพื้นที่เทศบาล 2) เพื่อเปรียบเทียบพฤติกรรมผู้นำของนายกเทศมนตรีเทศบาลตำบลที่เป็นจริงและที่ควรจะเป็นพื้นที่จังหวัดชลบุรี ตามทัศนะของนายกเทศมนตรีเทศบาลตำบล ผู้ใกล้ชิดนายกเทศมนตรีเทศบาลตำบล และประชาชนที่อาศัยอยู่ในเขตพื้นที่เทศบาลตำบล 3) เพื่อศึกษารูปแบบผู้นำตามพฤติกรรมผู้นำที่เป็นจริงของนายกเทศมนตรีเทศบาลตำบลในเขตพื้นที่จังหวัดชลบุรี ตามการประเมินตนเองของนายกเทศมนตรีเทศบาลตำบล และ 4) เพื่อศึกษารูปแบบผู้นำตามพฤติกรรมผู้นำที่เป็นจริง ของนายกเทศมนตรีเทศบาลตำบลในเขตพื้นที่จังหวัดชลบุรี ตามทัศนะของผู้ใกล้ชิดนายกเทศมนตรีเทศบาลตำบล และประชาชนที่อาศัยในเขตพื้นที่เทศบาลตำบล โดยข้อมูลที่ใช้ในการศึกษาครั้งนี้ได้มากจากการเลือกนายกเทศมนตรีเทศบาลตำบล 20 คน และการสุ่มผู้ใกล้ชิดนายกเทศมนตรีเทศบาลตำบล จำนวน 408 คน และประชาชนในเขตพื้นที่เทศบาล จำนวน 1,978 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ จำนวน ร้อยละ ค่าเฉลี่ยเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวนแบบทางเดียว (One-way Analysis of Variance) และการสอบภายหลัง (Post Hoc) โดยวิธีของเชฟเฟ่ (Scheffe's method) ผลการวิจัยสรุปได้ดังนี้ 1. พฤติกรรมผู้นำที่ควรจะเป็นด้านโครงสร้างการริเริ่มตามทัศนะของนายกเทศมนตรีเทศบาลตำบลในจังหวัดชลบุรี ส่วนมากอยู่ในระดับมากที่สุด ในทพนองเดียวกันพฤติกรรมผู้นำของนายกเทศมนตรีเทศบาลตำบลในเขตพื้นที่จังหวัดชลบุรี ที่เป็นจริงและควรจะเป็นในด้านโครงสร้างริเริ่ม และด้านจินตอาทร (ตามทัศนะของนายกเทศมนตรีตำบล ผู้ใกล้ชิดนายกเทศมนตรีเทศบาลตำบล และประชาชน) อยู่ในระดับมาก 2. มีความแตกต่างระหว่างทัศนะของนายกเทศมนตรีเทศบาลตำบล ผู้ใกช้ชิดนายกเทศมนตรีเทศบาลตำบล และประชาชนที่อาศัยอยู่ในเขตพื้นที่เทศบาลต่อพฤติกรรมผู้นำของนายกเทศมนตรีเทศบาลตำบลที่เป็นจริงและที่ควรจะเป็น อย่างมีนัยสำคัญที่ระดับ .05 3. จากการประเมินตนองของนายกเทศมนตรีเทศบาลตำบล พบว่า ส่วนใหย่นายกเทศมนตรีเทศบาลตำบลในเขตพื้นที่จังหวัดชลบุรี มีรูปแบบผู้นำที่เป็นจริงแบบประชาธิปไตย มากที่สุด ส่วนรองลงมาเป็นแบบตามสบาย 4. จากการประเมินตามทัศนะของผู้ใกล้ชิดนายกเทศมนตรีเทศบาลตำบล และประชาชนที่อาศัยในเขตพื้นที่เทศบาล พบว่า ส่วนใหญ่นายกเทศมนตรีเทศบาลตำบลในเขตพื้นที่จังหวัดชลบุรี มีรูปแบบผู้นำที่เป็นจริงแบบประชาธิปไตยมากที่สุด ส่วนรองลงมาเป็นแบบตามสบาย	th_TH

dc.description.abstractalternative	The purpose of this study was four fold: firstly, to study the real and ideal leadership behaviors of the chief executives of Tumbol Municipality in Chonburi Province area with point of view of Chief Executives (self-evaluation) (CE), Closely workers of the Chief Executives (CW), and civilian of the Tumbol Municipalities (CT); secondly, to compare the real and ideal leadership behaviors of the CE, CW, and CT; thirdly, to study the CEs' real leadership styles with self-evaluating of the CE; and finally, to study the CEs' real leadership styles with the evaluation of the CW, and the CT. Sample of the study were specific collected from 20 the CE, and random sampling from 408 CW, and 1,978 CT. Completed data were analyzed by computing percentage, mean, standard deviation,one-way analysis of variance and comparison test by Scheff's method. Research results were as follows: 1. Most of real and ideal leadership behaviors of the CE of the Tumbol Municipalitywith self-evaluation), in the category of initiating Structure were at the highest level. In addition, both of initiating structure and consideration categories (evaluating from the CE, CE, and CT) were at the high level. 2. There were significantly differences at the .05 level between the point of views of the CE, CE, and CT toward the CE's real and ideal leadership behaviors. 3. As a result of self-evaluation of the CE toward leadership styles, most of them were as the Democratic style, and Leisure-fair style respectively. 4. As a result of evaluation on the CE leadership styles of the CW and CT, it also found that most of them (the CE of the Tumbol Municipality) were as Democratic style and Leisure-fair style respectively.	en
