วัตถุประสงค์การวิจัยเรื่องนี้เพื่อ ประเมินความพร้อมในการพัฒนาเป็นชุมชนแห่งการเรียนรู้และประเมินระดับการเป็นชุมชนแห่งการเรียนรู้ของชุมชนต่าง ๆ ในจังหวัดจันทบุรีและจังหวัดตราด กลุ่มเป้าหมายคือชุมชนในจังหวัดจันทบุรีและจังหวัดตราด รวม 121 แห่ง โดยมีนิยามว่า ชุมชน คือ กลุ่มคนที่อาศัยในพื้นที่ขององค์การบริหารส่วนตำบลหรือเทศบาลแห่งใดแห่งหนึ่งในจังหวัดจันทบุรีและจังหวัดตราด เพื่อให้ผลการวิจัยสอดคล้องและมีประโยชน์ เมื่อนำไปประยุกต์ใช้กับการปกครองส่วนท้องถิ่นของประเทศไทย
เครื่องมือที่ใช้คือแบบประเมินความพร้อมและระดับการเป็นชุมชนแห่งการเรียนรู้ ซึ่งสร้างโดยการศึกษาและวิเคราะห์หาลักษณะบ่งชี้ความเป็นชุมชนแห่งการเรียนรู้จากชุมชนต้นแบบ 2 แห่งคือ ชุมชนองค์การบริหารส่วนตำบลบางสระเก้า อำเภอแหลมสิงห์ จังหวัดจันทบุรี และชุมชนองค์การบริหารส่วนตำบลไม้เรียง อำเภอฉวาง จังหวัดนครศรีธรรมราช จากนั้นนำไปให้ผู้ทรงคุณวุฒิตรวจสอบความตรง นำไปทดลองใช้และปรับปรุง จนได้แบบประเมินที่มีความเชื่อมั่นตามวิธีของ
ครอนบัค มีค่าสัมประสิทธิ์อัลฟาเท่ากับ 0.82
ผลการวิจัยพบว่า ชุมชนที่มีความพร้อมต่อการพัฒนาเป็นชุมชนแห่งการเรียนรู้ระดับ "ปานกลาง" มีจำนวน 77 แห่ง และความพร้อมระดับ "มาก" มีจำนวน 44 แห่ง ส่วนชุมชนที่มีความเป็นชุมชนแห่งการเรียนรู้ระดับ "ปานกลาง" มี 95 แห่ง และมีความเป็นชุมชนแห่งการเรียนรู้ระดับ "มาก" มี 26 แห่ง ตามลำดับ โดยไม่พบชุมชนที่มีความพร้อมและระดับความเป้นชุมชนแห่งการเรียนรู้ในระดับ "น้อย" เมื่อตรวจสอบพบว่า ผลการวิจัยสอดคล้องกับผลการประกวดองค์การปกครองส่วนท้องถิ่นที่จัดโดยองค์กรภาครัฐหลายแห่ง |

The objective of this research are to evaluate the readiness for developing the community to the learning community and evaluate the learning community level of the community in Chanthaburi province and Trat province. By definition that the community is a group of people living in the area of Subdistrict Administrative Organization or one of its municipalities in Chanthaburi province and Trat province. To provide consistent and useful results when applies to the local administration of Thailand.
The instruments are the readiness for developing to the learning community test and the learning community level test. All tests are generated by study and analysis of the indications from 2 learning communities prototype, Bangsakeaw community in chanthaburi province and Maireang community in nakon sri thammarat province. After that prove the validity by community specialist, try out and adjust, finally get the test with reliability of cronbach's alpha coefficient = 0.82.
The research results showed that there are 77 communities in medium level readiness and 44 communities in high level readiness for develop to learning community. There are 95 communities in medium level and 35 communities in hight level for learning community. No find communities in low readiness and learning community level. We finds that the research results were consistent with the results of the local organization contest by many government organizations. |
