การจัดการสารสนเทศและการบริการสารสนเทศขององค์การบริหารส่วนตำบลในภาคตะวันออก

Abstract

องค์การบริหารส่วนตำบลเป็นองค์การที่มีตัวแทนในท้องถิ่นบริหารจัดการ มีสารสนเทศที่ใช้ในการจัดการเป็นของตัวเอง แต่ยังไม่มีการพัฒนาเพื่อจัดการระบบสารสนเทศให้ตอบสนองความต้องการขององค์การและชุมชนได้ งานวิจัยนี้จึงศึกษาสภาพและความพร้อมของระบบสารสนเทศเพื่อพัฒนาระบบสารสนเทศที่ทำงานด้วยคอมพิวเตอร์ทั้งระบบ เป็นวิจัยเชิงคุณภาพ ผลการศึกษาพบว่า องค์การบริหารส่วนตำบลในภาคตะวันออกมีลักษณะร่วมกันด้านโครงสร้างการบริหารงาน ข้อมูลสารสนเทศ บริการสารสนเทศ ระบบสารสนเทศมีทั้งที่มีความพร้อมและไม่มีความพร้อม ที่เกิดจากขนาด ที่ตั้ง และความต่อเนื่องการดำรงตำแหน่งของนายกองค์การบริหารส่วนตำบล จากการค้นพบนี้ได้มีการนำมาอภิปรายถึงความเหมาะสมในการพัฒนาระบบสารสนเทศ ดังนั้น องค์การบริหารส่วนตำบลต้องเร่งพัฒนาการให้บริการสารสนเทศที่เป็นรัฐบาลอิเล็กทรอนิกส์ตามโครงสร้างพื้นฐานที่มีและที่ได้รับการสนับสนุนจากส่วนกลาง Sub-district Administration Organization is a type of local organization. It's administered by local representative. In administration, it owns information by itself. However, there have not been information management development to satisfy the organizations and communities. This research, therefore, is to study generalities and readiness of SAOs' information system for developing computerized information system. It was carried out bu a qualitative approach. The study found that SAOs in the Eastern part of Thailand have common characteristics in administrative structure, information structure, and information service. In addition, the occurrence of the readiness and unreadiness of their information system come from their size, location, continued in holding the post of Chief Executive of the SAO. The findings are discussed in suitability of information system development.
