| dc.description.abstract | การจัดการด้านสาธารณสุขและการบริหารจัดการพัฒนาท้องถิ่นด้านต่าง ๆ มีทิศทางที่จะกระจายไปอยู่ในความรับผิดชอบขององค์กรปกตรองส่วนท้องถิ่นมากขึ้นตามลำดับ การศึกษานี้จึงมีวัตถุประสงค์ เพื่อศึกษาสภาพทั่วไปและความคิดเห็นการดำเนินกิจกรรมด้านสาธารณสุข รวมถึงศึกษาความสัมพันธ์ของสภาพทั่วไป ความคิดเห็นและการดำเนินกิจกรรมกับสถานการณ์การจัดการด้านสาธารณสุขในพื้นที่องค์การบริหารส่วนตำบล ในช่วงเดือนมีนาคม – กันยายน 2546 สุ่มเลือกพื้นที่ศึกษาแบบเจาะจง (Purposive Sampling) ในพื้นที่องค์การบริหารส่วนตำบลชั้นที่ 1 ชั้นที่ 2 ชั้นที่ 3 ชั้นที่ 4 และชั้นที่ 5 ชั้นละ 1 แห่ง และสุ่มเก็บข้อมูลในกลุ่มผู้มีส่วนได้ส่วนเสียกับการจัดการด้านสาธารณสุขทุกภาคส่วน โดยสุ่มแบบเจาะจง (Purposive Sampling) และแบบชั้นภูมิ (Stratified Sampling) ซึ่งสามารถเก็บข้อมูลได้ 422 ราย หลังจากนั้นนำข้อมูลมาวิเคราะห์ และสรุปอภิปรายสถานการณ์ต่อไป ผลการศึกษา พบว่า ระดับสถานการณ์ของสภาพทั่วไปมนการพัฒนาสุขภาพในชุมชน ในเรื่องภูมิหลังของการพัฒนาสุขภาพและอนามัยชุมชน คุณภาพชีวิต นโยบายสุขภาพของประเทศและการบริหารท้องถิ่น และสื่อมวลชน อยู่ในระดับสูงเป็นส่วนใหญ่ (ร้อยละ 50.5, 50.2, 48.6 และ 89.8 ตามลำดับ) ส่วนเรื่องแนวโน้มการเปลี่ยนแปลงของปัญหา ทรัพยาการด้านสุขภาพ สุขภาพทางเลือก และสภาพสิ่งแวดล้อมทางสังคม อยู่ในระดับปานกลางเป็นส่วนใหญ่ (ร้อยละ 49.8, 73.2, 50.7 และ 58.5 ตามลำดับ) สำหรับระดับสถานการณ์ของความคิดเห็นและการดำเนินกิจกรรมเกี่ยวกับการพัฒนาสุขภาพในชุมชน ในเรื่อง การรับรู้สิ่งใหม่ๆ ด้านสุขภาพ และจิตสำนึกในการพัฒนาสุขภาพ อยู่ในระดับสูงเป็นส่วนใหญ่ (ร้อยละ 77.0 และ 48.6 ตามลำดับ) ส่วนเรื่อง ความสนใจด้านสุขภาพ ความรู้ใหม่ ๆ ด้านสุขภาพนาสุขภาพ ความตั้งใจในการพัฒนาสุขภาพ และความจำเป็นด้านสุขภาพ อยู่ในระดับปานกลางเป็นส่วนใหญ่ (ร้อยละ 67.3, 55.9, 79.1, 60.0 และ 38.2 ตามลำดับ) และสำหรับระดับของสถานการณ์การจัดการด้านสาธารณสุขในชุมชม อยู่ในระดับสูงเป็นส่วนใหญ่ (ร้อยละ 49.3) จากการวิเคราะห์ความสัมพันธ์ระหว่างประเด็นต่าง ๆ ของสภาพทั่วไปในการพัฒนาสุขภาพในชุมชม และความคิดเห็นและการดำเนินกิจกรรมเกี่ยวกับการพัฒนาสุขภาพในชุมชน กับสถานการณ์การจัดการด้านสาธารณสุขในชุมชน พบกว่า ทุกประเด็นดังกล่าวข้างต้น มีความสัมพันธ์กับสถานการณ์การจัดการด้านสาธารณสุขในชุมชนอย่างมีนัยสำคัญทางสถิติที่ระดับน้อยกว่า 0.001 (p < 0.001) ดังนั้น จากผลการศึกษา จึงควรส่งเสริมและเอื้ออำนวยให้ชุมชนและองค์กรปกครองส่วนท้องถิ่น มีสภาพทั่วไปในการพัฒนาสุขภาพ และมีความคิดเห็นและการดำเนินกิจกรรมเกี่ยวกับการพัฒนาสุขภาพในชุมชนของตนเองในประเด็นต่าง ๆ ดังกล่าวข้างต้นในมากยิ่ง ๆ ขึ้นไป รวมทั้งส่งเสริมให้ชุมชนและองค์กรปกครองส่วนท้องถิ่นมีความเข้มแข้งและมีศักยภาพในการพันามากขึ้นอย่างต่อเนื่องด้วย เพื่อจะได้สามารถดำเนินภารกิจด้านสุขภาพและการพัฒนาชุมชนด้านอื่น ๆ ไดโดยชุมชนท้องถิ่นเองต่อไป | th_TH |

| dc.description.abstractalternative | Public health management and other local development administration trend to increase decentralization to the responsible of local administration organization. The objective of this study is to examine the general status and opinion about health activities, and also to examine the relationship between status and opinion with the situation of health activities of sub-district administration organization area. The duration of this study is March-September 2003. The study areas were selected by purposive sampling from one of each level of sub-district administration organization level I, II, III, VI, and V. The samples were selected by purposive sampling and stratified sampling from the relevant persons who relate with health management in study areas. 422 samples were collected data. Then, analyse the data for presentation discussion and the situation. The results of the study showed that the situation’s level of general status of health development in community in term of history of health and community health development, level of quality of life, country health policy and local administration, mass communication were mostly in the high condition (50.5% 50.2% 48.6% and 89.8% respectively) ; trend of problem change, health resource, alternative health, social environment were mostly in the moderate condition (49.8% 73.2% 50.7% and 58.5% respectively). The situation’s level of opinion and process of health development activities in community in term of new perception on health, health development spiritual were mostly in the high condition (77.0% 48.6% respective) ; health interest, new health knowledge, health development idea, health development willingness, health needs were mostly in the moderate condition (67.3% 55.9% 79.1% 60.0% and 38.2% respective) The situation’s level of public health management in community was mostly in high condition (49.3%). The relationship between each variable of general status of health development in community, opinion and process of health development activities in community with the situation of public health management in community were significant relation (p < 0.001) in every variables of the study. From the results, there should be supports and motivation of communities and local administration organizations to have more general status of health development and more opinion and process of health development activities ; and also, support to the communities and local administration organization to have higher potential to implement health activities and development in the communities by the communities themselves. | en |
