dc.description.abstract	การวิจัยนี้เป็นการวิจัยและพัฒนา มีวัตถุประสงค์เพื่อพัฒนาระบบการพัฒนาสมรรถนะ ด้านเทคโนโลยสีารสนเทศและการสื่อสารเพื่อความมั่นคงปลอดภัยของสารสนเทศวัตถุประสงค์เฉพาะ ประกอบด้วย 1) ศึกษาความต้องการในการพัฒนาระบบการพัฒนาสมรรถนะ ด้านเทคโนโลยีสารสนเทศและการสื่อสารฯ 2) พัฒนาระบบการพัฒนาสมรรถนะด้านเทคโนโลยี สารสนเทศและการสื่อสารฯ 3) ทดสอบประสิทธิภาพของชุดพัฒนาความรู้ตามระบบการพัฒนา สมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสารฯ 4) ศึกษาความคิดเห็นของผู้เข้ารับการพัฒนาที่มีต่อการเรียนรู้ด้วยระบบการพัฒนาสมรรถนะด้านเทคโนโลยสีารสนเทศและการสื่อสารฯ และ 5) เพื่อประเมินและรับรองการพัฒนาสมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสารฯ โดยทรงคุณวุฒิกลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ 1) ผู้เชี่ยวชาญด้านเทคโนโลยีการศึกษา ด้านหลักสูตรและการสอน และด้านการรักษาความมั่นคงปลอดภัยของสารสนเทศ จำนวน 10 คน ได้มาโดยการคัดเลือกแบบเจาะจง (Purposive sampling) 2) ข้าราชการกองอำนวยการรักษาความมั่นคงภายในราชอาณาจักร จำนวน 30 คน ใช้วิธีการคัดเลือกด้วยวิธีการสุ่มอย่างมีระบบ (Systematic random sampling) และ 3) ผู้ทรงคุณวุฒิในการประเมินและรับรองระบบการพัฒนาสมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสารฯ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ 1) ระบบการพัฒนาสมรรถนะด้านเทคโนโลยสีารสนเทศและการสื่อสารเพื่อความมั่นคงปลอดภัยของสารสนเทศ 2) แบบสอบถามเพื่อสำรวจสภาพปัจจุบัน ปัญหาความคิดเห็น และความต้องการต้นแบบชิ้นงาน 3) แบบสัมภาษณ์ผู้ที่เกี่ยวข้อง 4 ) แบบทดสอบความรู้ก่อน และหลังเข้ารับการพัฒนา 5) แบบสอบถามความคิดเห็นของผู้เข้ารับการพัฒนาที่มีต่อระบบการพัฒนาสมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสารฯ และ 5) แบบประเมินเพื่อรับรองระบบการพัฒนาสมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสารฯ โดยผู้ทรงคุณวุฒิสถิติที่ใช้ในการวิเคราะห์ข้อมูล ประกอบด้วยค่าประสิทธิภาพ (E1/ E2) ค่าเฉลี่ย (X̅) ค่าร้อยละ ค่าส่วนเบี่ยงเบนมาตรฐาน (SD) และ t-test (Dependent samples) ผลการวิจัย พบว่า 1. ระบบการพัฒนาสมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสารเพื่อความมั่นคงปลอดภัยของสารสนเทศ ประกอบด้วย 6 องค์ประกอบ ได้แก่ 1) การวิเคราะห์บริบท 2) การตรวจสอบความพร้อมของปัจจัยนำเข้า 3) การเรียนรู้เนื้อหาที่เกี่ยวข้อง 4) การแลกเปลี่ยนประสบการณ์และสะท้อนผลการเรียนรู้ 5) การประเมินผลระบบการพัฒนาสมรรถนะ ด้านเทคโนโลยีสารสนเทศและการสื่อสารฯ และ 6) การตรวจสอบและปรับปรุงระบบ 2. ชุดพัฒนาความรู้ตามระบบการพัฒนาสมรรถนะด้านเทคโนโลยีสารสนเทศ และการสื่อสารฯ มีค่าประสิทธิภาพ E1/ E2 =85.74/ 86.33 เป็นไปตามเกณฑ์ที่กำหนด 3. ผู้เข้ารับการพัฒนามีความคิดเห็นต่อการเรียนรู้ตามกระบวนการของระบบการพัฒนาสมรรถนะด้านเทคโนโลยสีารสนเทศและการสื่อสารฯ อยู่ในระดับเห็นด้วยมากที่สุด (X̅ = 4.50) 4. ผู้ทรงคุณวุฒิประเมินและรับรองระบบการพัฒนาสมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสารฯ อยู่ในระดับ เหมาะสมมากที่สุด (X̅ = 4.81)

dc.description.abstractalternative	This research was a research and development. It was aimed to develop the ICT competency development system on the information security for directorate of information and communication. The specific purposes were; 1) to study the need for the ICT competency development system on the information security for directorate of information and communication, 2) to develop the ICT competency development system on the information security for directorate of information and communication, 3) to examine the efficiency of the ICT competency development system on the information security for directorate of information and communication kit, 4) to study the participants’ opinions towards learning from the ICT competency development system on the information security for directorate of information and communication kit, and 5) to evaluate and certify the ICT competency development system on the information security for directorate of information and communication by the experts. The research samples were; 1)10 experts from educational technology field, curriculum and instructions field, and information security field. They were selected by using purposive sampling, 2)30 government officials from the Internal Security Operations Command. They were selected by using Systematic random sampling and 3)Five experts in ICT competency development system on the information security for directorate of information and communication. The research instruments were; 1) the ICT competency development system on the information security for directorate of information and communication, 2) the questionnaire on the actual situation, the problem, the opinion, and the need of a prototype, 3) the interviewing form, 4) the pre-test and post-test, 5) the questionnaire on the participants’ opinion towards the ICT competency development system on the information security for directorate of information and communication, and 6) the evaluation form to certify the ICT competency development system on the information security for directorate of information and communication by the experts. The statistic used in this research were (E1/ E2), Mean (X̅), Percent, Standard deviation (SD), and t-test (dependent samples) the research results were as follows; 1. The ICT competency development system on the information security for directorate of information and communication consisted of 6 components. They were;1) Context Analysis, 2) Input availabilitychecking, 3) related content learning, 4) experience exchange and feedback, 5) evaluation of the ICT competency development system on the information security for directorate of information and communication, and 6) Systems Auditing and development. 2. The ICT competency development system on the information security for directorate of information and communication kit possessed the efficiency E1/ E2= 85/ 85. Its efficiency was at 85.74/ 86.33. 3. The participants’ opinion towards the learning from the ICT competency development system on the information security for directorate of information and communication kit was at a highest level (X̅ = 4.50). 4. The experts evaluated and certified the the ICT competency development system on the information security for directorate of information and communication at a highest level (X̅ = 4.81)
