dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบระดับความเข้าใจเกี่ยวกับ การจัดซื้อจัดจ้าง และการบริหารพัสดุภาครัฐ พ.ศ. 2560 ของผู้ปฏิบัติงานด้านการเงินและด้านพัสดุ มหาวิทยาลัยบูรพา จำแนกตามสถานภาพผู้ปฏิบัติงาน ประสบการณ์การทำงาน และระดับการศึกษา กลุ่มตัวอย่างที่ใช้ ได้แก่ บุคลากรผู้ปฏิบัติงานด้านการเงินและด้านพัสดุ มหาวิทยาลัยบูรพา โดยการสุ่มตัวอย่างตามตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie and Morgan (1970, pp. 608-610) ได้กลุ่มตัวอย่าง จำนวน 127 คน ด้วยวิธีสุ่มแบบแบ่งชั้น (Stratifild random sampling) เครื่องมือ ที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถามมาตราส่วนประมาณค่า (Rating scale) 5 ระดับ ค่าอำนาจจำแนกรายข้ออยู่ระหว่าง .24 - .64 และมีค่าความเชื่อมั่น เท่ากับ .90 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าเฉลี่ย ( ) ค่าความเบี่ยงเบนมาตรฐาน (SD) การทดสอบค่าที (t-test) และการวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) ผลการวิจัยพบว่า 1. บุคลากรผู้ปฏิบัติงานด้านการเงินและด้านพัสดุ มหาวิทยาลัยบูรพา มีระดับความเข้าใจเกี่ยวกับการจัดซื้อจัดจ้าง และการบริหารพัสดุภาครัฐ พ.ศ. 2560 โดยรวมและรายด้าน อยู่ในระดับมาก โดยเรียงลำดับจากค่าเฉลี่ยมากไปหาน้อย คือ ด้านการจัดซื้อจัดจ้าง ด้านการบริหารสัญญาและการตรวจรับพัสดุ ด้านการบริหารพัสดุ และด้านการทำสัญญา ตามลำดับ 2. ผลการเปรียบเทียบระดับความเข้าใจเกี่ยวกับการจัดซื้อจัดจ้าง และการบริหารพัสดุภาครัฐ พ.ศ. 2560 ของผู้ปฏิบัติงานด้านการเงินและด้านพัสดุ มหาวิทยาลัยบูรพา โดยจำแนกตามสถานภาพผู้ปฏิบัติงาน ประสบการณ์การทำงาน และระดับการศึกษา พบว่า โดยรวมและรายด้านทุกด้าน แตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ

dc.description.abstractalternative	This research aimed to study and compare the level of understanding of Governmental procurement and supplies Management Act, B.E. 2560 of finance and Purchasing officers at Burapa University as classified by worker status, working experience, and education background. The sample used in this study was 127 Finance and Purchasing officers working at Burapa University. The criteria used to determine the size of the sample was suggested based on Krejcie & Morgan’s table. The data collection instrument used in this research was a five-point scale questionnaire. The item discriminative power of this questionnaire was between .24-.64 and the reliability was .90. The statistics used to analyze the data was Mean ( ), Standard Deviation (SD), t - test and One-way ANOVA. This study revealed that: 1. The level of understanding of Governmental procurement and supplies Management Act, B.E. 2560 of Finance and Purchasing officers at Burapa University, as a whole and each aspect, was found at a high level. The understanding can be respectively put in order from high to low as Purchasing, Contract management and Checking Supplies, Package Management, and Contracting. 2. A comparison of the level of understanding of Governmental procurement and supplies Management Act, B.E. 2560 of finance and Purchasing officers at Burapa University Showed that there was no statistically significant difference concerning the understanding of Governmental Procurement and Supplies Management Act, B.E. 2560 among Financial and Purchasing officers having different work status, work experience and education background.
