dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาและศึกษาผลการใช้รูปแบบการบริหารแบบมีส่วนร่วมของโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ด้วยวิธีการวิจัยแบบผสม (Mixed methods) ดำเนินการวิจัย 4 ขั้นตอน ประกอบด้วย 1) การวิเคราะห์เอกสารและ การสัมภาษณ์เชิงลึกเรื่องสภาพปัจจุบันปัญหาของการบริหารแบบมีส่วนร่วมของโรงเรียนประถมศึกษาขนาดเล็กกับผู้บริหาร คณะครู และคณะกรรมการสถานศึกษาของโรงเรียนกลุ่มเป้าหมาย เพื่อเป็น กรอบแนวคิดในการร่างรูปแบบการบริหารแบบมีส่วนร่วม 2) การพัฒนารูปแบบโดยใช้การอภิปรายกลุ่ม (Focus group discussion) กับกลุ่มผู้เชี่ยวชาญ 3) การประเมินความเหมาะสมของรูปแบบด้วยแบบสอบถามความคิดเห็นจากกลุ่มเป้าหมาย และ 4) การทดลองใช้รูปแบบกับกลุ่มเป้าหมาย ผลการวิจัย พบว่า รูปแบบการบริหารแบบมีส่วนร่วมของโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ประกอบด้วย องค์ประกอบสำคัญ 4 ส่วน ได้แก่ ส่วนที่1 ผู้มีส่วนร่วมในการบริหารจัดการสถานศึกษา ประกอบด้วย กลุ่มบุคคล 2 กลุ่ม ได้แก่ 1) คณะกรรมการบริหารงานสถานศึกษา และ 2) ผู้สนับสนุนการบริหารงานสถานศึกษา ส่วนที่ 2 กระบวนการของการบริหารแบบมีส่วนร่วม ประกอบด้วย การมีส่วนร่วม 5 ขั้นตอน ได้แก่ 1) ร่วมวางแผน 2) ร่วมตัดสินใจ 3) ร่วมปฏิบัติ 4) ร่วมประเมินผล และ 5) ร่วมรับผลประโยชน์ ส่วนที่ 3 ขอบข่ายการบริหารงานของสถานศึกษา ประกอบด้วย กรอบภาระงาน 4 งาน ได้แก่ 1) การบริหารงานวิชาการ 2) การบริหารงานบุคคล 3) การบริหารงานงบประมาณ และ 4) การบริหารงานทั่วไปและส่วนที่ 4 เป้าหมายของการบริหารแบบมีส่วนร่วม ประกอบด้วย คุณภาพสถานศึกษา 3 ด้าน ได้แก่ 1) ด้านนักเรียน 2) ด้านครู และ 3) ด้านการบริหารจัดการผลการประเมินการใช้รูปแบบการบริหารแบบมีส่วนร่วมของโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน โดยการสอบถามความคิดเห็นของกลุ่มเป้าหมายที่ทดลองใช้รูปแบบ พบว่า ความคิดเห็นต่อ ผลการดำเนินงานทั้งด้านการมีส่วนร่วมและด้านผลการพัฒนาคุณภาพสถานศึกษา โดยรวมอยู่ในระดับมาก

dc.description.abstractalternative	The purposes of the research were to develop and study the result of the development of a participative management model of small size primary schools under the Office of Basic Education Commission by using mixed methods research. There were 4 steps of research processes 1) analyzing the documents and in-depth interview on the problems of participative management model of small size primary schools with the administrator’s teachers and school boards of the target school group to be the framework of a participative management 2) developing the model by used focus group discussion with the professional group 3) assessing the model by using questionnaire with the target group, and 4) implementing the model. The instruments used in the study were; 1) operating guide book 2) the questionnaire on the performance. The percentage, mean, and standard deviation were used for data analysis. The results of research were as follows; 1. A participative management model of small size primary schools under the office of basic education commission consisted of 4 elements, first element; the participant of school administration consisted of 2 groups of people; 1) the administration committee, and 2) the supporter of school administration. Second element; the process of participative management consist of 5 steps; 1) joined plan 2) joined decision 3) joined operation 4) joined assessment, and 5) joined the benefit. Third element; school administration scope, consisted of 4 functions they were; 1) the academic administration 2) the personnel administration, 3) budget and financial administration, and 4) general administration. Fourth element; Quality target of participative management, consisted of 3 parts of school quality; 1) students 2) teachers and 3) management and the appropriate model possible and the advantage were satisfied in the total. 2. The result of assessment of the developed participative management model with the questionnaire. It revealed that the opinion with the performance both of participative management and the result of school quality development were at high level.
