dc.description.abstract	งานวิจัยนี้มุ่งศึกษาศักยภาพในการจัดการงานก่อสร้างของเทศบาลในจังหวัดฉะเชิงเทรา โดยใช้ระเบียบวิธีวิจัยเชิงสํารวจ งานวิจัยเริ่มจากการออกแบบแบบสอบถาม และส่งไปยังผู้มีหน้าที่เกี่ยวข้องกับการจัดการงานก่อสร้างของเทศบาลในจังหวัดฉะเชิงเทรา จํานวน 26 แห่ง โดยมุ่งเน้น ศึกษาด้านปัญหาและอุปสรรคในการจัดการงานก่อสร้างจากการวิเคราะห์เชิงสถิติ พบว่า ปัญหาที่สำคัญ คือ ปัญหาด้านทรัพยากรที่ขาดแคลน คือ ขาดแคลนบุคลากร เครื่องมือ/ เครื่องจักร และการจัดสรรงบประมาณ และยานพาหนะประเภทรถยนต์และจากการสํารวจปัญหาและอุปสรรค พบว่า ปัญหาที่มีนัยสําคัญมากที่สุด 3 ประการ คือ ความสามารถในการกำหนดรายละเอียดของงาน (TOR) ความสามารถในการจัดสรรงบประมาณเพื่อใช้ในการก่อสร้าง และความสามารถในการจัดสรรงบประมาณเพื่อใช้ในการบํารุงรักษาเครื่องมือและสิ่งก่อสร้างจากการวิเคราะห์ พบว่า กลุ่มเทศบาลที่มีความสามารถในการจัดการงานก่อสร้างสูง ได้แก่ เทศบาลตําบลบางวัวคณารักษ์ เทศบาลตําบลท่าข้าม เทศบาลตําบลบ้านซ่อง เทศบาลตําบลพนมสารคาม และเทศบาลตําบลท่าสะอ้าน

dc.description.abstractalternative	This research studies the potential in the construction management of the municipalities in the Chachoengsoa Province. Using survey research method, the survey was started from the questionnaire design and was sent to the persons responsible for management of construction work in the 26 municipalities in ChachoengsoaProvince. The focus is on problems and obstacles in construction management. From statistical analysis, it is found that the problem is the lack of resources. The shortage of personnel, tools/ machines, budget allocation, and vehicles. The three most important problems and obstacles are the ability to define the task, ability to allocate budget for construction and the ability to allocate budgets for maintenance of tools and structures. From the analysis, it was found that the municipalities with high construction management ability were Bangwua Kanarak, Tha Kham, Bangsong, Phanom Sarakham and Tambon Tasa-an Municipalities.
