dc.description.abstract	การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาการมีส่วนร่วมและแนวทางพัฒนาการมีส่วนร่วม ในการบริหารสถานศึกษาของคณะกรรมการสถานศึกษาขั้นพื้นฐานของโรงเรียน จังหวัดสระแก้ว สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 จำแนกตามขนาดโรงเรียน อาชีพ และอายุ กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ คณะกรรมการสถานศึกษาขั้นพื้นฐานของโรงเรียน จังหวัดสระแก้ว สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 จำนวน 125 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ มีค่าอำนาจจำแนกรายข้อระหว่าง 0.32-0.95 และค่าความเชื่อมั่นทั้งฉบับ 0.95 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ( ) ความเบี่ยงเบนมาตรฐาน (SD) และการวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) และทดสอบความแตกต่างรายคู่โดยวิธีการของ เชฟเฟ่ (Scheffe’ test) ผลการวิจัยพบว่า 1. การมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานของโรงเรียน จังหวัดสระแก้ว สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 โดยรวมและรายด้านอยู่ในระดับมาก 2. การมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานของโรงเรียน จังหวัดสระแก้ว สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 จำแนกตามขนาดโรงเรียน อาชีพและอายุ โดยรวมแตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ 3. แนวทางพัฒนาการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานของโรงเรียน จังหวัดสระแก้ว สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 7 มีดังนี้ 3.1 ด้านการบริหารงานวิชาการ ควรพัฒนาด้านหลักสูตรให้กับครูและบุคลากรในสถานศึกษา และพัฒนาครูด้านการจัดการเรียนการสอนโดยเน้นผู้เรียนเป็นสำคัญ การจัดกิจกรรม ที่หลากหลาย โดยจัดอบรมให้ความรู้แก่ครูและบุคลากรในสถานศึกษา 3.2 ด้านการบริหารงานงบประมาณ ควรมีการร่วมกันวางแผนการบริหารงบประมาณประจำปีของสถานศึกษา โดยใช้ข้อมูลสารสนเทศคือรายงานประจำปี SAR มาพิจารณาในการวางแผน และร่วมจัดหางบประมาณสนับสนุนสถานศึกษาโดยระดมจากภาคเอกชน ชุมชน ศิษย์เก่า เพื่อช่วยเหลือสนับสนุนงบประมาณที่นำมาใช้ในการพัฒนาคุณภาพการศึกษา 3.3 ด้านการบริหารงานบุคคล ควรมีการกำหนดระเบียบและแนวทางปฏิบัติสำหรับครูและบุคลากรในสถานศึกษา เพื่อให้ครูได้ปฏิบัติตามวินัยและการรักษาวินัยได้อย่างถูกต้อง การเสริมสร้างประสิทธิภาพในการปฏิบัติราชการของบุคลากร และส่งเสริมการจัดกิจกรรมสร้างขวัญและกำลังใจ เพื่อให้ครูและบุคลากรในโรงเรียนมีความรักความสามัคคีในหมู่คณะพร้อมที่จะเป็นครูเพื่อให้ความรู้แก่นักเรียน 3.4 ด้านการบริหารงานทั่วไป ควรช่วยกันในการดูแลซ่อมแซมอาคารสถานศึกษาสถานที่ให้พร้อมต่อการจัดการศึกษา และมีส่วนร่วมในการสนับสนุน วัสดุอุปกรณ์จากชุมชนเข้ามาจัดการศึกษา ด้านประกันคุณภาพภายในสถานศึกษา บทบาทในแสดงความคิดเห็นและเสนอแนะ ในการจัดทำแผนกลยุทธ์ แผนปฏิบัติการประจำปี และการรายงานผลการดำเนินงานประจำปีของสถานศึกษา SAR เพื่อนำมาเป็นข้อมูลสารสนเทศในการกำหนดทิศทางการพัฒนาคุณภาพการศึกษาให้เป็นรูปธรรม

dc.description.abstractalternative	This research aims to study the participation and guidelines for the development of participation in school administration of the Basic education commission in Sakaeo Province under the Secondary Educational Service Area Office7 as classified by school size, occupation, and age of the sample group. The sample of this research was 125 Basic education commission people in Sakaeo Province under the Secondary Educational Service Area Office7. The instrument used for data collection was a 5-level rating scale questionnaire with the item discrimination power between 0.32 to 0.95. The reliability of this questionnaire was 0.95. Statistics employed for data analysis included Means, Standard Deviation One-way ANOVA and Scheffe' Test. The finding as follows: 1. Participation of people of Basic education commission in Sakaeo Province under the Secondary Educational Service Area 7, in overall and each aspect, was rated at a high level. 2. By comparing mean of school size, occupation, and age of the sample, this study reports no statistically significant difference. 3. Guidelines for the development of the participation in school administration of Basic education commission of schools in Sakaeo Province under the Secondary Educational Service Area Office7 were presented as follows: 3.1 Academic affairs administration: The schools should organize some training programs to ensure teachers’ understanding about curriculum and how to offer student based learning activities. 3.2 Budget Management: School should work together with teachers and Educational personnel in planning the annual budget according to SAR information recorded in their computer system. The schools should plan to arrange some activities to raise funds which could be oftained from the contribution of private sectors, communities, and alumni so that they could have alternative of budget to support and in the level of their educational quality. 3.3 Personnel management: regulations and guidelines for teachers and personnel in schools should be established, so that teachers could refer and be informed their correct codes of conduct. In addition, effectiveness of personnel operations should be supported. Activities for building morale should be promoted, so that the teachers and educational personnel in the schools will unite and be ready for teaching their students. 3.4 General Administration: buildings should be taken care of and fixed, so the buildings will be ready for used. There should be the participation from the communities in supporting materials and tools for educational management, the participation in internal quality assurance within the schools such as suggestions in making strategic plans annual action plans, and SAR in order to utilize as the IT information for determining the concrete guidelines for educational development should be promoted.
