dc.description.abstract	การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบสมรรถนะการใช้เทคโนโลยีสารสนเทศและการสื่อสารของครูในสถานศึกษา สังกัดเทศบาลเมืองพนัสนิคม จังหวัดชลบุรี จำแนกตามเพศ อายุ และระดับการศึกษา กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ครูในสถานศึกษา สังกัดเทศบาลเมืองพนัสนิคม จังหวัดชลบุรี ปีการศึกษา 2559 จำนวน 70 คน ใช้วิธีการเลือก กลุ่มตัวอย่างแบบแบ่งชั้น เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตราส่วนประมาณค่าชนิด 5 ระดับ มีค่าอำนาจจำแนกระหว่าง 0.36-0.89 และได้ค่าความเชื่อมั่นของแบบสอบถามเฉลี่ยทั้งฉบับเท่ากับ .98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ( ) ค่าเบี่ยงเบนมาตรฐาน (SD) การทดสอบค่าที (t-test) และการวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) และ เมื่อพบว่า มีความแตกต่างอย่างมีนัยสำคัญทางสถิติ จึงดำเนินการทดสอบความแตกต่างเป็นรายคู่โดยใช้วิธีการของเชฟเฟ (Scheffe’ method) ผลการวิจัย พบว่า 1. สมรรถนะการใช้เทคโนโลยีสารสนเทศและการสื่อสารของครูในสถานศึกษา สังกัดเทศบาลเมืองพนัสนิคม จังหวัดชลบุรี โดยรวมอยู่ในระดับมาก 2. เปรียบเทียบสมรรถนะการใช้เทคโนโลยีสารสนเทศและการสื่อสารของครูในสถานศึกษา สังกัดเทศบาลเมืองพนัสนิคม จังหวัดชลบุรี จำแนกตามเพศ โดยรวมและรายด้าน มีสมรรถนะการใช้เทคโนโลยีสารสนเทศและการสื่อสารแตกต่างกัน อย่างไม่มีนัยสำคัญทางสถิติ 3. เปรียบเทียบสมรรถนะการใช้เทคโนโลยีสารสนเทศและการสื่อสารของครูในสถานศึกษา สังกัดเทศบาลเมืองพนัสนิคม จังหวัดชลบุรี จำแนกตามระดับการศึกษา โดยรวมและด้านการปฏิบัติงานโดยใช้เทคโนโลยีสารสนเทศพื้นฐาน ด้านการใช้เทคโนโลยีสารสนเทศกับ การเรียนการสอน ด้านการใช้เทคโนโลยีสารสนเทศพัฒนาตนเองและวิชาชีพ พบว่า ระดับการศึกษาต่างกัน มีสมรรถนะการใช้เทคโนโลยีสารสนเทศและการสื่อสารแตกต่างกัน อย่างมีนัยสำคัญทางสถิติ ที่ระดับ .01 ส่วนด้านการใช้เทคโนโลยีสารสนเทศถูกต้องตามกฎหมาย แตกต่างกัน อย่างไม่มีนัยสำคัญทางสถิติ 4. เปรียบเทียบสมรรถนะการใช้เทคโนโลยีสารสนเทศและการสื่อสารของครูในสถานศึกษา สังกัดเทศบาลเมืองพนัสนิคม จังหวัดชลบุรี จำแนกตามอายุ โดยรวม พบว่า อายุต่างกัน มีสมรรถนะการใช้เทคโนโลยีสารสนเทศและการสื่อสารแตกต่างกัน อย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 เมื่อพิจารณารายด้าน พบว่า ด้านการปฏิบัติงานโดยใช้เทคโนโลยีสารสนเทศพื้นฐาน แตกต่างกัน อย่างมีนัยสำคัญทางสถิติ ที่ระดับ .01 ส่วนด้านการใช้เทคโนโลยีสารสนเทศถูกต้องตามกฎหมาย จริยธรรมจรรยาบรรณและปลอดภัย ด้านการใช้เทคโนโลยีสารสนเทศกับการเรียนการสอน และด้านการใช้เทคโนโลยีสารสนเทศพัฒนาตนเองและวิชาชีพ แตกต่างกัน อย่างไม่มีนัยสำคัญทางสถิติ

dc.description.abstractalternative	The purpose of this study was to study and compare the performance of ICT teachers in schools under the municipality of Phanat Nikhom Chonburi Province by sex, age and education. The samples used in this study were 70 teachers in educational institutions under the Municipality of Phanat Nikhom Chonburi Province during the 2016 academic year. Stratified sampling method was used to identify the participants. The instruments used in the study was a 5-level scale questionnaire with the discriminative power between 0.36-0.89 and the reliability of the average questionnaire of .98. The statistics used for data analysis were Mean ( ), Standard Deviation (SD), t-test, and One-way ANOVA. In addition Scheffe 'Method was used in this study to test the individual differences. 1. Competency regarding information technology and communication of teachers in schools under Metropolitan Municipality Phanatnikhom Chonburi province, in overall, was at a very high level. 2. The comparison of information technology and communication skills of teachers in educational institutions under the Municipality of Phanat Nikhom Chonburi Province classified by gender, in overall and individual aspect, showed no statistical significant difference. 3. The comparison of information technology and communication skills of teachers in educational institutions under the Municipality of Phanat Nikhom Chonburi Province classified by educational level, in overall and operational aspects of showed statistically significant different at 0.01 level. On the use of information technology, self-development and profession, it was found that the educational level was different. The ability to When comparing ability to use information technology of teachers, this study reported no significantly different. 4. The comparison of information technology and communication skills of teachers in educational institutions under the Municipality of Phanat Nikhom Chonburi Province classified by teachers’ age this study found that teachers with different age had different ability in using information and communication technology. This study reported statistical significant difference at the .05 level. On the other hand, it was found that the performance of using information technology was statistically significantly different at .01 level.
