dc.description.abstract	การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาสามปีของเทศบาลนครแหลมฉบัง อำเภอศรีราชา จังหวัดชลบุรี และ (2) เปรียบเทียบระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาสามปีของเทศบาลนครแหลมฉบัง อำเภอศรีราชา จังหวัดชลบุรี จำแนกตาม เพศ อายุ ระดับการศึกษา อาชีพ และรายได้ กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ หัวหน้าครัวเรือนหรือตัวแทนครัวเรือนที่อาศัยอยู่ภายในชุมชนทั้ง 23 ชุมชน ในเขตพื้นที่ของเทศบาลนครแหลมฉบัง จำนวน 398 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ส่วนการทดลองสมมติฐาน ใช้ค่าสถิติ t-test และ One-way ANOVA และทำการทดสอบความแตงต่างรายคู่ด้วยวิธี Scheffe ผลการศึกษา พบว่า (1) การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาสามปีของเทศบาลนครแหลมฉบัง อำเภอศรีราชา จังหวัดชลบุรี พบว่า โดยรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้าน พบว่า อยู่ในระดับปานกลางทุกด้าน เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อยได้ ดังนี้ ด้านการมีส่วนร่วมในผลประโยชน์อันดับแรก รองลงมา คือ ด้านการมีส่วนร่วมในการตัดสินใจ ด้านการมีส่วนร่วมในการปฏิบัติการ และด้านการมีส่วนร่วมในประเมินผล ตามลำดับ (2) การเปรียบเทียบการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาสามปีของเทศบาลนครแหลมฉบัง อำเภอศรีราชา จังหวัดชลบุรี จำแนกตาม เพศ อายุ อาชีพ และรายได้ พบว่า ไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และจำแนกตามระดับการศึกษา พบว่า แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

dc.description.abstractalternative	The objectives of this research were: (1) to study the level of people’s participation in formulating the three-year development plan of Laem Chabang City Municipality, Sriracha District, Chonnuri Province, and; (2) to compare the level of people’s participation in formulating the three-year development plan of Laem Chabang City Municipality, Sriracha District, Chonburi Province as classified by gender, age, educational level, occupation, and monthly income. The sample used in this study was the head of households or representatives of households living within the 23 communities in the district of Laem Chabang City Municipality, totalling 398 people. The instrument used to collect the data was a questionnaire. The statistical tests used analyze the data included frequency, percentage, mean, and standard deviation. To test the research hypotheses, t-ttest and One-way ANOVA were administered and The Scheffe’ Method was used to test differences between pairs. The research results were as follows: (1) people’s participation in formulating the three-year development plan of Laem Chabang city Municipality, Sriracha District, Chonburi Province was rated overall at a moderate level. In considering all factors examined, it was found that all factors were ranked at a moderate level, in the following order: participation in benefits; participation in decision making; participation in implementation, and; participation in evaluation, respectively. (2) The results of a comparison of people’s participation in formulating the three-year development plan of Laem Chabang City Municipality, Sriracha District, Chonburi Province classified by gender, age, occupation, and monthly income showed no significant differencc with the level of statistical significance set at .05, but education had a level of statistical significance of .05.
