dc.description.abstract	การศึกษาเรื่องความต้องการและแนวทางการพัฒนาการให้การสนับสนุนสวัสดิการ ผู้สูงอายุขององค์การบริหารส่วนตำบลบางพระ อำเภอศรีราชา จังหวัดชลบุรี มีวัตถุประสงค์ 1) เพื่อศึกษาถึงความต้องการสวัสดิการของผู้สูงอายุในองค์การบริหารส่วนตำบลบางพระ อำเภอศรีราชา จังหวัดชลบุรี 2) เพื่อหาแนวทางการจัดสวัสดิการสังคมผู้สูงอายุในองค์การบริหารส่วนตำบล บางพระ อำเภอศรีราชา จังหวัดชลบุรี โดยทำการสัมภาษณ์ผู้ให้ข้อมูล ประกอบด้วย นายกองค์การบริหารส่วนตำบลบางพระ 1 คน พนักงานกองสวัสดิการองค์การบริหารส่วนตำบลบางพระ 1 คน และกลุ่มผู้สูงอายุ ได้แก่ ผู้สูงอายุระหว่าง 60 ปีถึง 69 ปี จำนวน 5 คน มีอายุระหว่าง 70 ปี ถึง 79 ปี จำนวน 4 คน และมีอายุระหว่าง 80 ปี ถึง 89 ปี จำนวน 1 คน รวมทั้งสิ้น 12 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสัมภาษณ์และทำการวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาและบรรยายเชิงพรรณนาตามประเด็นสำคัญตามแนวทางในการจัดสวัสดิการของผู้สูงอายุ ผลการศึกษาวิจัย พบว่า 1. ความต้องการสวัสดิการของผู้สูงอายุ 1) ด้านสุขภาพ คือ ต้องการรักษาสุขภาพฟรี และต้องการคำแนะนำด้านสุขภาพ 2) ด้านรายได้ คือ ต้องการมีรายได้เพิ่มขึ้นจากอาชีพเสริม 3) ด้านสังคม คือ ต้องการศูนย์กลางในการให้ความช่วยเหลือต่าง ๆ 4) ด้านเศรษฐกิจคือ ต้องการเบี้ยยังชีพที่เพียงพอต่อการดำรงชีวิต พร้อมทั้งถุงยังชีพ 5) ด้านนันทนาการ คือ ต้องการให้จัดสถานที่สำหรับออกกำลังกายและจัดทัศนศึกษานอกสถานที่ 6) ด้านสิ่งแวดล้อม คือ ต้องการสวนสุขภาพเพื่อใช้พักผ่อนหย่อนใจ 7) ด้านที่อยู่อาศัย คือ ต้องการศูนย์พักพิงสำหรับผู้ยากไร้และต้องการให้ซ่อมแซมที่อยู่อาศัยที่ชำรุดทรุดโทรม 2. แนวทางการพัฒนาสวัสดิการตามความต้องการของผู้สูงอายุ 1) ด้านสุขภาพ คือ รัฐบาลควรให้การสนับสนุนการรักษาพยาบาลฟรีสำหรับผู้สูงอายุที่มีอายุ 60 ปีขึ้นไป พร้อมทั้งคำแนะนำในการดูแลสุขภาพ 2) ด้านรายได้ คือ ควรมีศูนย์ข้อมูลอาชีพสำหรับผู้สูงอายุ 3) ด้านสังคม คือ ควรมีการจัดกิจกรรมรวมกลุ่ม และจัดตั้งศูนย์พัฒนาคุณภาพชีวิตให้กับผู้สูงอายุ 4) ด้านเศรษฐกิจคือควรมีการแจกเบี้ยยังชีพอย่างทั่วถึงและเป็นธรรม พร้อมทั้งแจกถุงยังชีพให้กับผู้สูงอายุที่มีฐานะยากจน 5) ด้านนันทนาการคือควรจัดกิจกรรมนันทนาการและทัศนศึกษาให้กับผู้สูงอายุ 6) ด้านสิ่งแวดล้อม คือ ควรมีสวนสุขภาพที่สวยงาม ร่มรื่นสำหรับผู้สูงอายุ 7) ด้านที่อยู่อาศัย คือ ควรมีการจัดตั้งศูนย์พักพิงให้กับผู้สูงอายุที่ไร้ญาติและจัดเจ้าหน้าที่ตรวจที่พักอาศัยเป็นประจำทุกปี 3. แนวทางการพัฒนาสวัสดิการของผู้บริหารในเขตองค์การบริหารส่วนตำบลบางพระ 1) ด้านสุขภาพ คือ เพิ่มช่องทางการรักษาและครอบคลุมโรคต่าง ๆ ด้วย พร้อมทั้งจัดหาผู้เชี่ยวชาญ มาให้คำแนะนำในการดูแลสุขภาพแก่ผู้สูงอายุ 2) ด้านรายได้ คือ จัดงบประมาณสำหรับเบี้ยยังชีพเพิ่มเติม และสนับสนุนให้ผู้สูงอายุมีอาชีพ 3) ด้านสังคม คือ จัดตั้งชมรมให้ผู้สูงอายุเพื่อใช้เป็นศูนย์กลางในการจัดกิจกรรม 4) ด้านเศรษฐกิจ คือ จัดงบประมาณในการดูแลผู้สูงอายุเพิ่มมากขึ้น 5) ด้านนันทนาการ คือ จัดกิจกรรมนันทนาการให้กับผู้สูงอายุ 6) ด้านสิ่งแวดล้อม คือ ปรับทิวทิศน์ของสวนสุขภาพให้มีความร่มรื่น 7) ด้านที่อยู่อาศัย คือ จัดตั้งศูนย์ช่วยเหลือพึ่งพิงสำหรับผู้สูงอายุ 4. แนวทางการพัฒนาสวัสดิการของเจ้าหน้าที่พนักงานฝ่ายสวัสดิการ 1) ด้านสุขภาพ คือ จัดหาผู้เชี่ยวชาญในเรื่องของการกินอาหารที่ถูกสุขลักษณะการดูแลสุขภาพ 2) ด้านรายได้ คือ จัดอาชีพเสริมเพื่อเพิ่มรายได้ให้กับผู้สูงอายุ 3) ด้านสังคม คือ จัดสถานที่เพื่อใช้ในการจัดกิจกรรม หรือตั้งชมรมให้แก่ผู้สูงอายุ 4) ด้านเศรษฐกิจ คือ ปรับเบี้ยยังชีพที่เพียงพอต่อการดำรงชีวิต 5) ด้านนันทนาการ คือ จัดกิจกรรมหรือโครงการต่าง ๆ สำหรับผู้สูงอายุ 6) ด้านสิ่งแวดล้อม คือ จัดทำสถานที่หรือจัดตั้งสโมสรสำหรับผู้สูงอายุ 7) ด้านที่อยู่อาศัย คือ จัดตั้งศูนย์พักพิงให้กับผู้สูงอายุพร้อมทั้งจัดเจ้าหน้าที่ดูแลซ่อมแซมบ้านเรือนให้กับผู้สูงอายุ

dc.description.abstractalternative	The purpose of this study was twofold. First, it aimed at examining needs for welfare support among the elderly, living in BangpraSub-district Administrative Organization, Amphoe Srirach, Chon Buri Province. Also, this study intended to propose guidelines for providing these elderly with welfare. The data were collected by using an interview technique. The informants participating in this study comprised the director of Bangpra Sub-district Administrative Organization, an employee working for a welfare division of Bangpra Sub-district Administrative Organization, 5 aging people, aged 60-65, 4 aging people, aged 70-79, and one aging people, aged 80-89. The descriptive analysis of the main focused points was conducted. The results of the study were as follows: 1. Regarding the welfare for health support, it was found that a free medical treatment, together with health care suggestions, was needed by the elderly. For financial support, they askedfor more amount of income from additional work. With reference to society, more centers providing helps were also needed. In terms of economy, adequate amount of living allowance, with livingsupplies, for the elderly should be provided. For the recreational aspect, more places for exercising were needed and a study trip should be organized. Regarding the environmental aspect, natural parks for relaxation should be established. Regarding the accommodation, shelters for the poor should be made available and the repairs for the elderly’s shattered accommodation should be arranged. 2. Regarding the guidelines for supporting welfare for the elderly, especially for health support, the government should provide these elderly, aged 60 onwards with a free medical treatment, together with health care suggestions. In terms of finance, career-related information centers should be introduced for the elderly. For the social aspect, special getting-together groups should be organized for the elderly, as well as establishing centers for life quality enhancement. Concerning the economic support, the distribution of living allowance, together with living supplies, should be widespread and fair. For the recreational aspect, activities and study trips should be organized for the elderly. Regarding the environmental aspect, beautiful and pleasant parks should be provided for the elderly. Concerning the accommodation, shelters for the elderly who were homeless should be provided; there should be house inspection for the purpose of repairs by the government officers for the elderly on a yearly basis. 3. With reference to the guidelines for developing welfare for the elderly as proposed by the administrators of Bangpra Sub-district Administrative Organization, especially for health support, additional channels for health care treatment should be introduced to cover treatments for various diseases, together with the provision of specialists for the elderly. Concerning the income, additional amount for living allowance should be provided for the elderly as well as encouraging them to do extra work in order to earn addition income. With reference to social aspect, a club for the elderly should be established in order to be used as a center for organizing recreational activities for them. Concerning the environment aspect, there should be a renovation of parks to make them more pleasant for the elderly. For the accommodation, a center for helping the elderly who were in needs should be made available. 4. Regarding the guidelines for developing welfare for the elderly as proposed by the officer working for the welfare division of Bangpra Sub-district Administrative Organization, especially for health support, a specialist in nutrition should be provided to give advice to these elderly to have healthy diet and hygiene. Concerning the income, extra work should be introduced to the elderly in order for them to earn additional income. For the social aspect, there should be a provision of venue for organizing activities for the elderly or establishing a club where they can meet with each other. Concerning the economic aspect, there should be an increase of living allowance for the elderly that was in line with the current cost of living. Regarding the recreational aspect, activities and projects should be organized for the elderly. Concerning the environmental aspect, there should be a provision of venue for organizing activities for the elderly. Regarding the accommodation, a center for helping the elderly who were in needs should be made available. Finally, there should be a project for house repairby the government officers for the elderly.
