dc.description.abstract	การวิจัยมีวัตถุประสงค์ เพื่อศึกษาความรู้ความเข้าใจและเพื่อเปรียบเทียบความรู้ ความเข้าใจ โดยจำแนกตามปัจจัยส่วนบุคคลได้แก่ เพศ อายุ ระดับการศึกษา รายได้เฉลี่ยต่อเดือน หน่วยงาน ตำแหน่งงาน และระยะเวลาในการทำงาน กลุ่มตัวอย่าง คือ พนักงานเมืองพัทยา จำนวน 343 คน ได้มาโดยวิธีการสุ่มแบบแบ่งชั้นภูมิ (Stratified random sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบทดสอบ สถิติที่ใช้ในการวิเคราะห์ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยเลขคณิต ค่าเบี่ยงเบนมาตรฐาน สถิติเชิงอนุมาน เปรียบเทียบค่าเฉลี่ยระหว่างตัวอย่างสองกลุ่มอิสระด้วย t-test วิเคราะห์ความแปรปรวนแบบทางเดียว (One-way ANOVA) กรณีพบความแตกต่างทำการทดสอบรายคู่ด้วยวิธีของ เชฟเฟ่ (Sheffe’) ผลการศึกษา พบว่า พนักงานเมืองพัทยาส่วนใหญ่มีความรู้ความเข้าใจต่อแผนยุทธศาสตร์การพัฒนา พ.ศ.2559-2563 อยู่ในระดับน้อย ผลการเปรียบเทียบความแตกต่างพบว่า พนักงานที่มีเพศระดับการศึกษารายได้เฉลี่ยต่อเดือน ตำแหน่งงาน และระยะเวลาในการทำงาน ต่างกัน มีความรู้ความความเข้าใจต่อแผนยุทธศาสตร์การพัฒนาไม่แตกต่างกัน ส่วนพนักงานที่มีอายุ และหน่วยงานแตกต่างกัน มีความรู้ความเข้าใจต่อแผนยุทธศาสตร์การพัฒนาแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05โดยมีข้อเสนอแนะให้กำหนดเป็นนโยบายในการมุ่งพัฒนาความรู้ ความเข้าใจของพนักงานในองค์กรให้เป็นองค์การแห่งการเรียนรู้เพื่อให้เกิดการเรียนรู้อย่างต่อเนื่อง

dc.description.abstractalternative	The purposes of this study were to examine a level of knowledge and understanding of developing strategic plans B.E. 2559-2563 among employees working for Pattaya City and to compare the level of knowledge and understanding as classified by personal factors, including gender, age, educational level, average amount of monthly income, work unit, work position, and work length. The subjects participating in this study were 343 employees working for Pattaya City and were recruited by a stratified random sampling technique. The instrument used to collect the data was a questionnaire. The statistical tests used to analyze the collected data included frequency, percentage, means, standard deviation. Also, the inferential statistical tests, including the tests of t-test and One-way ANOVA were administered. The test of Scheffe was used to test the differences between pairs. The results of the study revealed that the majority of the employees working for Pattaya City demonstrated a low level of knowledge and understanding of developing strategic plans B.E. 2559-2563. In addition, based on the results from the comparisons, it was shown that there were no statistically significant differences in the level of knowledge and understanding of developing strategic plans B.E. 2559-2563 among the employees who had different gender, educational level, average amount of monthly income, work position, and work length. Moreover, statistically significant differences were found in the level of knowledge and understanding of developing strategic plans B.E. 2559-2563 among the employees who had different age and work unit at a significant level of .05. Finally, it is suggested that a policy to enhance the employees’ knowledge and understanding should be made in order to establish a learning organization that promotes continuous learning
