dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาถึงปัจจัยที่มีผลต่อความแปรปรวนในการประมาณราคากลางงานปรับปรุงภูมิทัศน์ของหน่วยงานภาครัฐในเขตพื้นที่จังหวัดชลบุรี : กรณีศึกษางานเรียงหินภูเขา และงานปลูกต้นไม้กลุ่มตัวอย่างในการวิจัยครั้งนี้เป็นผู้ที่ทำหน้าที่ประมาณราคากลางงานก่อสร้าง เช่น ผู้อำนวยการกองช่างหรือหัวหน้าส่วนโยธาวิศวกร นายช่างโยธา หรือช่างผู้ที่ปฏิบัติงานประมาณราคาของหน่วยงานภาครัฐในเขตพื้นที่จังหวัดชลบุรี จำนวน 50 แห่ง เครื่องมือที่ใช้ในการวิจัยโดยใช้ แบบสอบถามความคิดเห็นลักษณะคำถามแบบปิดและคำถามแบบเปิด เพื่อวิเคราะห์ระดับปัจจัยที่มีผลต่อความแปรปรวนในการประมาณราคากลางงานปรับปรุงภูมิทัศน์: กรณีศึกษางานเรียงหินภูเขาและงานปลูกต้นไม้รายด้านและรายข้อ โดยใชสถิติพื้นฐานวิเคราะห์หาค่าเฉลี่ยค่าความเบี่ยงเบนมาตรฐานของหน่วยงานภาครัฐในเขตพื้นที่จังหวัดชลบุรี จากผลการศึกษาพบว่า ปัจจัยที่มีผลต่อความแปรปรวนในการประมาณราคากลางงานปรับปรุงภูมิทัศน์ของหน่วยงานภาครัฐในเขตพื้นที่จังหวัดชลบุรี: กรณีศึกษางานเรียงหินภูเขาและงานปลูกต้นไม้ ประกอบด้วยปัจจัย 5 ด้าน โดยรวมรายด้านและรายข้ออยู่ในระดับมากเมื่อเรียงลำดับความสำคัญคะแนนเฉลี่ยมากไปน้อยได้ดังนี้ (1) ด้านวิธีการประมาณราคา หัวข้อวิธีการวัดและคำนวณปริมาณงาน (2) ด้านรูปแบบหลักเกณฑ์ฯ และมาตรฐานงานปรับปรุงภูมิทัศน์หัวข้อความครบถว้นของราคาและขั้นตอนการคำนวณราคาต้นทุนต่อหน่วย (3) ด้านราคาวัสดุและอุปกรณ์งานก่อสร้าง หัวข้อการใช้ข้อมูลราคาวัสดุจากแหล่งที่มาที่ต่างกัน เช่น ราคาพาณิชย์จังหวัดสืบราคาจากท้องตลาด ราคาที่ได้จากการจ้างที่ปรึกษา เป็นต้น (4) ด้านคุณสมบัติของผู้มีหน้าที่ประมาณราคากลาง หัวข้อ ความสำคัญความรู้ความเข้าใจในหลักเกณฑ์การคำนวณราคากลางงานก่อสร้างของทางราชการของผู้มีหน้าที่ประมาณราคากลาง (5) ด้านสิ่งแวดล้อมต่าง ๆ หัวข้อกฎหมายควบคุมอาคาร การควบคุมฝุ่นละอองและเศษวัสดุตามพระราชบัญญัติ การสาธารณสุขและช่วงเวลาที่สามารถดำเนินการก่อสร้างได้

dc.description.abstractalternative	The objective of this research was to investigate the factors affecting the variation in landscape medium prices estimation of government agencies in Chonburi province. The case study is the landscape improvement in mountain stones and tree planting. The samples in this study were those who were responsible for the estimation of the medium prices estimation of the construction work, such as the civil works chief technician or civil engineer, civil works technician, and estimate mechanical technicians. Data were collected from 50 areas in Chonburi by using closed-ended and opened end questionnaire survey. In order to analyze the level of factors affecting variation in medium price estimation of landscape improvement, the data were statistically analyzed using percentage, mean, and standard deviation. The research results revealed that the factors affecting variance in medium price estimation of landscaping work of government agencies in Chonburi Province. It consists of 5 factors, which are arranged from most important to least important as follows: (1) price estimation method in item of method of measurement and calculation of workload; (2) formal and landscape improvement in item of completeness of price and procedure for calculation of cost per equivalent unit (3) price of construction materials and equipment in item of the utilization price data from different sources, such as commercial prices, price from the market, the price of hiring consultants; (4) qualification of middle-price estimator in item of importance, knowledge and understanding of the rules of central government construction and (5) environmental issues in item of control of dust and debris under the public health and the average length of time to complete construction.
