dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่มีผลต่อการปฏิบัติตามกฎหมายในการขึ้นทะเบียนแรงงานต่างด้าวของผู้ประกอบการประมงในเขตเทศบาลนครระยอง และเพื่อศึกษาปัญหาเกี่ยวกับการขึ้นทะเบียนแรงงานต่างด้าวของผู้ประกอบการประมงในเขตเทศบาลนครระยอง ใช้การวิจัยเชิงปริมาณ โดยเก็บข้อมูลจากผู้ประกอบการประมงในเขตเทศบาลนครระยอง ที่เป็นกลุ่มตัวอย่าง จำนวน 228 ราย ผลการศึกษา พบว่าการปฏิบัติตามกฎหมายในการขึ้นทะเบียนแรงงานต่างด้าวของผู้ประกอบการประมงในเขตเทศบาลนครระยอง ทั้งหมดปฏิบัติตามกฎหมายในการขึ้นทะเบียนแรงงานต่างด้าว ปัจจัยที่มีผลต่อการปฏิบัติตามกฎหมายในการขึ้นทะเบียนแรงงานต่างด้าวของผู้ประกอบการประมงในเขตเทศบาลนครระยอง พบว่า การเป็นสมาชิกหรือสมาคม, ประสบการณ์การเป็นเจ้าของเรือ, ประเภทของการประกอบธุรกิจประมง, จำนวนแรงงานการทำประมง, เงินอุดหนุนจากภาครัฐ, การถือครองเรือประมง, การถูกจับกุม และจำนวนครั้งของการถูกตรวจสอบ มีผลต่อการปฏิบัติตามกฎหมายในการขึ้นทะเบียนแรงงานต่างด้าวของผู้ประกอบการประมงในเขตเทศบาลนครระยอง ปัจจัยทางด้านเศรษฐกิจ ปัจจัยทางด้านความเชื่อมั่น ปัจจัยทางด้านกฎหมาย และปัจจัยทางด้านสวัสดิการมีความสัมพันธ์ต่อการปฏิบัติตามกฎหมายในการขึ้นทะเบียนแรงงานต่างด้าวของผู้ประกอบการประมงในเขตเทศบาลนครระยอง ข้อเสนอแนะในการปฏิบัติตามกฎหมายในการขึ้นทะเบียนแรงงานต่างด้าว พบว่า ต้องเพิ่มช่องทางในการติดต่อสื่อสารพัฒนาประสิทธิภาพในการบริหารงานอย่างเป็นระบบ ให้มีความสอดคล้องตรงตามความต้องการ อำนวยความสะดวกสบาย สามารถช่วยลดปัญหาการไม่ขึ้นทะเบียนแรงงานต่างด้าวได้ เจ้าหน้าที่มีการพบปะผู้ประกอบการเพื่อสร้างความเข้าใจให้แก่ผู้ประกอบการได้รู้ถึงสิทธิประโยชน์ หน้าที่ของผู้ประกอบการต่อการปฏิบัติตามขั้นตอนของการขึ้นทะเบียนแรงงานต่างด้าว ค่าธรรมเนียม ตลอดจนการต่ออายุสัญญาการขึ้นทะเบียนแรงงานต่างด้าวอย่างต่อเนื่องตามเงื่อนไขที่ระบุไว้ในข้อตกลงการจ้างงานตามกฎหมาย	th_TH

dc.description.abstractalternative	The purpose of this research was to study factors affecting legal compliance in the registration of migrant labour of fishery entrepreneurs in Rayong Municipality. And to study the problems of migrant labour registration, of fisheries entrepreneurs in Rayong Municipality. This study use quantitative research, which collected data from fishing entrepreneurs in Rayong Municipality, which using 228 sampling groups. The results of the study showed that compliance with the law on registration of migrant labours of fisheries entrepreneurs in Rayong Municipality. All comply with the law on registration of migrant labours. Factors affecting legal compliance in the migrant labours registration of fisheries entrepreneurs in Rayong municipality founds that being; a member or association, boat ownership experience, types of fishing business, number of fishing workers, government subsidies, holding a fishing boat, arrest and the number of inspections have affecting the compliance with the law on migrant labour registration of fisheries entrepreneurs in Rayong municipality. Economic factors, confidence factors, legal factors, and welfare factors are related to legal compliance in the registration of migrant labours of fishing operators in Rayong Municipality Suggestions for complying with the law on migrant labour registration found that the need to increase communication channels, improve the efficiency of systematic management. To be in accordance with the requirements, and makes comfort. It can help reduce the problem of not registering migrant labours. The officials have met entrepreneurs to create understanding for entrepreneurs to know the benefits. The duties of entrepreneurs towards the implementation of the procedures for migrant labour registration, fees, and renewal of the contract for migrant labour registration in accordance with the conditions specified in the legal employment agreement.	th_TH
