dc.description.abstract	งานวิจัยชิ้นนี้จัดทำขึ้นเพื่อศึกษาปัญหาเรื่องการแพร่ขยายอาวุธนิวเคลียร์ในยุคหลังสงครามเย็น ซึ่งก่อโดยประเทศที่มีขนาดกลางและขนาดเล็ก ผ่านกรณีศึกษาเรื่องปัญหานิวเคลียร์ที่ก่อโดยประเทศเกาหลีเหนือ นับตั้งแต่สงครามเย็นได้สิ้นสุดลงจนปัจจุบัน คาบสมุทรเกาหลีได้กลายมาเป็นหนึ่งในกรณีศึกษาทางรัฐศาสตร์จากวิกฤตนิวเคลียร์ที่เกิดขึ้นหลายครั้ง ซึ่งมีสาเหตุหลักมาจากโครงการพัฒนานิวเคลียร์ของประเทศเกาหลีเหนือ ประเทศเกาหลีเหนือซึ่งถือเป็นรัฐที่มีขนาดเล็กแต่ได้กลายมาเป็นหนึ่งในภัยคุกคามความมั่นคงที่สำคัญของประชาคมโลก และแม้ประชาคมโลก จะมีความพยายามในการแก้ปัญหานิวเคลียร์บนคาบสมุทรเกาหลี แต่ก็ไม่อาจทำให้ประเทศเกาหลี ลดระดับการเล็งเห็นภัยคุกคามของตนเองได้ งานวิจัยชิ้นนี้จึงต้องการศึกษาถึงปัญหาและอุปสรรคที่ทำให้รัฐเช่นประเทศเกาหลีเหนือไม่อาจลดระดับการเล็งเห็นภัยคุกคามของตนเองได้ โดยเฉพาะ อย่างยิ่งความล้มเหลวของวิธีการใช้การเจรจาในการโน้มน้าวให้ประเทศเกาหลีเหนือละทิ้งโครงการพัฒนานิวเคลียร์ของตนเอง นอกจากนี้แล้ว งานวิจัยชิ้นนี้ยังต้องการศึกษาถึงความเป็นไปได้ใน การพัฒนารูปแบบการใช้การเจรจาเพื่อจัดการกับรัฐขนาดกลางและเล็กที่ถือครองนิวเคลียร์ให้มีประสิทธิภาพมากขึ้น	th_TH

dc.description.abstractalternative	The research aims at studying the problems of nuclear proliferation caused by small and middle powers in the post-Cold War period, with a specific focus on the case study of North Korea’s nuclear proliferation problem. North Korea has become a hot spot in the study of political science with occurrence of several nuclear crises since the early start of the post-Cold War period. North Korea is not a superpower on the international political stage but it has ability to threaten international peace and stability with its nuclear development’s programme. The international community perceives North Korea’s nuclear development’s programme as a threat and many efforts have been made to solve the problem with a hope of turning the Korean peninsula into a nuclear free zone. Despite all efforts; however, North Korea continues to maintain a high level of threat perception. The research; therefore, aims at studying the causes of North Korea’s high level of threat perception and the factors that deter North Korea from lowering its threat perception, despite going through several rounds of negotiations. It is hoped that the research can offer some substantive methods in improving the negotiation format in dealing with this kind of problems in the future.	en
