The objectives of the research were (1) to analyze the management of "Chalermrajakumari
Scholarship Project" on Higher Education, Ministry of Education. (2) to study factors affecting to
"Chalermrajakumari Scholarship Project" management on Higher Education, Ministry of Education, and
(3) to propose a "Chalermrajakumari Scholarship Project" scholarship management strategy on Higher
Education, Ministry of Education. The research was a mixed methods research which divided into 3
parts. The method of document synthesis from past follow-up reports and survey research appeared
in first part approach collected data by questionnaire which was responded by a sample group of
scholarship recipients (255 persons), The second part approach was an in-depth interview from
scholarship related persons (24 persons) and the third part approach was presenting the scholarship
management strategy discussed by the department that manage the scholarship (5 persons) as a
focus group.
The findings were as follows:
1. Scholarship management conditions showed that in all aspects, at a low level. When
considering each aspect, the condition of educational scholarship management were at a moderate
level, the status of healthcare for scholarship recipient were moderate level, the statusof family fund
management of scholarship recipients were at a low level and the spending and scholarship
management were at a low level.
2. There were 2 major factors effect scholarship, positive factors and negative factors. For
the positive factors, the government gave the priority to budgeting and scholarship support for the
scholarship recipients until the course in higher education (bachelor degree) are completed and
encourage the scholarship recipients to return to work in their hometown after graduation, which
aimed to cultivate and develop learners in educational institutions in remote areas to realize the
value of education, with a sense of Thai citizens, who love their country, respect to democratic form
of government with the King as Head of State. The project operated in the form of a committee, and
there is a guideline for project implementation to those who concerned of applying. However, for the
negative factors, the research found that the recipients did not received sufficient project information,
disconnection between grantor and grantees, lacking of scholarship announcement, delay of
scholarship, and no cooperation between staffs and grantees.
3. Presenting 5 strategies of scholarship management. Firstly, increasing scholarship
management efficiency. Secondly, increasing efficiency in applying information technology. Thirdly,
enhancing performance for relevant personnel. Fourthly, strengthening and developing educational
potential, guidance and professional skills, and Finally, enhancing the understanding and awareness
of project objectives |
