dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของสภามหาวิทยาลัยและแนวทางในการกำกับดูแลธรรมาภิบาลของผู้บริหารมหาวิทยาลัย และเพื่อศึกษาการพัฒนาตัวชี้วัดและการนำมาใช้กำกับดูแลธรรมาภิบาลของผู้บริหารมหาวิทยาลัย เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) ซึ่งเป็นการนำบทสรุปจากการสัมภาษณ์เชิงลึก (In-depth Interview) ผู้ทรงคุณวุฒิที่เกี่ยวข้องกับระบบการบริหารมหาวิทยาลัยในกำกับของรัฐ อันประกอบด้วยผู้ทรงคุณวุฒิที่เกี่ยวข้องกับระบบการบริหารมหาวิทยาลัยในกำกับของรัฐ แล้วนำผลการสัมภาษณ์มาวิเคราะห์เนื้อหา (Content Analysis) คัดกรอง ดึงข้อมูลออกมา หลอมรวมและบูรณาการกับการสังเคราะห์องค์ความรู้จากการเอกสารงานวิจัย กฎหมาย ระเบียบ ข้อบังคับต่าง ๆ โครงสร้างและกลไกของระบบสภาและธรรมาภิบาลของสถาบันอุดมศึกษาของไทย เพื่อสรุปเป็นประเด็นที่สาคัญเพื่อตอบคำถามการวิจัย ผลการวิจัย พบว่า บทบาทของสภามหาวิทยาลัยและแนวทางในการกำกับดูแลธรรมาภิบาลของผู้บริหารมหาวิทยาลัย ประกอบด้วย บทบาทสภามหาวิทยาลัยในการสรรหาและเสนอแต่งตั้งอธิการบดี บทบาทสภามหาวิทยาลัยในการกำกับ ติดตาม การดำเนินงานของผู้บริหารมหาวิทยาลัย สภามหาวิทยาลัยกำหนดให้มีระบบการติดตาม ตรวจสอบ และประเมินผลงานของมหาวิทยาลัยและของอธิการบดี โดยยึดหลักธรรมาภิบาล (good governance) และอัตตาภิบาล (autonomy) ตามอำนาจหน้าที่ของสภามหาวิทยาลัยตามพระราชบัญญัติมหาวิทยาลัยบูรพา พ.ศ. 2550 บทบาทสภามหาวิทยาลัยในการแก้ไขพระราชบัญญัติ มหาวิทยาลัยบูรพา พ.ศ. 2550 สภามหาวิทยาลัยมีการเสนอปรับปรุงพระราชบัญญัติ พ.ศ.2550 การทบทวน ปรับปรุงกฎระเบียบข้อบังคับให้มันมีประสิทธิภาพมากยิ่งขึ้น ได้แก่ การเพิ่มข้อบังคับเรื่องการกำกับอธิการบดี อธิการบดีต้องเสนอแผนต่อสภามหาวิทยาลัย การแก้ไขข้อบังคับว่าด้วยการสรรหากรรมการสภามหาวิทยาลัยประเภท ผู้ทรงคุณวุฒิจากบุคคลภายนอก บทบาทสภามหาวิทยาลัยในการกำหนดโครงสร้างของสภามหาวิทยาลัย การสร้างข้อบังคับว่าด้วยการสรรหากรรมการสภามหาวิทยาลัยประเภท ผู้ทรงคุณวุฒิจากบุคคลภายนอก สภาผู้ทรงคุณวุฒิที่สำคัญควรมีผู้แทนจากระดับประเทศอย่างน้อย 4 ท่านเพื่อถ่วงดุลอำนาจของผู้บริหารมหาวิทยาลัย การแก้ไขกระบวนการสรรหาอธิการ นายกสภา และกรรมการสภาปัญหาอยู่ที่สภามหาวิทยาลัยเป็นสำคัญ นำมาสู่บทบาทสภามหาวิทยาลัยในการกำกับดูแลการปฏิบัติงานของอธิการบดี คือ บทบาทในการแก้ไขพระราชบัญญัติ มหาวิทยาลัยบูรพา พ.ศ. 2550 การโครงสร้างของสภามหาวิทยาลัยบูรพาที่เข้มแข็ง และการกำกับดูแลผู้บริหารมหาวิทยาลัยเพื่อมุ่งสู่หลักธรรมาภิบาล ส่วนประเด็นการพัฒนาตัวชี้วัดและการนำมาใช้กำกับดูแลธรรมาภิบาลของผู้บริหารมหาวิทยาลัย คือ บทบาทสภามหาวิทยาลัยในการแก้ไขพระราชบัญญัติ มหาวิทยาลัยบูรพา พ.ศ. 2550 โดยเป็นประเด็นสำคัญที่สภามหาวิทยาลัยได้การเสนอปรับปรุงพระราชบัญญัติ พ.ศ.2550 การทบทวน ปรับปรุงกฎระเบียบข้อบังคับเพื่อนำมาใช้กำกับดูแลธรรมาภิบาลของผู้บริหารมหาวิทยาลัยให้มีประสิทธิภาพมากยิ่งขึ้น	th_TH
