การพัฒนาระบบเครือข่ายการเสริมสร้างพลังอำนาจของการจัดการอุบัติเหตุจราจรทางถนน

Abstract

การปฏิบัติการแบบบมีส่วนร่วม (PAR) ครั้งนี้เพื่อพัฒนาระบบเครื่อข่ายการเสริมสร้างพลังอำนาจของการจัดการอุบัติเหตุจราจร ของหน่วยงานที่รับผิดชอบ พื้นที่ที่ศึกษาอยู่ใน 8 ตำบลของ 3 อำเภอ เมืองแกลง และปลกแดง ในจังหวัดระยอง เก็บข้อมูลโดยใช้เครื่องมือที่ผู้วิจัยสร้างขึ้นเองทั้งที่เป็นเอกสาร สื่ออิเล็กทรอนิกส์ ในโปรแกรมสำเร็จรูป และอุปกรณ์เสริมต่าง ๆ รวม 12 ชุด ใช้การตรวจสอบสามเส้า วิเคราะห์ข้อมูลโดยใช้สถิติพรรณนาในรูปของจำนวน ร้อยละ อัตราส่วน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า การพัฒนาระบบเครื่อข่ายการเสริมสร้างพลังอำนาจ ของการจัดการอุบัติเหตุจราจรทางถนนประกอบด้วย 4 ขั้นตอน คือการสร้างเครื่อข่ายการจัดการอุบัติเหตุจราจรในระดับชุมชน ระดับปฏิบัติการ และระดับบริหร การจัดทำระบบฐานข้อมูลเกี่ยวกับการจัดการอุบัติเหตุจราจร รวมทั้งเสนอแนะการกำหนดเสริมสร้างพลังอำนาจ และการประเมินระบบเครื่อข่ายการจัดการอุบัติเหตุจราจร รวมทั้งเสนอแนะการกำหนดหน่วยงานที่เป็นศูนย์กลางเครื่อข่าย การสร้างเครื่อข่ายการจัดการอุบัติเหตุจราจรในระดับชุมชน ระดับปฏิบัติการ และระดับบริหาร เริ่มต้นจากการทบทวนภารกิจ ต่าง ๆ ของหน่วยงานที่เกี่ยวข้อง พบว่า หน่วยงานสำคัญที่เกี่ยวข้อง 10 หน่วยงาน ต้องมีบทบาทในการร่วมมือกัน โดยมีกิจกรรมสำคัญคือ การจัดเวทีแลกเปลี่ยนความคิดเห็นโดยใช้ห้องประชุมของหน่วยงานต่าง ๆ ในเครื่อข่ายหมุนเปลี่ยนเวียนไปตามสะดวก การจัดโครงสร้างมีแม่ข่าย ลูกข่ายและการจัดการที่ขัดเจน มีการวางแผนและการดำเนินกิจกรรมร่วมกัน มีการพัฒนาและขยายเครือข่าย แลพการสื่อสารทั้งในรูปแบบของการประชุม และการสื่อสารผ่านเว็บในลักษณะของการสื่อสารสองทาง มีการจัดระบบฐานข้อมูลเกี่ยวกับการจัดการอบัติเหตุจราจร โดยการจัดทำแบบฟอร์มบันทึกข้อมูลนำข้อมูลเข้ายังโปรแกรมสำเร็จรูปที่สร้างขึ้น และประมวลผลข้อมูล เพื่อใช้ข้อมูลร่วมกันในการสื่อสารและวางแผนแก้ไขปัญหา รวมทั้งการประเมินผลสถานการณ์ การถ่ายทอดการใช้โปรแกรมการเสริมสร้างพลังอำนาจและการประเมินระบบเครื่อข่ายการจัดการอุบัติเหตุจราจรดำเนินการในรูปของเครือข่ายย่อย มีการคัดเลือกพี่เลี้ยงแต่ละอำเภอรับผิดชอบหลักในการถ่ายทอดและประเมินให้หน่วยงานระดับตำบลที่เข้าร่วมโครงการ โดยมีแม่ข่ายและคณะกรรมการกลางเป็นฝ่ายสบับสนุนทางวิชาการ การประสานงาน และการผลักดันให้เกิดประสิทธิภาพในการดำเนินงาน ซึ่งผลการประเมินอยู่ในระดับดีมาก ผลการประเมินความพึงพอใจต่อโปรแกรมบันทึกข้อมูล และสื่อแนะนำวิธีการใช้งานโปรแกรมบันทึกข้อมูลอยู่ในระดับมากถึงมากที่สุด ในเรื่องของความตรง ความเป็นปรนัย อาจแล้วเกิดความเข้าใจ และนำไปใช้ได้ สอดคล้องกับเนื้อหา น่าสนใจ ดึงดูดให้ติดตามในการบันทึกข้อมูลให้สมบูรณ์ สามารถนำข้อมูลที่บันทึกไปใช้ประโยชน์ได้ มีการกำหนดหน่วยงานที่เป็นศุนย์กลางเครื่อข่ายโดยเสนอแนะให้หน่วยงานของตำรวจเป็นศุนย์กลางเครือข่าย และหน่วยงานอื่น ๆ ร่วมดำเนินการตามบทบาทและเงื่อนไขการดำเนินการร่วมกัน ซึ่งต้องมีการทดลองดำเนินการอย่างต่อเนื่องไปอีกระยะหนึ่ง เพื่อประเมินประสิทธิผลของการดำเนินการในโอกาสต่อไป Abstract This participatory action research to aimed to empower the road traffic accident management network system of the local road accident responsible organization. This research covers 8 sub districts in 3 districts which are Meaung, Klang and Ploungdang in Rayong Province. The date collecting method used tools which invented by research include document, electronic media, software application and supporting tools which totally twelve. Data analysis was done by using descriptive statistic by presenting frequency, percentage, ratio and content analysis. The result revealed that: This system development composes of four steps. Firstly, create the road traffic accident management system network in commination level, operating level and administrative level. Secondly, create database traffic accident management. Thirdly, traffic know-how of using empowering program. Last, evaluate road traffic accident management system and identify the organization which will act as a central network. Traffic accident management was created in community level, operating level and administration level which being with review all mission of related organization. The result shows that the corporation of ten regarding organization is important. The important activity is setting is setting the brainstorming and share idea by using the auditorium room of regarding organization. There have main scope and sub scope with a clear structure and management. They also make plans and do all activities together. There have developed and amplified system and communication in conference and had two way communicate through website. The road traffic accident database was developed by creating the recording form, transfer the data in and processing the data respectively. The purpose of this is to share and use this information to set a resoled plan including to evaluate the situation. The program know –how was executed in the sub system network form. The mentors were selected in each main responsibility district. The purpose is to transfer knowledge and evaluate the participated organizations. The central network and the central committee also in a team which have the main functions to support, corporate and make sure that the most effectiveness was created . The evaluation result is in very good level. The satisfactory evaluation against the program suggestion tools is high thru highest including the validity, objectivity, meaningful, usefulness, relevancy and interesting. Benefit of data and information from program are useful and corresponding to use. Designation center institute of system should be stand on police station ; other institute work together which their roles and corporate working condition which has to continue monitor for a while and the further effectiveness evaluation will be created in the future.
