This research were based on the Explanatory Mixed Designs. The purpose of the awareness and the practical implementation of Quality Management of Quality Management in the Educational Institutions based on the personnel in the Basis, the process of Quality Management from awareness and experience, the actual carrying out by the personnel, quality indicators of Educational Institutions from actual situations, comparing Quality Management processes of the Educational Institutions from the awareness and actual field experiences of the personnel between the groups that have a high score for Quality Management and the groups that have a low score for Quality Management. The representative samples consisted of Educational Institutions from the 8 provinces in the Eastern Region totaling 160 schools. The Quantitative data were analyzed through frequency distribution by determining the percentage, average, deviation, and analyzing multiple variations. The results are analyzed the purposive sampling for categorized into two groups total 4 schools between the groups that have a high score for Quality Management and the groups that have a low score for Quality Management. Based on in-depth interviews, observation without involvement. The Quantitative data were analyzed through Content Analysis, and having relevance evaluation through discussion group.
The results of the research are as follow: In The Quantitative Method, it was discovered that the Quality Management Process from experiences and actual implementation of personnel classifying according to the size, the overall average score is high, except for the extremely large school which had an extremely high score. When classified according to the environment of the schools, the result shown a high average score. Analysis of the variations of the variables according to the average score for Quality Management classifying according to the size and environment of the schools shows that overall, the size did not affect the Quality Management Process. The differing environment also did not affect the Quality Management Process. Through analyzing together, the result that there was an interaction between the sizes with the environment causing the Quality Management Process to be different. In the Quantitative Method. 1) It is dis covered that the awareness and experience resulting from the awareness, and the experience from the actual implementation of the personnel has the 4 following administrative processes:- 1) Planning; the school has specified policy, strategy, quality standard and constantly follow-up and revises the plan. 2) Organizing; the school is organized into 4 working departments comprising of Academic management, Human resource management and General management 3) Directing;; the possess leadership skill, pioneer changes, supervise progress, direct, follow-up, motive others, and communicates well 4) Controlling; the school control the quality through creating standards that indicate the 3 quality aspect, namely students, and directors, and quality educational assurance. From the Quality Educational Institutions based on actual conditions, the result shows that the components and for quality educational institutions comprise of 1) the Context of the educational institutions, the Resources and Facilities, and 2) the Process which involves administrative management, and knowledge management and 3) the Result based on quality educational. The results from comparing the quality management Process of Educational Institutions based on the awareness and actual practical experiences of personnel for the group that has a high score for Quality management and the group that has a low score for Quality management show that

The context are different, 2) the Resources and Facilities available are different, 3) Administratively, the process and the administratively structure is not different, but the administratively behavior is different, 4) for Knowledge Management there is no different in the qualification, experiences of the teachers, and the syllabus, but the teaching behavior is different, 5) in the area of Results based on the quality of the learners, the result shows that there is no different in the characteristic based on desire, but the quality of the education and the educational success is different |
