dc.description.abstract	ประสบการณ์จากการทำงานภาคสนามชี้ให้เห็นว่า ประชาธิปไตยแบบปรึกษาหารือในชุมชนท้องถิ่นที่เป็นกรณ๊ศึกษา มีลักษณะที่แตกต่างไปจากความคิดประชาธิปไตยแบบปรึกษาหารือในบริบทของสังคมตะวันตก ที่เป็นเช่นนั้น เพราะปฏิบัติการด้านการสื่อสารบนพื้นที่สาธารณะผ่านการพูดคุยใน "สภากาแฟ" นั้นไม่ใช่การถกเถียงหรือโต้แย้งโดยใช้เหตุผลหักล้างเหตุผลเพื่อแสวงหาฉันทามติ ตรงกันข้ามกลับเป้นการปฏิบัติในลักษณะ "การปรับทุกข์ เล่าสุข และแสวงหาทางออกร่วมกัน" ของกลุ่มชนชั้นนำในชุมชนท้องถิ่น ขณะเดียวกันพื้นที่สาธารณะแห่งนี้ก็เป็นพื้นที่ ๆ ไม่เป็นทางการ และไม่มีเจตจำนงในการช่วงชิงอำนาจทางการเมือง แต่ผลจากการพูดคุยกลับกลายเป็นข้อผูกมัดทางการเมืองที่เป็นทางการอันเป็นผลให้หน่วยงานที่เกี่ยวข้องจะต้องปฏิบัติตาม	th_TH

dc.description.abstractalternative	After conducting fieldwork, the researcher found that deliberative democracy in the case study area is difference from deliberative democracy in the Weatern context. The reason is that communication action in the public sphere in the from of "Coffeehouse Forum" is not a consensus discussion through a process of reasoning. On the other hand, it is more like the practice to "confide, share ideas and seek solutions together" among local elites. But at the same time, this is an unofficial public sphere and they have no intention political obkugation and related organizations must act accordingly.	en
