dc.description.abstract	การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพและความต้องการของชุมชน เทศบาลตำบลบางพระ อำเภอศรีราชา จังหวัดชลบุรี 2) เสริมสร้างชุมชนเทศบาลตำบลบางพระ อำเภอศรีราชา จังหวัดชลบุรี ในการพัฒนาทักษะและประสบการณ์ สามารถบูรณาการจัดทำแผนชุมชนสู่การจัดทำแผนพัฒนาสามปี (พ.ศ. 2558-2560) โดยการมีส่วนร่วมอย่างสมบูรณ์ และมีแนวทางการพัฒนากิจกรรมต่าง ๆ เพื่อสร้างความเข้มแข็งและพึ่งกาตนเองได้อย่างยั่งยืน 3) ให้ประชาชนในชุมชน และบุคลากรเทศบาลตำบลบางพระ อำเภอศรีราชา จังหวัดชลบุรี ได้แลกเปลี่ยนเรียนรู้ มีทักษะ และประสบการณ์ในการทำงานพัมนาชุมชนร่วมกัน พื้นที่ปฏิบัติการได้แก่ ชุมชนในเขตเทศบาลตำบลบางพระ อำเภอศรีราชา จังหวัดชลบุรี จำนวน 10 ชุมชน ผลการวิจัย พบว่า ปัญหาในชุมชนมีสามระดับ ได้แก่ ระดับบุคคล ระดับครอบครัวและระดับชุมชน ด้านระดับการมีส่วนร่วมของชุมชนบางพระ พบว่า ขึ้นอยู่กับการเสริมสร้างระบบธรรมาภิบาล โดยเฉพาะหลักความคุ้มค่า หลักความโปร่งใส และหลักการมีส่วนร่วมอย่างแท้จริงของชุมชน ซึ่งนำไปสู่ความเชื่อมั่น สรา้งความสนใจในกิจการสาธารณะ ส่วนปัจจัยความสำเร็จประกอบด้วยผู้นำท้องถิ่น แกนนำ และคณะกรรมการชุมชน และคณะกรรมการชุมชน การมีส่วนร่วมของชุมชน การมีส่วนร่วมเชิงหนุนเสริมจากเทศบาล ภาครัฐและเอกชนและ การสรา้งเครือข่ายการทำงาน ข้อเสนอแนะจากการวิจัย 1. ส่งเสริมการสร้างเครือข่ายองค์กรภาคประชาสังคมต่าง ๆ ให้เข้มแข็งมากขึ้นโดยเฉพาะการสรา้งจิตสำนึกในการพัมนาชุมชน ด้วยการพึ่งตนเอง การจัดการกันเอง เพื่อให้สอดคล้องกับแนวคิดการพัฒนาอย่างยั่งยืน 2. ส่งเสริมการปรับทัศนคติเชิงบวกในการทำงานร่วมกัน ผ่านกระบวนการฝึกอบรมผู้นำ หรือกลวิธีอื่น ๆ	th_TH

dc.description.abstractalternative	The research objectives were: 1. Studying the problems and the needs of communities at Bangpra District Municipality, Chonburi Province 2. Encouraging the communities to develop skills and experiences for integrating the Community Plan to Three-Year Development Planning (B.E. 2558-2560), which could be completely participated and presented guideline to develop activities so as to create self-reliability 3. Encouraging community development skills and experiences sharing among community members. The participatory action research was done in 10 communities at at Bangpra District Municipality, Chonburi Province The findings were: There were three levels of community problems; personal, family and community level. The level of community member participation depended on the good governance system specially effective and efficient, transparent and community participatory system that related to the public consciousness. Key succed factors were community leaders, community committee, community participation, district municipality supported, and working network. Suggestion 1. The communities at Banngpra District Municipality should esrablish various civil networks for self reliability and sustainable development. 2.Promote the positive attitude in working together through leader training process etc.	en
