dc.description.abstract	การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาของผู้ปฏิบัติงานเกี่ยวกับระบบการบริหารการเงิน การคลังภาครัฐแบบอิเล็กทรอนิกส์ ระบบจัดซื้อ/ จัดจ้าง เพื่อเสนอแนวทางในการปฏิบัติงานที่เหมาะสม โดยศึกษาปัญหา ด้านบุคลากร ด้านระบบจัดซื้อ/ จัดจ้าง ด้านทรัพยากรองค์กร ด้านงบประมาณ ด้านกฎ ระเบียบพัสดุ ขั้นตอนการจัดซื้อ/ จัดจ้างและปัญหาระบบบริหาร การเงินการคลัง ภาครัฐแบบอิเล็กทรอนิกส์ ระบบจัดซื้อ/ จัดจ้าง โดยศึกษาปัจจัยทางด้าน เพศ อายุ ประสบการณ์ทำงานด้านพัสดุ การฝึกอบรม GFMIS แหล่งความรู้ระบบ GFMIS ระยะเวลาความรู้ คอมพิวเตอร์พื้นฐาน คอมพิวเตอร์ที่ใช้ หน่วยงานที่ดูแลบำรุงรักษาคอมพิวเตอร์ งบประมาณ และแหล่งความรู้ด้านกฎหมายระเบียบพัสดุ โดยวิเคราะห์ผลการศึกษา ด้วยการคำนวณหาร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบ ทีเทส (t-test) การวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) การทดสอบรายคู่โดยหาความแตกต่างโดยวิธี LSD และการวิเคราะห์การถดถอยแบบเส้นตรงพหุคูณ (Multiple regression analysis) ผลของการศึกษาพบว่า ปัจจัยที่มีผลต่อปัญหาระบบบริหารการเงินการคลังภารรัฐแบบอิเล็กทรอนิกส์ GFMIS ระบบจัดซื้อ/จัดจ้าง ได้แก่ ปัจจัยด้านบุคลากร ปัจจัยระบบจัดซื้อ/ จัดจ้าง ปัจจัยด้านทรัพยากรองค์กร ปัจจัยด้านระเบียบพัสดุฯ กระบวนการจัดซื้อ/ จัดจ้าง	th_TH

dc.description.abstractalternative	This research has the objectives 1) investigate problems in Government Fiscal Monetary Information system. Procurement system, pf personnel, and 2) to recommend appropriate operation guidelines. The research studied problems about personnel, procurement system, organization resources. budget, package rules and regulations, procurement process, and problems of the procurement system in GFMIS. The study compared gender, age, package working experience. GFMIS training, GFMIS knowledge source, basic computer knowledge, Computer in use, computer maintenance unit, budget, and knowledge source on package rules and regulations. Results of the study were analyzed using Percentage, Mean, Standard deviation, t-test, One-way ANOVA, LSD Paired-comparison, and Multiple Regression Analysis. Results indicate that most of the personnel working in the unit are female, 31-40 years old, and have 0-8 years of package working experience. The problems in overall regarding personnel, procurement system, organization resources, budget, and package rules and regulations of the procurement process are at a moderate level. And the problems of the procurement system in GFMIS are at a high level. Results show that factors which influence the problems of the procurement system in GFMIS Include personnel factor, procurement system factor, organization resources factor, and package rules and regulations factor of the procurement process.	en
