dc.description.abstract	งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์การดำเนินงานการผลิตนายประจำเรือพาณิชย์ในมหาวิทยาลัยไทยในอดีตจนถึงปัจจุบัน และนำเสนอภาพอนาคตเพื่อกำหนดแผนกลยุทธ์ในการดำเนินงานได้อย่างเหมาะสม เครื่องมือที่ใช้ในการวิจัยได้แก่ การสืบค้นข้อมูลจากเอกสาร การประยุกต์ใช้อนาคตภาพด้วยเทคนิค EFR (Ethnographies Future Research) โดยการสัมภาษณ์ และการวัดดรรชนีความเชื่อมั่นในอาชีพด้วยเทคนิค NPS (Net Promotes Score) โดยแบบสอบถาม กลุ่มตัวอย่างในการวิจัยประกอบด้วย ผู้บริหาร อดีตผู้บริหาร อาจารย์ และนักเรียนเดินเรือพาณิชย์จากมหาวิทยาลัยในประเทศไทยจำนวน 2 แห่งที่มีหลักสูตรการผลิตนายประจำเรือพาณิชย์คือ มหาวิทยาลัยบูรพาและมหาวิทยาลัยเกษตรศาสตร์ ผลการวิจัย พบว่า การดำเนินงานของทั้ง 2 มหาวิทยาลัยตั้งแต่อดีตจนถึงปัจจุบัน ยังคงต้องเป็นไปตามข้อบังคับที่สำคัญที่ออกโดยหน่วยงานในระดับสากลและระดับชาติ ได้แก่ องค์กรทางทะเลระหว่างประเทศ กรมเจ้าท่า และมหาวิทยาลัย ปัญหาและอุปสรรคในการดำเนินงานในปัจจุบันที่สำคัญได้แก่ ต้นทุนในการดำเนินการที่สูง การกำหนดรูปแบบมาตรฐานขององค์กรที่แตกต่างกัน และคุณสมบัติของผู้สอนและผู้เรียน การกำหนดแผนยุทธศาสตร์ในอนาคตควรให้สอดคล้องยึดโยงกับอนาคตภาพที่น่าจะเป็นไปได้มากที่สุด (Most-Probable Scenario) ได้แก่ การต้องปรับตัวในการดำเนินการให้สอดคล้องกับมาตรฐานและข้อกำหนดขององค์กรระดับชาติและระดับสากล ต้นทุนการดำเนินการในการผลิตนายประจำเรือจะเพิ่มสูงขึ้น และนายประจำเรือไทยต้องออกสู่ตลาดสากลในกองเรือพาณิชย์โลก การวัดดรรชนีความเชื่อมั่นในอาชีพโดยพิจารณาจากสาขาวิชา สถาบันการศึกษา และระดับชั้นปีพบว่าเป็นลบในทุกด้าน	th_TH

dc.description.abstractalternative	The objective of this research is to study and analyze the operation of the production of commercial ship officers in Thailand’s university in the past until the present day and to proposes the future scenario in order to setting a strategy plan to appropriately process. The research tools are seeking information from related documents, to use Ethnographies Future Research (EFR), interview and measuring confidence index in career by Net Promotes Score (NPS) method, making questionnaires from the sample group consisted of executives, former executives, lecturers and cadet students from only 2 universities in Thailand. This is because they have curricular nautical which are Burapha and Kasetsart Universities. The result found that the operation of both universities from the past to the present have to follow important regulations issued by international and national organizations which are International Maritime Organization (IMO), Marine Department and University. The important problems and obstacles in the present operation is high cost operation, different in a standard pattern in each organization and qualified of learner and teacher. The formation of the strategic plan in the future should be consistent with the most-probable scenario future picture such as adaptation in operation according to standards and regulations of national and international organizations, increasing of operation cost for producing ship officers and Thai seafarer will go to the world merchant fleet. The confidence index in this career considered from study field, institution and level of year of student found negative in all aspects.	th_TH
