dc.description.abstract	งานวิจัยเรื่องการพัฒนาตัวชี้วัดสมรรถนะของผู้ตัดสินกีฬาว่ายน้ำครั้งนี้ เป็นการวิจัยเป็นการวิจัยและพัฒนา (Research and development) โดยใช้วิธีการวิจัยแบบผสม (Mixed method research) ซึ่งแบ่งการวิจัยออกเป็น 3 ระยะ คือ ระยะที่ 1 ผลการศึกษาและค?นหาสมรรถนะหลักและสมรรถนะเฉพาะหน้าที่ผู้ตัดสินกีฬาว่ายน้ำ ระยะที่ 2 ผลการสร้างและการพัฒนาตัวชี้วัดสมรรถนะหลักและสมรรถนะเฉพาะหน้าที่ผู้ตัดสินกีฬาว่ายน้ำ ระยะที่ 3 ผลการตรวจสอบด้านความเที่ยงตรงเชิงโครงสร้าง (Construct Validity) ของ สมรรถนะและตัวชี้วัดสมรรถนะผู้ตัดสินกีฬาว่ายน้ำ ผู้วิจัยนําเสนอผลการวิเคราะห์ข้อมูลดังนี้ 1. สมรรถนะของผู้ตัดสินกีฬาว่ายน้ำ จําแนกออกเป็น 2 สมรรถนะ ได้แก่ สมรรถนะหลักและสมรรถนะเฉพาะหน้าที่ ซึ่งสมรรถนะหลัก ประกอบด้วย 5 สมรรถนะย่อย ได้แก่ สมรรถนะหลักที่ 1 การมุ่งผลสัมฤทธิ์ สมรรถนะหลักที่ 2 จิตสํานึกในการปฏิบัติงาน สมรรถนะที่ 3 การสั่งสมความเชี่ยวชาญในงานอาชีพ สมรรถนะหลักที่ 4 จริยธรรมแบะสมรรถนะหลักที่ 5 การทํางานเป็นทีม และสมรรถนะเฉพาะหน้าที่ ประกอบด้วย 9 สมรรถนะย่อย ได้แก่ สมรรถนะเฉพาะหน้าที่ที่ 1 ภาวะผู้นํา สมรรถนะเฉพาะหน้าที่ที่ 2 การควบคุมตนเอง สมรรถนะเฉพาะหน้าที่ที่ 3 ความถูกต้องของงาน สมรรถนะเฉพาะหน้าที่ที่ 4 ความมั่นใจใน ตนเอง สมรรถนะเฉพาะหน้าที่ที่ 4 การคิดวิเคราะห์ สมรรถนะเฉพาะหน้าที่ที่ 6 การมองภาพองค์รวม สมรรถนะเฉพาะหน้าที่ที่ 7 การพัฒนาผู้อื่น สมรรถนะเฉพาะหน้าที่ที่ 8 การสืบหาข้อมูล สมรรถนะเฉพาะหน้าที่ที่ 9 ความยืดหยุ่นผ่อนปรน 2. ผลการสร้างและการพัฒนาตัวชี้วัดสมรรถนะหลักและสมรรถนะเฉพาะหน้าที่ผู้ตัดสินกีฬาว่ายน้ำตัวชี้วัดสมรรถนะหลักและสมรถนะเฉพาะหน้าที่ของผู้ตัดสินกีฬาว่ายน้ำ มี 97 ตัวชี้วัด ประกอบด้วยสมรรถนะ หลัก 53 ตัวชี้วัด สมรรถนะเฉพาะหน้าที่ 44 ตัวชี้วัด โดยสมรรถนะเฉพาะหน้าที่ 54 ตัวชี้วัด จํานวน 5 สมรรถนะ ประกอบด้วย 1) การมุ่งผลสัมฤทธิ์ จํานวน 10 ตัวชี้วัด 2) จิตสํานึกในการปฏิบัติงานจํานวน 9 ตัวชี้วัด 3) การสั่งสมความเชี่ยวชาญในการตัดสิน จํานวน 10 ตัวชี้วัด 4) จริยธรรม จํานวน 10 ตัวชี้วัด และ 5) การทํางานเป็นทีม จํานวน 14 ตัวชี้วัด และสมรรถนะเฉพาะหน้าที่ 44 ตัวชี้วัด จํานวน 9 สมรรถนะ ประกอบด้วย 1) ภาวะผู้นํา จํานวน 8 ตัวชี้วัด 2) การควบคุมตนเอง จํานวน 7 ตัวชี้วัด 3) ความถูกต้องของการปฏิบัติหน้าที่ จํานวน 7 ตัวชี้วัด 4) ความมั่นใจในตนเอง จํานวน 5 ตัวชี้วัด 5) การคิดวิเคราะห์ จํานวน 4 ตัวชี้วัด 6) การมองภาพองค์รวม จํานวน 3 ตัวชี้วัด 7) การพัฒนาผู้อื่น จํานวน 3 ตัวชี้วัด 8) การสืบหาข้อมูล จํานวน 4 ตัวชี้วัดและ 9) ความยืดหยุ่นผ่อนปรน จํานวน 3 ตัวชี้วัด 3. ผลการตรวจสอบความเที่ยงตรงเชิงโครงสร้าง (Construct Validity) ของสมรรถนะและตัวชี้วัดสมรรถนะของผู้ตัดสินกีฬาว่ายน้ำ สมรรถนะหลักผู้ตัดสินกีฬาว่ายน้ำจํานวน 5 องค์ประกอบ 53 ตัวชี้วัด มี ความเหมาะสมมากที่สุด และสมรรถนะเฉพาะหน้าที่ของผู้ตัดสินกีฬาว่ายน้ำ จำนวน 9 องค์ประกอบ จํานวน 44 ตัวชี้วัด มีความเหมาะสมมากที่สุด	th_TH

Phase 3: Results of the examination of construct validity (Construct Validity) of the competencies and indicators. Measure the competency of swimming referees The researcher presents the results of data analysis as follows. 1. Competencies of swimming referees are classified into 2 competencies: main competencies and Specific competencies The core competency consists of 5 sub-competencies, namely: Core competency 1, focusing Achieve results. Core Competency 2: Consciousness in performing work. Competency 3: Accumulation of professional expertise. Core Competency 4: Ethics and Core Competency 5: Teamwork. and job- specific competencies consisting of 9 sub- competencies, namely, job- specific competency 1, leadership, job-specific competency 2, self-control. Specific competency number 3: Accuracy of work Specific competency number 4: Self-confidence. Specific competency 4: Analytical thinking Functional competency number 6: Looking at the holistic picture Role- specific competency 7: Developing others Specific competency 8: Finding information Functional competency number 9: Flexibility. 2. Results of the creation and development of indicators for the main competencies and specific competencies of swimming referees. The main competency indicators and specific competencies of swimming referees have 97 indicators, consisting of competencies. Main 53 indicators, specific functional competencies 44 indicators, with specific functional competencies 54 indicators, 5 competencies, consisting of 1) achievement orientation, 10 indicators, 2) work consciousness, 9 indicators, 3) Accumulate expertise in decision making, 10 indicators, 4) ethics, 10 indicators, and 5) teamwork, 14 indicators, and specific job competencies, 44 indicators, 9 competencies, consisting of 1) leadership, 8 indicators Indicators 2) Self-control, 7 indicators 3) Accuracy in performing duties, 7 indicators 4) Self-confidence, 5 indicators 5) Analytical thinking, 4 indicators 6) Vision Overall picture, 3 indicators, 7) Developing others, 3 indicators, 8) Searching for information, 4 indicators, and 9) Flexibility, 3 indicators. 3. Results of the examination of construct validity ( Construct Validity) of the competencies and performance indicators of swimming referees. The main competencies of swimming referees, 5 components, 53 indicators, are the most appropriate. And the competency of the swimming referee's duties, 9 elements, 44 indicators, are the most appropriate.	th_TH
