dc.description.abstract	รายงานการวิจัยเรื่อง ประสิทธิผลของการจัดการเบี้ยยังชีพผู้สูงอายุในเขตเทศบาลเมือง อำเภอเมืองชลบุรี จังหวัดชลบุรี มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาประสิทธิผลของการดำเนินงานด้านการจัดการเบี้ยผู้สูงอายุในเขตเทศบาลเมือง อำเภอเมืองชลบุรี จังหวัดชลบุรี 2) เพื่อศึกษาปัจจัยการดำเนินการจัดการเบี้ยผู้สูงอายุของเทศบาลเมือง อำเภอเมืองชลบุรี จังหวัดชลบุรี และ 3) เพื่อศึกษาปัจจัยการดำเนินการที่มีความสัมพันธ์กับประสิทธิผลการดำเนินงานด้านการจัดการเบี้ยผู้สูงอายุในเขตเทศบาลเมือง อำเภอเมืองชลบุรี จังหวัดชลบุรี วิธีการวิจัยในรูปแบบการวิจัยเชิงปริมาณ กลุ่มตัวอย่างจำนวน 30 คน แบ่งเป็นกลุ่มผู้บริหาร ได้แก่ นายกเทศมนตรีเมือง รองนายกเทศมนตรีเมือง ปลัดเทศบาล และรองปลัดเทศบาล และกลุ่มผู้ปฏิบัติงาน ได้แก่ ผู้อำนวยการกองสวัสดิการสังคม และหัวหน้ากองสวัสดิการสังคม ในเขตเทศบาลเมือง อำเภอเมืองชลบุรี จังหวัดชลบุรี จำนวน 4 แห่ง คือ เทศบาลเมืองชลบุรี เทศบาลเมืองบ้านสวน เทศบาลเมืองแสนสุข และเทศบาลเมืองอ่างศิลา เครื่องมือที่ใช้ในการวิจัยครั้งนี้เป็นแบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนาด้วยการหาความถี่และร้อยละ ส่วนเบี่ยงเบนมาตรฐาน และหาความสัมพันธ์ Pearson Correlation Coefficient ผลการวิจัยพบว่า 1. ประสิทธิของการจัดการเบี้ยยังชีพผู้สูงอายุ พิจารณาจากระดับความคิดเห็นของบุคลากรในเขตเทศบาลเมือง ในภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายข้อและเรียงลำดับค่าเฉลี่ยจากมากไปน้อย 3 อันดับแรก คือ ข้อ 7. ผู้ปฏิบัติงานมีการปรับเปลี่ยนรูปแบบการทำงานให้ตรงกับความต้องการของผู้สูงอายุในท้องถิ่น รองลงมาคือ ข้อ 8. ผู้ปฏิบัติงานมีการปรับปรุงแนวทางการดำเนินงานด้านเบี้ยยังชีพผู้สูงอายุเพื่อให้เกิดประสิทธิผลในท้องถิ่น และ ข้อ 1. ผู้สูงอายุส่วนใหญ่ในเขตพื้นที่ของหน่วยงานได้รับเบี้ยยังชีพ กับข้อ 9. ผู้บริหารมีการสนับสนุนให้เกิดรูปแบบการทำงานที่เหมาะสมกับการจัดการเบี้ยยังชีพในท้องถิ่น มีค่าเฉลี่ยเท่ากัน ตามลำดับ 2. ปัจจัยการดำเนินการจัดการเบี้ยยังชีพผู้สูงอายุ ในภาพรวม อยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการปฏิบัติงานของผู้รับผิดชอบเบี้ยยังชีพผู้สูงอายุ เป็นอันดับแรก รองลงมาคือ ด้านสภาพแวดล้อมในเทศบาลเมือง และด้านนโยบายการบริหารงานเบี้ยยงชีพผู้สูงอายุ ตามลำดับ 3. ความสัมพันธ์ระหว่างปัจจัยการดำเนินการจัดการเบี้ยยังชีพผู้สูงอายุ พบว่า การปฏิบัติงานของผู้รับผิดชอบงานเบี้ยยังชีพผู้สูงอายุ นโยบายการบริหารงานเบี้ยยังชีพผู้สูงอายุ และสภาพแวดล้อมในเทศบาลเมือง มีความสัมพันธ์กับประสิทธิผลของการจัดการเบี้ยยังชีพผู้สูงอายุอย่างมีนัยสำคัญทางสถิติ เมื่อพิจารณาขนาดของความสัมพันธ์จากค่า r พบว่า การปฏิบัติงานของผู้รับผิดชอบงานเบี้ยยังชีพผู้สูงอายุมีความสัมพันธ์ในทิศทางเดียวกันในระดับค่อนข้างสูง (ค่า r = 0.735) และ นโยบายการบริหารงานเบี้ยยังชีพผู้สูงอายุกับประสิทธิผลของการจัดการเบี้ยยังชีพผู้สูงอายุ พบว่า มีความสัมพันธ์ในทิศทางเดียวกันในระดับปานกลาง (ค่า r = 0.527) และสภาพแวดล้อมในเทศบาลเมืองกับประสิทธิผลของการจัดการเบี้ยยังชีพผู้สูงอายุ พบว่า มีความสัมพันธ์ในทิศทางเดียวกันในระดับปานกลาง (ค่า r = 0.451)	th_TH

dc.description.abstractalternative	Research report on “The effectiveness of the management of the elderly subsistence allowances in the municipality, Mueang Chonburi District, Chonburi Province” were aim: 1) to study the effectiveness of the management operations of the elderly subsistence allowances in the municipality, Mueang Chonburi District, Chonburi Province; 2) to study the factors of the management operations of the elderly subsistence allowances in the municipality, Mueang Chonburi District, and; 3) to study the operational factors that were related to the effectiveness of the management operations of the elderly subsistence allowances in the municipality, Mueang Chonburi District, Chonburi Province. Research methods were in the form of quantitative research. The sample group of 30 people were divided into executive groups, namely the City Mayor, Deputy Mayor, City Permanent Secretary and Deputy Municipal Authority and working groups, namely the Director of Social Welfare Division and the head of the Social Welfare Division in the municipality, Mueang Chonburi District, Chonburi Province form 4 locations such as Chonburi Municipality, Ban Suan Municipality, Saen Suk Municipality, and Ang Sila Municipality. The research instruments were questionnaires. Data analysis used descriptive statistics by frequencies and percentages, standard deviation, and the Pearson’s Correlation Coefficient. The results found that: 1) The effectiveness of the management of the elderly subsistence allowances considered form the level of opinions of personnel in the municipality, the overall was at the highest level. When considering each item and sorting the average means from three of the top found that: 1) item 7, the working groups had modified the working pattern with the needs of elders in local; followed by 2) item 8, the working groups had improved the operational guidelines of the elderly subsistence allowances for achieve local effectiveness; and, 3) item 1, most elders in the agency areas had received the elderly subsistence allowance, and item 9, the executive groups had supported to be the working model that was suitable for the management of the elderly subsistence allowances in local, were at the same average means, respectively. 2) The factors of the management operations of the elderly subsistence allowances, the overall was at a high level. When considering each factor, it was found that: the operational factors of the responsible person for the elderly subsistence allowances, was in the first; followed by the environmental factors in the municipality, and; the policy factors for administration of the elderly subsistence allowances, respectively. 3). The correlate between the factors of the management operations of the elderly subsistence allowances found that the operational factors of the responsible person for the elderly subsistence allowances, the policy factors for administration of the elderly subsistence allowances, and the environmental factors in the municipality correlated to the effectiveness of the management of elderly subsistence allowances significantly statistics. When considering the size of the relationship (r value) found that: the operational factors of the responsible person for the elderly subsistence allowances had correlated in the same direct at a rather high level (r = 0.735); the policy factors for administration of the elderly subsistence allowances had correlated in the same direct at a moderate level (r = 0.527), and; the environmental factors in the municipality had correlated in the same direction in a moderate level (r = 0.451).	th_TH
