dc.description.abstract	งานวิจัยนี้มีวัตถุประสงค์ หนึ่ง เพื่อศึกษาการก่อรูปของนวัตกรรมทางสังคมจากรากหญ้ากับการมีส่วนร่วมในการปกครองท้องถิ่นของเทศบาลตำบลบ้านช่อง อำเภอพนมสารคาม จังหวัดฉะเชิงเทรา สอง เพื่อศึกษาการมีส่วนร่วมของประชาชนในการปกครองท้องถิ่นของเทศบาลตำบลบ้านช่อง อำเภอพนมสารคาม จังหวัดฉะเชิงเทรา ที่มีต่อนวัตกรรมทางสังคมจากรากหญ้า และสาม เพื่อเสนอแนะแนวทางในการพัฒนานวัตกรรม ทางสังคมจากรากหญ้ากับการมีส่วนร่วมในการปกครองท้องถิ่นเทศบาลบ้านช่อง อำเภอพนมสารคาม จังหวัดฉะเชิงเทรา โดยเ)นการวิจัยเชิงคุณภาพแนวประวัติศาสตร์ จากเอกสารและการสัมภาษณ์กลุ่มผู้บริหารและบุคลากรขององค์กรปกครองส่วนท้องถิ่น ผู้นำชุมชนทั้งที่เป็นทางการและไม่เป็นทางการ และนักวิชาการ ผลการศึกษา พบว่า การก่อรูปของนวัตกรรมทางสังคมจากรากหญ้ากับการมีส่วนร่วมในการปกครองท้องถิ่นของเทศบาลตำบลบ้านช่อง อำเภอพนมสารคาม จังหวัดฉะเชิงเทรา เป็นความสัมพันธ์ของผู้กระทำการที่ก่อรูปของนวัตกรรมทางสังคมจากรากหญ้า 3 ฝ่าย คือ ผู้นำท้องถิ่นและผู้นำชุมชน หน่วยงานเทศบาล ตำบสลบ้านช่อง และประชาชนในพื้นที่ตำบลบ้านช่อง ส่วนการมีส่วนร่วมของประชาชนในการปกครองท้องถิ่นของเทศบาลตำบลบ้านช่อง อำเภอพนมสารคาม จังหวัดฉะเชิงเทรา ประกอบด้วย หนึ่ง กลไกการมีส่วนร่วมของประชาชนในการเสนอแนะและเข้าร่วมในการวางแผนกำหนดแผนพัฒนาหรือการแก้ไขปัญหาต่าง ๆ ของชุมชนและกลไกการประชาสัมพันธ์เสริมสร้างกรมีส่วนร่วมของประชาชนในพื้นที่ สอง กระบวนการมีส่วนร่วมของประชาชนผ่านการร่วมกันตรวจสอบการทำงาน และกระบวนสร้างมีส่วนร่วมผ่านการสร้างการเรียนรู้ของชุมชน และสาม ผลที่เกิดขึ้นจากการมีส่วนร่วมของประชาชน ได้แก่ การเสริมสร้างการมีส่วนร่วมระหว่างชุมชนและเทศบาล การบันทึกข้อมูลของชุมชน การเพิ่มความโปร่งใสและการลดการทุจริตของเทศบาล การสร้างการเรียนรู้ การรักษาความมั่นคง และความยั่งยืนของชุมชน และการได้รับรางวัลจากหน่วยงานต่าง ๆ นอกจากนี้ข้อเสนอเสนอแนะ""แนวทางในการพัฒนานวัตกรรมทางสังคมจากรากหญ้ากับการมีส่วนร่วมในการปกครองท้องถิ่นของเทศบาลตำบลบ้านช่อง อำเภอพนมสารคาม จังหวัดฉะเชิงเทรา มี 8 ประการ คือ 1 การส่งเสริมการมีส่วนร่วมของประชาชนในทุกระดับ 2 การเสริมสร้างความรู้และการอบรมเพื่อเพิ่มความสามารถให้แก่ชุมชน 3 การสร้างแรงจูงใจการเข้าร่วมของประชนในชุมชน 4 การสนับสนุนโครงการทางนวัตกรรมทางสังคม 5 การเสริมสร้างศักยภาพของผู้นำชุมชน 6 การใช้เทคโนโลยีเพื่อการพัฒนานวัตกรรมทางสังคม 7 การสร้างพื้นที่เสริมสร้างทางสังคม 8 การสร้างพันธมิตรหรือเครือข่ายทางภาคเอกชนหรือหน่วยงานต่าง ๆ ที่เกี่ยวข้อง	th_TH
