dc.description.abstract	การวิจัย เรื่อง แนวทางการบริหารจัดการงบประมาณของคณะรัฐศาสตร์และนิติศาสตร์ มหาวิทยาลัยบูรพา มีวัตถุประสงค์ 1.เพื่อวิเคราะห์งบประมาณของคณะรัฐศาสตร์และนิติศาสตร์ มหาวิทยาลัยบูรพา 2.เพื่อวิเคราะห์ปัญหาและอุปสรรคในการบริหารงบประมาณของคณะรัฐศาสตร์และนิติศาสตร์ มหาวิทยาลัยบูรพา 3. เพื่อนำเสนอแนวทางบริหารจัดการงบประมาณของคณะรัฐศาสตร์และนิติศาสตร์ มหาวิทยาลัยบูรพา ซึ่งได้เก็บรวบรวมข้อมูลงบประมาณรายจ่ายและรายจ่ายจริงประจำปีงบประมาณ 2561 – 2565 ของคณะรัฐศาสตร์และนิติศาสตร์ มหาวิทยาลัยบูรพา นำมาสร้างเป็นตารางบันทึกข้อมูลเพื่อทำการวิเคราะห์ผลของการดำเนินงานงบประมาณรายจ่ายและรายจ่ายจริงโดยใช้โปรแกรมสำเร็จรูป และนำเสนอข้อมูลในรูปแบบตารางและกราฟ ผลการศึกษาพบว่า งบประมาณรายจ่ายเพิ่มขึ้นเรื่อยๆ ในแต่ละปี รายจ่ายจริงที่เกิดขึ้นในปีงบประมาณ 2561 มีรายจ่ายจริงที่สูงกว่างบประมาณรายจ่ายที่ตั้งไว้ในช่วงต้นปีงบประมาณ โดยรายจ่ายดังกล่าวนั้นเป็นรายจ่ายที่เกี่ยวข้องกับนักศึกษาระดับปริญญาตรี รองลงมาเป็นรายจ่ายที่เกี่ยวข้องกับนักศึกษาระดับบัณฑิตศึกษา รายจ่ายที่เกี่ยวข้องกับบุคลากรและรายจ่ายที่จ้างผู้ทรงคุณวุฒิที่มีความรู้ความสามารถพิเศษ ตามลำดับ เป็นที่น่าสังเกตว่าการใช้จ่ายที่เกิดขึ้นจริงสูงกว่าการประมาณการรายจ่ายจริงที่คาดการณ์ไว้ ทำให้ต้องมีการโอนเปลี่ยนแปลงงบประมาณเพื่อให้เพียงพอต่อการใช้จ่ายงบประมาณ แต่ยังมีรายจ่ายจริงที่ไม่เกินงบประมาณรายจ่ายที่ตั้งไว้ในช่วงต้นปีงบประมาณ จำนวน 4 ปี ได้แก่ปีงบประมาณ 2562, 2563, 2564 และ2565 โดยปัจจัยภายนอกส่งผลให้รายจ่ายจริงบางปีลดลงคือการเกิดโรคระบาดโควิด-19 ส่งผลให้คณะรัฐศาสตร์และนิติศาสตร์ไม่สามารถดำเนินการเรียนการสอนการจัดกิจกรรม การอบรม ณ ที่ตั้ง	th_TH

dc.description.abstractalternative	The research on Guidelines for budget management, Faculty of Political Science and Law, Burapha University. Objectives: 1. To analyze the budget of the Faculty of Political Science and Law, Burapha University 2. To analyze the problems and obstacles in budget management at the Faculty of Political Science and Law, Burapha University 3. To present budget management guidelines for the Faculty of Political Science and Law, Burapha University. The study collected data on budget expenditures and actual expenditures for the fiscal years 2018–2022 and created a data recording table to analyze the results of budget and actual expenditure operations using ready-made software, with the findings presented in tables and graphs. Budget expenditures have been increasing each year. In the fiscal year 2018, actual expenditures were higher than the budgeted expenditures set at the beginning of the fiscal year. These expenditures primarily related to undergraduate students, followed by graduate student expenses, personnel-related costs, and fees for hiring qualified individuals with special knowledge and skills. It is noteworthy that actual expenditures exceeded the estimated amounts, necessitating budget transfers to cover the shortfall. However, actual expenditures did not exceed the budgeted amounts for four consecutive years: fiscal years 2019, 2020, 2021, and 2022. External factors, such as the COVID-19 pandemic, contributed to lower actual expenditures in certain years, as the Faculty of Political Science and Law was unable to conduct inperson teaching, activities, and training during that period.	th_TH
