dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาและแนวทางการพัฒนาการบริหารงานประกันคุณภาพภายใน ระดับคณะของมหาวิทยาลัยแห่งหนึ่งในภาคตะวันออก โดยผู้วิจัยใช้การวิจัยเชิงคุณภาพด้วยวิธีการเก็บข้อมูลจาก 1) การสัมภาษณ์เชิงลึก (In-depth interview) ผู้บริหาร อาจารย์และบุคลากรสายสนับสนุนที่รับผิดชอบงานประกันคุณภาพภายใน จำนวน 11 คน 2) การสนทนากลุ่ม (Focus group) ผู้เชี่ยวชาญด้านการประกันคุณภาพภายใน จำนวน 7 คน โดยมีกรอบแนวคิดในการวิจัยตามมาตรฐานด้านการดำเนินการตามภารกิจของสถาบันอุดมศึกษา และ 3) การวิเคราะห์ข้อมูลโดยวิธีการวิเคราะห์เนื้อหา (Content analysis) ผลการศึกษาพบว่า 1. ปัญหาการบริหารงานประกันคุณภาพภายในระดับคณะของมหาวิทยาลัยแห่งหนึ่งในภาคตะวันออกจากการสัมภาษณ์ผู้ให้ข้อมูล เห็นว่า ปัญหาของการบริหารงานประกันคุณภาพภายใน ทั้ง 4 ด้าน เรียงตามผลการวิเคราะห์ความถี่ของปัญหาจากมากไปน้อย ดังนี้ 1) การตีพิมพ์หรือเผยแพร่ผลงานวิจัยของนิสิตระดับบัณฑิตศึกษา 2) คณาจารย์ของคณะมีภาระงานสอนมาก จึงทำให้ไม่มีเวลาในการทำวิจัย 3) โครงการบริการวิชาการแก่สังคมมีจำนวนน้อย และ 4) การสร้างมาตรฐานคุณภาพด้านการทำนุบำรุงศิลปะและวัฒนธรรม ตามลำดับ 2. แนวทางพัฒนาการบริหารงานประกันคุณภาพภายในระดับคณะของมหาวิทยาลัยแห่งหนึ่งในภาคตะวันออก จากการสนทนากลุ่มผู้เชี่ยวชาญ เสนอแนวทางพัฒนาการบริหารงานประกันคุณภาพการศึกษาภายในโดยใช้กระบวนการเชิงคุณภาพ (PDCA) โดยเริ่มจากการสร้างความรู้ ความเข้าใจแก่บุคลากรทุกระดับให้เห็นความสำคัญ เพื่อให้เกิดความร่วมมือ และเกิดปัจจัยสนับสนุนการทำงานด้วยวงจรพัฒนาคุณภาพทั่วทั้งองค์กร เพื่อเป็นค่านิยมหลักของบุคลากรและปฏิบัติเป็นวัฒนธรรมขององค์กรต่อไป

dc.description.abstractalternative	This research aimed to study the problem and guided solution for the faculty internal quality management in a selected Eastern University. The researchers used qualitative research method to collect data with 1) in-depth interviews administrations, teachers and supporting staff responsible for quality assurance with 11 people, 2) focus group with seven quality assurance specialist on the mission of higher education institutions and 3) content analysis. The study results showed that; 1. Problem of the faculty internal quality management in a selected Eastern University ranged from most to least were; 1) the published research of graduate students, 2) instructors have too much work load, 3) having too few project services to the society and 4) creating a quality for the Arts and culture service. 2. The guided solutions for the faculty internal quality management as the result of the focus group suggesting using PDCA process for the internal quality assurance starting with creating an understanding of the personnel at all levels to see the importance of the quality assurance in order to create the cooperation and working elements with the PDCA through out the organization to be the core value of the organization and organizational culture.
